Traffic Commission

Call to Order: Micah Austin, City Administrator
In Attendance: Cindy Donovan, Tracy Bono, Micah Austin, Sgt. Miller, Clarissa Jones
Minutes: December 11, 2024 -Approved
Citizen's Requests:
Ken Lambrech, 2640 Salmon St -Likes the changes but people are still going the wrong
way over the bridge. People are also bypassing the cones on 17th St and doing a -turns
to Falcon Dr.
Phyllis Ker, 1810 Dove Dr. -Likes the changes and is very appreciative
Amanda King, 2293 Eagle Dr -It is hard to get home and to and from school. The bus
routes even had to be changed. She doesn't mind that Curlew Dr is a one way. She
stated a lot of people feel the same way.
Daniel Eaton, 1710 Avocet Dr -Only access to Avocet is from 17th St. He would like a
traffic study to reevaluate the previous traffic study. There is a big increase in the
amount of traffic and it backs up. Avocet Dr is not made for 2 lanes and parking. It is
a big safety issue. There is not enough room to park on the street and it is very unsafe.
Commission response: Our traffic cameras are up there now. We will look at the
numbers and have them for next month. We could limit parking but traffic speeds will
increase.
Landon Lively, 2930 Eagle Dr -Has anything been done to the traffic lights at Derrald
Ave/Sunnyside Rd, Eagle Dr/Sunnyside Rd and Sunnyside Rd/25th St Lights or
Ammon Rd/Sunnyside Rd? Traffic is terrible. He would like the traffic restudied
including the traffic lights. A turning lane on Eagle Dr/Sunnyside Rd could help. He
thanked us for monitoring things and thinks the one-way on the Eagle bridge is
working.
Commission response: We have not adjusted the traffic lights because of an issue with
the detection system. Tracy will look into that and work on having a longer light at 25th
St/Sunnyside Rd. Sgt. Miller added a new study now wouldn't be an accurate
representation of traffic counts since 17th St will be closed. Landon thanked us for
monitoring things and thinks the one-way on the Eagle Dr bridge is working.
Leslie Folsom, 2750 Sawtooth St- Where is traffic going to go when the 17th St bridge
is closed? Can we do citizen's arrest? If we take a picture of the license plate?
Commission response: Sgt. Miller- It is technically still legal but it isn't done anymore.
You have to be able to ID the driver. A picture of the license plate or the car can't be

used. It would be a citation for whoever is driving and the burden of proof is on the the
arresting citizen. There are 2 deputies in both marked and unmarked vehicles doing
patrols as is.
Leslie also gave us her ideas to keep people from turning onto Falcon St. from 17th St.
She is glad we did a compromise regarding the bridge. Now traffic is equally
distributed throughout the neighborhood. She thinks there should be no parking on
the front part of Avocet Dr. Can we do a third turning lane at the traffic light at Eagle
Dr/Sunnyside Rd?
Commission response: We can look at adding a turning lane at the Eagle Dr/Sunnyside
Rd. There is nothing we can do that will stop the traffic on Falcon St. There will be plenty
of traffic signs and detour signs for people to follow on 17th St before and during its
closure.
Amanda King - The roundabout by Hillcrest High School has helped a lot! So has the
roundabout on John Adams Pkwy. She appreciates the City's efforts with the traffic
issues and is grateful for what we do.
Councilmember Kris Oswald- Turning right off of Brianne St. took her over 15 min.
Her friend has shown her pictures of backed up traffic from there as well.
Street Division Updates:
Tracy Bono- Plowing the entire city was completed yesterday. 17th St will be closed on
1/ 19/2025 and remain so until the 17th St bridge replacement is complete. 1st St will
be open before 17th St closes. Curlew Dr off of 17th St stops at the field by CAL
Ranch. The developer is responsible for Curlew Dr from there through to the
roundabout and will be done after April.
Action Items:
1. Elect new Chairperson and Vice Chairperson:
Cindy Donovan is the new Chairperson and Clarissa Jones is the new Vice
Chairperson. They can appoint someone to take their place if they will be
absent. The term is for 1 year.
