Call to Order: Micah Austin, City Administrator at 9:08 a.m.
In Attendance: Micah Austin, Tracy Bono, Cindy Donovan, Clarissa Mueller, Sgt. Kyle
Fielding
Minutes: June 14, 2023 minutes were approved. July 12, 2023 minutes -Motion to
table the July 12, 2023 minutes to the September meeting. Motion passed.
Citizens' Requests:
1. Sign at Thunder Drive/Tawzer Way -Talked about that last meeting, it is on the
list to be installed. This can be taken off the agenda.
2. Signs at Granite Falls Drive/Hobble Creek Drive, both say Hobble Creels Drive.
Contact Kirk and let him know that it is still his sign and needs to be corrected.
3. Cindy Robertson at 3310 Judy St is concerned about a dangerous situation.
Taylorview Lane/Judy Street due to bushes and cars on the street and she
can't see. She is requesting a 4 -way stop or switching the direction of the stop
signs. Cindy Donovan received an email from her husband Brad that will be
read into the record. We will start with verifying that the 15' sight triangle is in
compliance. A 4 -way stop is not warranted. Switching the stop signs will make
speeding even worse on Judy Street. More stop signs on Judy Street? Stop
signs can't be used for speed control.
Street Division Updates: Putting a No Parking sign and bike lane signage on Judy
Street from Taylorview Lane to South 25th East (Hitt Road) Ammon Road looks great.
The street sweeper is irked so sweeping will continue. After sweeping is finished, dura
patching and patching the streets will begin.
Action Items:
1. Bridgewater wants more safety signage -Speeding is an issue. The county trailer
will be put up. Notify Kaley Lindsay HOA president of results.- The County
speed trailer is tied up and won't be available anytime soon. Trailers do traffic
counts as well as speed information. If Sgt. Fielding can get a quote on
purchasing one we would be interested.
Discussion Items:
1. Eagle Drive traffic concerns: Last meeting it was decided 3 things would be
done to help resolve the issues. 1. Put up removable speed bumps. 2. Put up
additional signage in the area. 3. Put a one-way out on Eagle Drive going
south using concrete barriers and narrow it as much as we can and still meet
highway standards which is 11'. The speed bumps and signage will be utilized

before the one-way out option will be used. The camera will be used to capture
traffic data numbers before and after signs are put up and after the speed
bumps are in place. No action. Postpone this item until October after we've
had a chance to gather data from the first two options.
The Traffic Commission at this point has taken closing the bridge off the table.
Ken Lembrich 2640 Salmon Street- a 4 -way stop at Derrald Avenue/Eagle Drive?
Tracy would like a mini roundabout.
Holly Rice at 3871 Tawzer Way- Put a police officer to pull people over for running
a stop sign especially during first week of school at Salmon Street.
Phyllis Ker at 1810 Dove Drive. -Please remember the Hillcrest School situation
and the agreements made concerning the gate and traffic flow. Don't bypass it
please. Will the speed bumps be able to be moved around? Yes. We will look into
the Hillcrest School gate issue. According to Leslie Folsom the agreement to keep
the gate shut was verbal.
Leslie Folsom at 2750 Sawtooth Street -Students are speeding and running stop
signs. Micah- School traffic is not the problem. We did our traffic study and it is
the all -day traffic that brings the high traffic counts.
Jed Stanger at 2015 Eagle Drive -Wants something to be done now. What are we
going to do? He brought up previously discussed ideas but it won't solve the
problem. He says the fix is to close the bridge. Micah -These are compromise
measures. Some of the measures will be in place in 6 weeks.
Debra Clapp at 2210 Dove Drive- She counted 20 cars that ran the stop sign by
her house. She has 5 little kids on either side of her that play out front and the
driving is too fastl She is all for closing the bridge for safety. She agrees it will
inconvenience neighbors but we have other ways in and out.
Sgt. Fielding -Citations will not solve the traffic volume issue.
Misc:
1. Micah -Eagle Drive -We will continue with the plan for now. He feels we may
have to close the bridge in the future. Tracy- Majority rules.
2. 25 mph Speed limit sign coming off Lincoln Road onto Northwind Drive is on
the list. It was deeded to the city in 2008 but not annexed. They will be working
on getting that annexed.
