05.14.2025 MinutesAMhon�` South 2135 Ammon Road, Ammon, Idaho 83406 Minutes Traffic Commission Wednesday, May 14, 2025 Call to Order: Cindy Donovan, City Planner at 9:05 a.m. In Attendance: Tracy Bono, Cindy Donovan, Kristina Buchan Absent: Micah Austin, Sgt. John Miller, Clarissa Jones Minutes: April 9, 2025 Tabled until next month Citizen's Requests: 1. Mayor Coletti-Regarding a no parking zone at Owen St/Carolyn Ln - Cindy- Clarissa's comment on this is she has tagged some trailers and the biggest concern is you can't see kids in that cross walk. 2. Frank Lemo, 2965 Carolyn Ln -Concerned with Carolyn Ln. It isn't just school traffic, it is being used as a cut through street to Sunnyside Rd and cars are going way too fast. Can temporary speed bumps be put in? Cars and trailers are being parked on the sidewalks and are blocking people from accessing the sidewalk. Cindy- Clarissa has been paying attention to that area. Kristina- Do you think it should be a no parking zone or speed bumps? He doesn't think no parking would be fair but is in favor of speed bumps. 3. Citizen is concerned about the 50 -mph speed limit and conditions on 49th South between Ammon Rd and 25th East and that the speed limit is still 50 mph. Tracy- Most of the road is ours. Cindy -Can we lower the speed limit to 40 mph and make it an action item? Tracy will start a speed study and see what it is and go from there. The condition of the road is rough and there is construction in the area. 4. Concerned about speeds on John Adams Pkwy between Tie Breaker Dr and Midway Ave -Cindy was going to ask Sgt. Miller about the speeds, but he is absent. Jeff Fullmer -Sgt. Miller is taking their trailer today and will get the data from it. Tracy -In December we had our traffic equipment up and it showed 95% of the traffic is doing 35 mph or less. S. Jeff Bennet, 2133 John Adams Pkwy -Between Tie Breaker Dr and Match Point Dr cars are going way too fast. It is very dangerous for kids to be out front. On Tie Breaker Dr he suggested flashing speed limit signs be installed on both sides of the street. Can John Adams Pkwy/Match Point Dr be made a 4 way stop? Neighbors have the same concerns. Cindy- Are bike lanes on the street? Yes. Tracy -Not enough cross traffic at John Adams Pkwy/Match Point Dr. for a 4 way stop. We need the data from the speed trailer to see if it would make it worth the money to put in a flashing light and where would be the best location for it. AhWhon South =3g Ammon Road, Ammon, Idaho 83406 6. Kris Oswald -Timeline on John Adam Pkwy's cut through? Tracy -This summer. When funding becomes available John Adams Pkwy will go through to Ammon Rd 7. Concerns with Stonehaven Dr/Sunnyside Rd intersection -People are taking off too fast and gunning their engines. Cindy wanted to ask Sgt. Miller about conditions there. The speeds vary greatly as well. They agreed more enforcement is needed. Street Division Updates: Tracy Bono -Citywide sweeping and patching. They are still planning on the 17th St bridge being finished the middle of June. The part for the school light is in. The battery on Ross Ave's speed sign is still out. Tracy needs to order new ones. Action Items: All Rights of Way in front of city infrastructures will be no parking zones. Motion passed. Discussion Items: Cindy -There will be no changes regarding the Eagle bridge until the 17th St bridge is completed. Cindy had a message on 4/30/2025 wanting the roads open especially Eagle Dr. She had another message on 5/5/2025, she called him back. He lives on Sawtooth St. He has "toy hauler" type trailers that are hard to get in and out. She told him Falcon Dr will be open after the 17th St bridge is open. Another message on 511212025, she hasn't called him back yet. He wanted Curlew Dr open again. He pays taxes and has the right to drive through the neighborhood. Cindy opened it to those that were present that have any new information for us or something we can help with. 1. Lavonna Borg, 1855 Falcon Dr -Close the bridge. The majority of the people on the petition want the bridge closed. Nothing else we have tried is working. She continued listing and repeating all the things that haven't worked, defending the petition, and talking about democracy. She wants us to show we care, take a stand and close the bridge. Cindy, we do care and we are trying to make it work for everyone. Did the petition reach everyone and those that speak Spanish? Is it still 50/50? We have done what we can. It has cut traffic in half. We appreciate your time and effort. 2. Dan Eaton, 1710 Avocet Dr- Growing concerns for Avocet St/ 17th St. The police came and had the landscapers move their trailer because there is no room. There is not a good plan in place after the 17th St bridge is open. The decisions of this have negatively affected him. Tracy -if we shut the bridge all the traffic will go to Avocet Dr. It doesn't matter what we do it will bounce traffic around. Our decisions are based on what we can do to help the most people. Whatever is done, some will not be happy about it. CITY OF /\^/', on South 2135 Ammon Road, Ammon, Idaho 83406 Ken Lembrich, 2640 Salmon St -He has the solution, Close Salmon St at the round -a -bout and open the bridge going both directions.
