Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at
following City officials present:
Mayor George Wehmann

The pledge of allegiance to the flag was conducted by Councilman Monson and prayer
was offered by Councilman Swensen. The minutes of the meeting on June 17, 1982, were
approved as prepared.
Mr. and Mrs. Kelly Boyd, 1810 Falcon Drive, were given an opportunity to present in-
formation in connection with a claim filed for expenses incurred to replace the water
service line on their property. They expressed the opinion that the City should be
responsible to pay since the City man who checked the water leak said that the problem
was on their (the Boyd's) part of the waterline but did not shut the water off at the
valve. Then, when a plumber was hired and the excavating was done, it was found that
the City valve was leaking and needed to be replaced and, according to the plumber,
the slight leak on the residence side of the shut-off was probably caused by the stress
from the valve problem. It was noted by Tom Reese, City Public Works Foreman, that a
new valve was furnished by the City and installed by himself after the digging was done
and a call was received about the broken fitting, and that was the first that he knew
anything about the matter. The Mayor and Council members agreed that the City was
obligated to some extent, especially since the City employee did not check out the
situation properly. It was decided that the billing from Ammon Plumbing Service in
the amount of $224.00 for labor and excavating should be submitted to the City's
ins.urance carrier, and the Boyds accepted the responsibility of paying for the pipe
and parts which were used to repair the residence waterline.
Ordinance No. 191, a flood plain management ordinance, was introduced and read by
title: AN ORDINANCE TO PROMOTE THE PUBLIC HEALTH, SAFETY AND GENERAL WELFARE,
AND TO MINIMIZE PUBLIC AND PRIVATE LOSSES DUE TO FLOOD CONDITIONS IN
SPECIFIC AREAS OF THE CITY BY METHODS AND PROVISIONS DESIGNED FOR THE
CONTROL AND USE OF PROPERTY IN THE CITY OF AMMON, IDAHO, FLOOD PLAIN: PRO-
VIDING FOR THE ADOPTION OF DEFINITIONS FOR USE IN SAID ORDINANCE, PROVIDING
FOR THE DESIGNATION OF THE LANDS TO WHICH THIS ORDINANCE SHALL APPLY AND
THE BASIS FOR ESTABLISHING THE AREAS OF SPECIAL FLOOD HAZARDS, PROVIDING
FOR THE ADMINISTRATION OF SAID ACT IN THE ESTABLISHMENT OF PROCEDURES FOR
OBTAINING A DEVELOPMENT PERMIT; PROVIDING FOR THE LOCAL ADMINISTRATOR OF
S4ID ACT AND PROVIDING FOR THE DUTIES AND RESPONSIBILITIES OF SUCH ADMINIS-
TRATOR; PROVIDING THE PROCEDURE FOR AND REVIEWING OF PERMITS; PROVIDING
FOR USE OF OTHER BASE FLOOD DATE; PROVIDING FOR THE INFORMATION TO BE OB-
TAINED AND MAINTAINED WITH RESPECT TO ALL NEW OR STRUCTURALLY IMPROVED
STRUCTURES; PROVIDING FOR ALTERATIONS OF WATER COURSES; INTERPRETATION OF
"FLOOD INSURANCE RATE MAP" (FIRM) BOUNDARIES; PROVIDING GENERAL STANDARDS
REQUIRED IN ALL AREAS OF SPECIAL FLOOD HAZARDS WITH RESPECT TO ANCHORING
CONSTRUCTION, MATERIALS AND METHODS, UTILITIES, SUBDIVISION PROPOSALS,
REVIEW OF BUILDING PERMITS, RESIDENTIAL CONSTRUCTION, NONRESIDENTIAL CON-
STRUCTION, MOBILE HOMES AND FLOODWAYS; PROVIDING FOR MINIMUM FLOOD-PROOF
BASEMENT DESIGN REQUIREMENT; PROVIDING FOR SHALLOW FLOODING AREAS WITH
DEPTH DESIGNATIONS; PROVIDING FOR A WARNING AND DISCLAIMER OF LIABILITY
BY THE CITY OF AMMON, IDAHO, AND THE FEDERAL INSURANCE ADMINISTRATION;
PROVIDING WHEN SAID ORDINANCE SHALL BECOME EFFECTIVE.
It was moved by Councilwoman Dille and seconded by Councilman Swensen that the first
reading of Ordinance No. 191 be accepted; voting was Dille yes, Swensen yes, Monson
yes, Williamson yes; motion carried. It was noted that the adoption of this ordinance
is planned for the next meeting on July 15, 1982.
Mayor Wehmann gave a short report on his attendance at the AIC Annual Conference. He
mentioned also that a representative of a computer system firm in Idaho Falls will be
contacting the City office to get information so that a presentation can be arranged
to show the capabilities of the equipment for utility aQcounts and billing, delinquency
notices, revenue and expenditure accounting, etc.
With reference to the public hearing on the proposed changes to the future land use map
in the City's Comprehensive Plan, which is scheduled for the meeting on July 15, Mayor
Wehmann and the Council members expressed concern about the notice procedure, and it was
agreed that there should be more newspaper publicity, even in the form of a paid ad-
vertisement if necessary, in order to get more public participation in this important
land-use matter.

Councilman Williamson brought up the subject of "no parking"on the streets, and noted
that the Sheriff's officers have been issuing citations in posted areas following recent
complaints. In response to an inquiry from the City Office staff about a guideline
policy for follow up on parking tickets, Councilman Williamson moved that, beginning
July 1, 1982, tickets for a first offense on parking violations for non-8B (Bonneville
County) license vehicles may be waived. Councilwoman Dille seconded the motion and
voting was all in favor; motion carried. Also in connection with parking tickets, it
was moved by Councilman Williamson and seconded by Councilman Monson that, effective
July 1, 1982, the parking violation fine (bond) be raised from the present $2.00 to
$4.00. Voting on the motion was all in favor; motion carried.
It was announced that an extension has been granted on the Bureau of Outdoor Recreation
grant for park improvements to June 30, 1983, and Mayor Wehmann mentioned that there has
been good coverage by the news media about this information. According to Councilwoman
Dille, there have been some complaints about the sections of big concrete pipe which
have been placed in Falcon Park for playground use as an Eagle Scout project, and she
indicated that further planning and work will be done to make a nice play area at that
location. With reference to the improvements that have gone into Peterson Park this
year, Mayor Wehmann suggested that Councilwoman Dille, who has the responsibility of
parks and recreation on the City Council, along with Councilman Williamson as advisory,
should plan an appreciation event for the residents who have worked so hard on the project.
Public Works Director, Hayse Whiteley, reported that he had inspected the storage
graneries on the Clifford Judy property, 3070 Sunnyside Road, and found them to be in
compliance with the conditions of the special use permit which was granted on June 4,
1981, and on which a continuation was given by motion of the City Council at the
June 17, 1982, meeting. Other matters mentioned by Mr. Whiteley included arrangements
made to check on surplus equipment available from the State Highway Department and a
report on the street patching work which is being done.
Following a report on advice received from the City Attorney, a 75-horsepower well pump
and 140 feet of 10-inch column was declared surplus and available for sale.
Claims in the amount of $21,271.28 were presented by the City Clerk and approved for
payment. Vouchers for payroll and related expenditures paid since the previous meeting
totaling $8,784.42 were also approved.
A preliminary plat of a county subdivision designated as Sandway Village located at the
northeast corner of the intersection of Hackman Road and Township Road, which is in the
Ammon impact area, was discussed. It was agreed that comments should go to the county
to the effect that water and sewer systems, if installed, should be built to the City
of Ammon standards (or, if septic tanks are to be allowed, they should be in the front
of the houses to facilitate connection to a sewer in the future), and if the street
layout is approved as shown, a right-of-way should be provided so that the road can be
extended from the cul-de-sac when there is other development in the area.
A motion to adjourn was made by Councilman Williamson and seconded by Councilwoman Dille;
voting was all in favor; meeting adjourned at 9:30 P.M.
