Call to Order: Cindy Donovan, City Planner at 9:01 a.m.
In Attendance: Cindy Donovan, Clarissa Jones, Sgt John Miller, Tracy Bono, Micah
Austin, Morgan Stewart
Minutes: March 12, 2025 - Approved
Citizen's Requests:
1. None at this time
Street Division Updates: Tracy Bono - The crew is taking care of potholes, crack
sealing, and street sweeping. The 17th St bridge is on schedule.
Action Items:
No parking zone in front of Rich Lift Station. Motion to Deny action item
because of how it was listed. Motion passed. Have a new action item for next
month that all city infrastructures adjacent to rights of ways will be made into
no parking zones. Until then cones could be put up.
Discussion Items:
Cindy -There will be no changes concerning the Eagle Dr bridge until 17th St is open
and we have had a chance to reevaluate it. Other than that, the public is welcome to
tell us what else they have to say.
Landon Lively 2389 Eagle Dr- Traffic infractions are way down from previous
months. He proposes a no parking zone south of the Eagle Dr bridge because
people are parking large trailers on the road and it is very hard to see around
them. Large cars are being parked off of the curb on Avocet Dr. so when you
turn onto Avocet Dr there is only room for one car to travel on the road at a
time. Due to safety reasons we need to do something about Midway Ave. He
proposed we open the Curlew Dr light after the 17th St bridge is finished. The
traffic light at Eagle Dr/Sunnyside Rd, the green and yellow signal arrow is only
staying on long enough for 4 cars to make it through. He spent 27 minutes at
the light. Tracy -There is a gps clock that needs replaced and we are getting that.
We are also coordinating with Idaho Falls. for the timing of the lights at
Sunnyside Rd/South 25th St. and Sunnyside Rd/Eagle Dr so they will work
together better. School zone lights on Carolyn Lane haven't been working at all
during school hours. Both Cindy and Clarissa have seen them working going

both ways. Tracy -They will work for a while and then they don't. A set of new
school lights has been ordered.
2. Megan Rose, 2145 Avocet Dr - Too much traffic on Avocet Dr. it is dangerous,
Shutting down Curlew Dr and having Falcon Dr as one way has made too much
traffic on Avocet Dr. Thank you for fixing the damaged road in front of the
nearby church so quickly. If we fix other parts of the road can you notify the
neighbors so they can move their cars so there is more room to drive? After the
bridge is done Avocet Dr will be a right in and right out street, that should reduce
traffic. We can look at making changes after 17th St opens. The bridge
contractors have said it will be open the second week in June.
3. Ken Lembrech, 2640 Salmon St - Put up bigger signs. People are still coming
across the bridge the wrong way. When he goes to and from his house he has to
use Avocet Dr.
Discussion Items:
1. Tracy- On Judy St we could add flashing lights and Cross Traffic Doesn't Stop
signs to the existing signage. It won't change the configuration. Commission was
in favor of the change. Cindy - That is a decision for the Street Department. Tracy
will get that done. He is looking at another company that has a program very
similar to the company Horrock's used for the first Eagle bridge study. We would
have real time data which would be extremely useful. It is software that Morgan
and Tracy would get trained on. You can run all kinds of studies on it. It would be
so nice to have real time data to see what is actually going on. Cindy -Would it
offset the costs of us putting up cameras and paying for traffic counts? Tracy -Yes.
It will speed up our data collection which is a huge benefit. It would pick up
anything with a Bluetooth device and track it. The commission thought it would
be a great addition. Tracy is working with them to get some pricing.
2. Cindy- She was on Ross Ave to go to Sunnyside Rd and almost hit a little girl at
Brookfield Ln/Ross Ave. The batteries are dead on that speed sign on Ross Ave.
Tracy will get the batteries taken care of.
3. Council Member Jeff Fullmer - The streets look great. You can tell the street
crew is working hard.
