In Attendance: Cindy Donovan, Clarissa Jones, Sgt. Miller. Tracy Bono, Micah Austin,
Morgan Stewart
Citizen's Comments:
Eagle Bridge/Hillview Neighborhood
1. Lawrence Kaufman, 1905 Eagle Dr- Due to the construction on 17f St he
wants the one-way only on Eagle Dr temporarily removed and have Eagle Dr be
a 2 -way street.
2. Unsigned Letter from 2785 Eagle Dr -Consider removing barriers on Eagle Dr
3. Unsigned Letter from 2397 Eagle Dr -Remove barriers on Eagle Dr
4. Unsigned hand written note -Citizens of Hillview Village want the road blocks
removed from Eagle Dr.
5. Hand written note from Phyllis Skill- Consider removing barriers from Eagle Dr.
She is unhappy with changes. It makes it difficult and takes a lot of extra time.
6. Amy Kaser, 2600 Salmon- Dislikes barrier on bridge. Takes too much time to
get to house and they can't get their wood trailer back in. Tracy -we can work
together to get trailer in.
7. Tim Kaser, 2600 Salmon- They won't be able to get trailer parked again. The
changes haven't helped. It is inconvenient and takes more time and fuel. He
wants the blockade removed and speed bumps put down. He wants a copy of
the traffic study. You will need to do a public records request. Why is there no
left on Falcon Dr? Tracy -We have to make decisions off of peak hour volumes
and it was too dangerous to make left turns.
8. Ken Lembrich, 2640 Salmon St - Deputies are doing a good job but people are
still not obeying traffic laws and going the wrong way.
9. Landon Lively, 2935 Eagle Dr- Due to the 17th St closure, he would like
barriers removed and the Eagle bridge opened, recommends speed bumps. Is it
legal for cars to travel through the Wal Mart parking lot? Sgt Miller -Yes, it is
legal. He recommends keeping the bridge as it is. It needs to be consistent and
changing things back and forth would make it worse than ever.
10.Lavona Borg, 1855 Falcon Dr- Don't make Eagle Dr a 2 way. The changes aren't
working. Close the bridge. Barrier on Falcon Dr was so small people were
malting dangerous u turns. Why isn't Midway Ave used as a detour? Detour
signs are not big enough, there aren't enough of them and they are put in the
wrong spots. She lilies the presence of law enforcement and blocking off Falcon
Dr. Tracy- Detours are to major arterials. Midway is not an arterial. Detour signs
meet the standards and are working. Cindy- There are plenty of signs. Micah -We
can look at signs again.
11. Daniel Eaton, 1710 Avocet Dr -Checking on the 17th St. traffic study? Tracy -
Numbers are still coming in. He suggests moving the detour sign onto the
sidewalk. Now that Falcon Dr is closed it is even more dangerous.
12. Phillip Deaton, 2040 Eagle Dr.- Appreciates how the traffic has slowed down
and doesn't want anything changed.
Commission discussed other options besides closing the bridge. Tracy and Micah are
looking into the price of an automatic arm.
Citizens Requests:
1. Concerned with engine brakes being used as trucks are descending Sunnyside
Rd especially west of 45th St (Crowley Rd). Sgt Miller -Engine brakes are fine for
safety reasons. Clarissa- Is there any signage/ Cindy -They shouldn't need to use
them west of 45th St. Sgt. Miller -Most complaints are from the Hawks Landing
subdivision. Micah -I have asked the County to put up signs. He'll bring it up at
the next commissioner meeting. An ordinance was passed that no air brakes can
be used within 1 mile of a city.
2. Belinda Thompson, 3395 Rawson - She is having trouble getting in and out of
her property and is concerned she and her family will hit the car that is parking
on the street across from her. She would like a no parking zone to be
considered there. Clarissa -Cars can park there. Commission discussed it and it
will stay as is.
3. Beavers from the canal need removed. The Parks Dept. has called Fish and
Game. They assessed the situation and nothing will be done at this time.
Street Division Updates: Tracy Bono -Micah- 17th St bridge is on track. After the 17th
St bridge is open the 1st St bridge approaches will be evened out.
Action Items: Not at this time
Discussion Items:
1. Clarissa -The issue with parking in the right of way on 1st St is resolved.
2. Council Member, Kris Oswald -The signs are still up for the train tracks that
were removed near Sunnyside Rd/Ard Dr. We will let the Street Dept. know. Can
we put up more "road closure" signs? We have the correct amount of signage.
Any more and it makes it more confusing. Can we add something to the 17th St
traffic signs such as "All Businesses Are Still Open"? That would create more

traffic problems with customers making u turns. The businesses affected and the City
have had conversations and those issues have been addressed.
