Minutes of the Special Meeting of the Mayor and City Council:
The meeting was called to

Mayor Ard explained the purpose of the meeting was to discuss architects for design
and construction of a City Building for the City of Ammon.
On Tuesday, December 20, 1994, Mayor Ard and Councilman Crandall talked to K. W.
Prestwich of Prestwich Architects, Dale C. Petty and John D. Dixon of Dixon-Petty
Associates, and Scott Nielson and Kevin Bodily of Call, Nielson, Bodily and
Associates. Council members met earlier in December with Lee Dille of Ratzlaff
Architects.
The Council reviewed the discussions with each of the architects. All of the firms
expressed an interest in working with the City of Ammon, and it was determined that
each of them is capable of doing a good job for the City. Prestwich estimated a
building would cost $65 per square foot to build, and he did not indicate a time
frame. Dixon and Petty were hesitant to meet a time frame for a February bid.
Dille of Ratzlaff was very cooperative and helpful, but the Council expressed
concern that his office is in Pocatello. Nielson and Bodily were positive on
costs, believed the time frame to be reasonable, and seemed ready to go right to
work.
The Mayor and Council members each have full time jobs to earn a living, so
construction management is important in making a selection. Councilman Loveland
explained that ordinarily the architect is responsible tomake sure the building is
put together according to specs. The general contractor is responsible for
coordinating on site construction. Other important concerns were functional design
to blend with the neighborhood, cost control, and timing.

Councilman Maeser moved that as a City we choose Call, Nielson, Bodily and
Associates as the architects for the new City Building and the second choice is
Ratzlaff Associates. The motion is contingent on an acceptable contract price
being worked out, and the firm should be contacted immediately to advise they have
been selected so they can begin work. The motion was seconded by Councilman
Crandall. Roll call vote: Maeser - Yes; Crandall - Yes; Loveland - Yes. The
motion carried.
Councilman Maeser moved to adj ourn the meeting, and the motion was seconded by
Councilman Crandall. The meeting was adjourned at 11:02 A.M.
