Call to Order: Cindy Donovan, City Planner, 9:02 am
In attendance: City Planner Cindy Donovan, Jason Clapp, Sgt. John Miller,
Enforcement Officer Clarissa Jones, City Engineering Morgan Stewart

Minutes: October 08, 2025
Motion to approve minutes by Sgt Miller, seconded by Jason Clapp. All were in
favor. Motion Passed Unanimously
Cindy Donovan stated we are going to switch the order of the agenda due to
representatives from the school district being in attendance and allowing them to
speak on the action item so they can leave if needed.
Action Items:
1. Improvements at Hillcrest High School and Sandcreek Middle School -Kent
Patterson (Principal at Sandcreek Middle School) spoke- the crosswalk off
Carolyn Lane has been blacked out, thank you. I did go back to the district
team to discuss this but I am going to turn it over to Cody Jackson
(Maintenance Supervisor) -the school district leadership team feel it is beneficial
to do a joint project and split costs of the hawk lights and other necessities.
Cody Jackson and Gordon Howard will be the main contacts. Deputy Sperry
was at the district meeting, and discussed having the flashing lights going from
7:30 to 4:30, this wasn't as popular. The length of the school zone in front of
Bonneville is about a/4 of a mile so slowing that down for an entire day didn't
sit well with the district. If the City of Ammon wants to do something it would
make more sense. Sunnyside could be beneficial due to the number of kids
crossing during lunch to go to Broulim's but having all three schools do the
same was a little less traction. Matt Houser (Assistant Principal at Hillcrest), the
school put out communications to parents and students concerning the no
parking zones, we also had announcements during school for a week. There are
still people parking over there, he asked who is handling that, Clarissa Jones
stated the City will enforce and some warnings and tickets have been given. The
leadership at Hillcrest have been talked with, we thought it would be beneficial
to schedule a meeting with the City of Ammon, Hillcrest and the school district
to talk about some of the concerns with the turning lane and speed limits. Sgt
Miller stated they have increased enforcement efforts, especially when school
gets out. Gordon Howard will also be a good contact. Cody Jackson asked the
City to please reach out to let him know if you need anything with maintenance

and construction on the joint project. Rapid Flashing Beacons (RFB's) will be
installed at Sandcreek Middle School.
Cindy Donovan stated everyone is in agreement with the project they have
talked to the City Council about it as well.
Motion to approve the improvements as suggested for the joint project at Hillcrest
High School and Sandcreek Middle School by Clarissa Jones, seconded by Sgt.
Miller. All were in favor. Motion Passed Unanimously
Citizen's Concerns:
1. Saige Goodworth, 5920 Hugo Dr - Would like some help with the excessive
speeds in Hidden Valley. Hugo Dr, Amarillo Dr and Hidden Valley Dr are
particularly bad. - Cindy Donovan asked if we have poles out there, we can put
anything up on? Sgt. Miller stated he wonders how much of that might be
construction traffic versus residential. Morgan Stewart stated Hugo and
Amarillo are probably just residential traffic. It's a straight road so people could
be picking up speed. Cindy asked about poles, Morgan stated no it is
underground. Cindy Donovan stated maybe we should put the trailer out now,
a week at a time since we have a couple places to put it. Jason Clapp stated he
wasn't sure if the trailer was calibrated.
2. Cheyann Saunders, 975 Stevens Dr - Would like a cross walk going from the
Cornerstone Neighborhood across Ammon Rd to the Bridgewater Neighborhood.
Kids have to cross to get to Bridgewater Elementary. - Cindy Donovan replied to
her a mid -block crosswalk was highly unlikely there is a crosswalk at the
round -a -bout if there was another cross walk it would likely be at Pearce, she
also advised the school does safety bussing to keep the kids from crossing the
road. No action needed.
3. Silvermaple Dr/Lin Rd - Resident wants a Stop/Yield sign and/or a speed
limit sign. Morgan Stewart took this one. The woman lives on the corner, the
HOA is requiring her to put a tree on the corner, she stated she can't see to pull
out of her driveway, she was wondering if there was something we could do to
slow down the traffic coming around the corner. This intersection doesn't meet
the requirements for a stop/yield sign. We could put a speed limit sign but I
don't think it would help. Morgan did state she suggests not to put a tree there
even though the HOA is requesting it as it does create a sight issue. Doesn't
meet criteria for us to do anything.
Discussion Items:
1. Jacoby Winters sent an email to Micah Austin, we still have unsafe conditions on the
bridge at Eagle Drive that goes into the neighborhood. With being a single exit lane, we
still have people going the wrong way. Micah Austin did respond to him. Cindy
Donovan stated she doesn't know if there is anything we can do. She asked if we are still
having enforcement out there, when possible, Sgt. Miller stated yes there is.

2. Council Member Kris Oswald had a complaint about speeding on Thunder and Rocky
Ridge Dr. Morgan Stewart stated having a stop sign isri t going to change the speed.
There is a long straight of way and they are probably picking up speed. We could put
the trailer out, there will be more traffic on Thunder because it is the main exit to 49th
South.
3. Clarissa needs clarification if there is parking or no parking on curlew and John Adams
Parkway, on the new section, south of the round -a -bout. No parking on John Adams
Parkway, but not sure on Curlew Dr. Morgan Stewart stated there is a lift station right
there. Cindy Donovan stated she did send an email to Tony Black that no parking in
front of lift stations and well houses has been approved, but isn't sure if the signs have
been installed.
4. Clarissa Jones stated the street sign is missing on Princess Dr. and Forest Glen Dr.
Sgt Miller made a motion to adjourn the meeting and Clarissa Jones seconded the
motion.
