Director Bruce Patterson Fire Chief Stacy Hyde Parks Director Ken Knoch City Officials Absent: Councilmember Christensen Councilmember Russell Slack DISCUSSION ITEMS: Ron Folsom opened the meeting at 8:32 a.m. at the City Building located at 2135 South Ammon Road. 1. Future Planning for Flood Preparedness: Fire Chief Stacy Hyde said he had been asked to speak about disaster preparedness and the recent flooding that occurred. Stacy said the Fire Department does not do anything to stabilize the incident until life safety situations have been addressed. Stacy said when the Fire Department responds to any incident, life safety is their first concern. Councilmember Kirkham asked what time it was when the Fire Department received the call. Stacy said 8:31 p.m. Ron said the first call was received by Rick Williams at 7:49 p.m. who was on site at 8:15 p.m. Keith Banda said dispatch called him by land line at 8:39 p.m. Discussion ensued regarding the response times, and how the flooding was handled in the affected subdivisions. Tom Lenderink of Bonneville County (Emergency Operations Center) EOC said he received the first call from dispatch at 8:23 p.m. Tom said typically he is not a first responder, and will only respond if the Bonneville County Commissioners deploy him. Tom said one of the first things he did was to make sure he was authorized to assist the City. Tom explained initially he tried to find where the issue was and then to assess the problem. Discussion ensued regarding the sandbag delivery and distribution. Tom said he felt it would be a good idea for the City of Ammon to have its own supply of sandbags on hand. Tom said this was a rapid onset event. Mayor Fuhriman asked Tom how many sandbags the City used during the flooding. Tom said 750 initially went out, and another 1,000 went out later, but he is not sure what has since happened to those bags. Councilmember Kirkham said the sandbags are still in the areas where they were placed. Tom explained how the sandbags should be stacked and stored for later use. 12 Council Minutes 3-6-12 Page of Councilmember Kirkham said she wanted to address the chain of command for responding to an incident like this, because the County can only respond if the City asks them to. Councilmember Kirkham said when the call from dispatch comes into the Fire Station then someone from the Fire Station needs to contact the Mayor, and if the Mayor isn’t available then she needs to be contacted. The Mayor needs to contact the County Commissioners to let them know the City needs emergency assistance. Discussion ensued regarding a notification chain, and the chain of command. Tom reported on the current condition of the flood area, and said the City could get some more flooding this weekend.
