7-4-4 Violations and Penalties
7-4-1: IDAHO STATE PLUMBING CODE ADOPTED:
(A) Plumbing Code Adopted: The Idaho State Plumbing Code (ISPC) together with
the most current Uniform Plumbing Code (UPC) as adopted by the State of Idaho Plumbing
Board together with the amendments thereto, as published in the Idaho Statute, Title 54, Chapter
26 and in Idaho’s Administrative Rules published in the IDAPA rules 07.02.03 through 07.02.07,
except those portions that are deleted, modified or amended by other provisions of this Chapter.
Code on File: One (1) copy of the most current Uniform Plumbing Code, as adopted by the State
of Idaho Plumbing Board shall be duly certified and retained by the City Clerk.
7-4-2: AMENDMENTS TO THE UNIFORM PLUMBING CODE: Amendments to the
UPC as adopted in the Idaho State Plumbing Code shall be as follows:
Chapter 1, Administration:
Section 103.4: Fees: Shall be amended to read as follows: Fees shall be
determined by a schedule of fees adopted by the City Council by resolution
which may be amended from time to time.
Chapter 3, General Regulations: 313.12.4: Delete
Chapter 4, Plumbing Fixtures and Fixture Fittings:
Section 402.4: Metered Faucets: Shall be amended to read as follows:
Self-closing or self-closing metering faucets may be installed.
Section 412.1: Shall be amended to read as follows: Plumbing fixtures
shall be provided for the type of building occupancy and the minimum number
shown in the City’s adopted Building Code.
Chapter 5, Water Heaters:
Section 508.5: Shall be amended to read as follows: Discharge from a
relief valve into water heater pan shall be allowed, provided that the pan
connection and its drain piping are sized at least one pipe size larger than the
outlet of the relief valve.
Chapter 7: Sanitary Drainage:
Section 710.9: The following Exception shall be added: A single pump is
permitted for public use occupancies when the sump basin receives the discharge

of not more than one toilet and 10 other drainage fixture units.
Chapter 10, Traps and Interceptors:
Table 10-1: The footnote shall be amended to read as follows: The trap
arm lengths of water closets or similar fixtures which depend upon self-siphoning
and re-filling of their traps for proper operation shall be unlimited.
7-4-3: AMENDMENTS TO THE IDAPA RULES OF THE IDAHO STATE
PLUMBING CODE: Amendments to the IDAPA Rules as adopted in the Idaho State Plumbing
Code shall be as follows:
Rule 07.02.06, #08:
The following language shall be added to Section 504.1: Exception: The
pressure test may be omitted with the use of colored primer or glue.
Rule 07.02.06, #22:
The language deleted by this Rule shall be retained regarding the
requirements of the UPC regarding drainage piping of certain commercial
kitchen equipment.
Rule 07.02.06, #29:
The language deleted by this Rule shall be retained regarding the original
requirements of the UPC regarding drainage of commercial kitchen food-
preparation sinks and food-handling fixtures.
7-4-4: VIOLATIONS AND PENALTIES: Any person who shall violate any of the
provisions of the Idaho State and Uniform Plumbing Code as adopted by the City of Ammon or
the Ammon City Code as it relates to the Idaho State and Uniform Plumbing Code shall severally
for each and every such violation and noncompliance respectively, be guilty of a misdemeanor as
allowed in the Idaho State and Uniform Plumbing Code shall be charged as adopted in section 1-
4-1 of the City Code. The imposition of one penalty for any violation shall not excuse the
violation or permit it to continue and all such persons shall be required to correct or remedy such
violations or defects within a reasonable time and when not otherwise specified. Each day that a
violation continues after due notice has been served shall be deemed a separate offense. A fine
and daily fee shall be charged for failure to obtain a certificate of occupancy as required by this
code and the International Building Code. Said fine shall be as adopted by resolution of the City
Council as provided for by ordinance.
