08.14.2024 MinutesAhW6on South 2135 Ammon Road, Ammon, Idaho 83406 Minutes Traffic Commission Wednesday, August 14, 2024 Call to Order: Micah Austin, City Administrator at 9:05 a.m. In Attendance: Micah Austin, Tracy Bono, Cindy Donovan, Clarissa Jones, Sgt. Fielding, Morgan Stewart Minutes: June 12, 2024 - Approved July 10, 2024 -Approved with amendment: NOT a good place for a crosswalk. Citizen's Requests: 1. Two individuals are asking for a 4 -way stop at Judy St/Taylorview Ln -This matter has been well studied. The traffic does not come close to warranting a 4 - way stop. Matter closed. Micah will get back with the residents. 2. Lavona Borg at 1855 Falcon Dr.- Off of 17th St coming onto Falcon Dr, there are no signs, such as no trucks or residential traffic only. She wanted to present some options to the commission such as moving the traffic light from Curlew Dr to Falcon Dr, installing speed bumps, and putting up signs so people won't use it as a thoroughfare street. 3. Teresa Fortner at 1815 Curlew Dr -She has the same concerns on Curlew Dr as they do on Falcon Dr. Mainly speed, safety issues, and lack of signage. 4. Robert Johnston at 2715 Sawtooth -It is very unsafe. Vehicles aren't stopping at stop signs and they are speeding. It needs more enforcement and the speed bumps reinstalled. He would also like the traffic light taken out at Curlew Dr. 5. Steven Barson at 2705 Sawtooth -Presented statistics he had taken on near collisions, drifting, and speeding. The traffic is very dangerous and there are children playing in the area. It is affecting property values as well. He wants the bridge shut down. 6. Kevin Merrill at 2725 Sawtooth -There are too many cars and too much speeding. He would like the speed bumps re -installed to see if that may help. Micah- This issue has been before the Traffic Commission for over a year now. It is the most well studied issue in the city. The traffic study, done by an outside agency, showed the vast majority of traffic is pass-through traffic. It is not traffic from the high school causing the problem. Most of the cars are within the speed limit or under. The fix is to shut the bridge down. CITYOF ^^^ ,quTmion South2i35 Ammon Road, Ammon, Idaho 834o6 The City sent out notices to the residents of the neighborhood to see if they were in favor of shutting down the bridge. We received about 200 responses. The results were equally split for closing the bridge or keeping it open. We decided to try other options instead of closing it. These have not been effective in controlling volume. The commission is in favor of closing the Eagle Dr bridge to alleviate the problem. The citizens can appeal the decision to keep it open to the City Council. Discussion took place with the residents asking more questions. They want more speed enforcement -Deputies are out as time permits. They can do extra patrols but they have the rest of the city to take care of as well. Moving the traffic signal on 17 St/Curlew Dr to either 17th St/Falcon Dr. or 17th St/Midway Dr. -Not an option. The light has to stay at 17th St/Curlew Dr to control traffic. Once again, the Commission agreed that closing the Eagle St. bridge is the only way to resolve the problem. The residents might decide to go door to door in the Hillview and Hillsdale neighborhoods to see if the majority would want the bridge closed. Micah stated the number one choice for change would be an appeal. He can help with the process if they desire. Street Division Updates: Thunderstorms and rain will delay the contractor from doing the seal coat. Action Items: 1. None at this time Discussion Items: 1. Crosswalk at Ross Ave/E Sunnyside Rd -Infrastructure is not there and there are no sidewalks. It is too dangerous. Take it off the agenda. 2. Line of sight at northwest corner of Western Ave/Owen St needs to be checked. There are weeds and saplings that may be blocking the line of sight. Forward to Tracy. 3. Concerns about e bikes on pathways. There are no laws or regulations about them yet. Unfortunately, there is not much that can be done. 4.
