03.12.2025 MinutesAC111YOF^ fiM60n Minutes Traffic Commission Wednesday, March 12, 2025 Call to Order: Cindy Donovan, City Planner In Attendance: Cindy Donovan, Clarissa Jones, Micah Austin, Tracy Bono, Morgan Stewart Absent: Sgt John Miller Minutes: February 12, 2025 -Approved Citizen's Requests: 1. Katrina Christensen, 5887 Hugo Dr, in Hidden Valley -Requesting the speed trailer. Residents are concerned about excessive speeding and the safety of the children out playing. The speed trailer has worked in the past. Tracy will put it up there. Clarissa will email the county. 2. Francisco & Jacqueline Garcia, 3890 Rich Ln. -Requesting a 4 way stop with solar flashing lights and pedestrian signs at Judy St/Taylorview In for safety reasons. The traffic camera has been out 6 times with the same result, the numbers do not meet the criteria. The change will be based on traffic volume. If it is changed the stop condition will be on Taylorview. Traffic from the apartments will go west. The camera could be put up again, time permitting. Street Division Updates: Tracy Bono -We are getting potholes filled, crack sealing and street sweeping. Action Items: None at this time Discussion Items: Morgan -Avocet Dr: before the 17th St bridge was closed but after the traffic signal was changed, there were just over a 1000 cars going in and out on Avocet Dr. After the 17th St bridge was closed there were 1850 cars going in and out of Avocet Dr. For context there were 3300 cars going in and out at 17th St/ Curlew Dr. before the 17th St bridge and traffic light were changed. The previous traffic study showed 70% of that was pass through traffic. Discussed having a gate, tire shredders and/or speed bumps at the Eagle Dr bridge. Speed bumps will be put down. There will be no other changes until the 17th St bridge is open. After the 17th St bridge is open we could reevaluate. The meeting was opened up to the public having any new comments on the Eagle Dr bridge 1. James Crumb, 2270 Curlew Dr- It is still very dangerous. He wants tire shredders installed. The changes made are not working. He signed the petition to close it and wants it closed permanently. ABV6on South 2135 Ammon Road, Ammon, Idaho 83406 2. Bob Woodhouse, 2765 Salmon St.- also signed the petition to close the bridge. He agrees with the previous speaker. Close the bridge. If not, he recommends a do not enter sign or a one-way sign be put up and the fines for violations increased. 3. Barbara Woodhouse, 2765 Salmon St.- Agrees with previous speaker. People are ignoring the signs. She would rather take the extra time closing the bridge would cause than having it open. People are ignoring the signs doing what they want, even with deputies there. Do the tire shredders. Close the bridge. Lavona Borg, 1855 Falcon Dr- According to the neighborhood petition the vast majority wanted the bridge closed. The compromises are not working. We can't wait until the 17th St bridge is finished to do something. The one way only streets have created a hazard. Close the bridge. If we won't do it they will take it to the City Council. 5. Phyllis Ker, 1810 Dove Dr.- What has been done is working but they are still going down the wrong way bridge. Double or triple the fines. If we close bridge it will make it too long to get to the hospital. At Curlew/17th cars are cutting across the man's driveway it needs barrier. Emergency services use the arterials. We have talked with both the Fire Dept. and the Sheriff's Office and they both said having it closed would not cause a problem for them. 6. Landon Lively, 2389 Eagle Dr.- Tire spikes would be a good deterrent. Not in favor of closing the bridge. Did we do a study at the light at Eagle Dr/Sunnyside Rd a few months ago. Tracy is working on getting it reprogrammed and a new timing. Landon -There are homeless people begging on Eagle Dr/Sunnyside Rd Clarissa -Report it to dispatch, 208- 529-1200. 7. Ken Lembrich, 2640 Salmon St -Open the bridge He suggests closing Derrald Ave at north side of the cul-de-sac. If we close the bridge it is too inconvenient for him to get to gym. 8. Dan Eaton, 1710 Avocet Dr -One way may be working for some but not for Avocet Dr. Now It is not safe at all for Avocet Dr. The roads are getting torn up. There are safety issues and property has been devalued. 9. Ed Merrill, 2725 Sawtooth - Thank you for the compromise. Once 17th St opens up it should be better. Likes the speed bump idea. We had 4000 vehicles but it is down to 1800. 10. Leslie Folsom, 2715 Sawtooth- What has been done is working but people still going over the bridge the wrong way. Likes the tire shredder idea. Tracy- likes idea about the shredder but he will need to talk with the attorney and see what the liability would be. Clarissa -From the sheriff's office perspective, having a disabled vehicle there and by the time it would take to get a tow truck there it would block traffic, was one of the technicalities they had. Micah -Shredders do come with risks and we are not ready to use them at this time. Leslie -closing the bridge is a danger for people trying to get to the hospital. If we have a catastrophic event we need the bridge open so people can leave. CITYOF ^"^ on South 2135 Ammon Road, Ammon, Idaho 834o6 Can we double the ticket price? Clarissa- fees are set by state law. Leslie- After the 17th St bridge is open it will distribute traffic throughout the neighborhood. 11. Phyllis Kerr, 1810 Dove Dr- Is bridge considered a work zone? No 12. Landon Lively, 2389 Eagle Dr -Are we still on track to be get the bridge open in June? Tracy -Yes, we are still on track. Once that gets completed, we will be back to the 1st St bridge. It should take about 4weeks to get that finished up and fix the big bump. Micah it is aligned to the new 5lane 1st St. 13. Reed Hanson Falcon Dr -He has noticed that the majority of the traffic is not from the neighborhood. Thank you for what you are doing. He is in favor of closing the bridge. Reed -what did city do about emergencies before the bridge was put in? Cindy— The emergency vehicles use arterials not the bridge. They are fine with closing it. 14. Debra Clapp, 2210 Dove Dr- It is dangerous and people are still going the wrong way. The remedies haven't worked and the barrels look trashy at the entrance to the neighborhood. It is time to close the bridge. 15. Ed Merrill, 2725 Sawtooth St -Can a city ordinance be made for or more fines? Micah - Yes. Mr. Merrill is in favor of closing the bridge. 16. Lavona Borg,1855 Falcon St- Other areas in the city need the deputies time too. 17. Landon Lively, 2389 Eagle Dr -Can deputies give out reckless driving tickets? If they deem it necessary. Cindy -Moving on thank you. Micah -His opinion, other than the speed bumps in and don't do anything else until the 17th St is opened. The commission agrees.
