02.11.26 Traffic Commission MinutesCITYOF ,00\^/�-, on South 2135 Ammon Road, Ammon, Idaho 834o6 Minutes Traffic Commission Wednesday, February 11, 2026 Call to Order: Cindy Donovan, City Planner, 9:04 am In Attendance: City Planner Cindy Donovan, Jason Clapp, Streets Department„ Code Enforcement Director Clarissa Jones, City Engineer Morgan Stewart Absent: Sgt. John Miller Minutes: January 14, 2026 Motion to approve minutes by Clarissa Jones, seconded by Jason Clapp. All were in favor. Motion Passed Unanimously Citizen's Concerns: 1. Brian Allison -Traffic at Carolyn Lane/Owen Street - Code Compliance Director Clarissa Jones read the email communications between Clarissa and Brian Allision. The complaint is that drivers are parking on or very near the intersection, interfering with lines of sight. Mr. Allison is requesting additional signage and painted curbs, to indicate no parking zones. He would also like increased enforcement during peak traffic hours. The Commissioners discussed that no additional signage is needed, as we have ample signage. Jason Clapp stated the only thing that hasn't been done is the painting of the curbs, however, there are no curbs on Carolyn, only Owen. Morgan Stewart stated it is going to take time and enforcement before people finally start realizing they can't park there. Chairman Donovan stated she doesn't feel there is anything more we can do about the intersection. Morgan was in agreement. Chairman Donovan stated she can email Sgt. Miller concerning additional enforcement. She stated she can also email the school to see what we can do about getting parents to pull into the parking lot. 2. Lyndon Hall -Requesting a traffic signal at Midway Ave/ 17`h St This complaint was received by City Administrator Micah Austin on January 28th. City Engineer Morgan Stewart states we have a traffic plan that warrants a traffic signal every half mile. We can look into traffic control but the issue would still be crossing. There is a lot of traffic there and it is a dangerous intersection for those turning left. Right there would be a great place for a crossing because of the park, a traffic signal wouldn't work but we could look at putting in a Hawks Signal and a median barrier. Phone call regarding dangerous conditions at the intersection of Ammon Rd/ 17th St - Going north on Ammon Rd a turn only arrow needs painted in the right lane, extra signage, take down the lane ends merge sign that is just past the intersection. Jason Clapp stated he agrees with the sign coming down on the North side. City Engineer Stewart states she isn't sure if painting an arrow on the street would work, but she does think a sign ahead of the intersection might work. Jason stated the issue with that is the white fence there and it would blend in with the fence and make it difficult to see. City Engineer Stewart states a lot of the issues come with people who are not from the area. A sign stating the right lane must turn right might improve the situation. It was discussed to possibly place the sign somewhere between the fence and Zirker's sign. We can put it as an action item on the next meeting agenda. 4. Resident on Dove -please remove blocks from roadway on Curlew Jason Clapp stated what needs to be done to solve all the issues would be to close down the bridge. The bridge will be reviewed in one year. Morgan will do a six month count in February. We will put this as an action item for April. 5. Law enforcement meeting Chief Molberg raised concern about Ammon and 49th intersection. A vehicle ran off road and into the canal. There is a project in the works in the future, to bury the canal and possibly a traffic signal. City Engineer Stewart stated we don't have the funds for a signal but we are hoping to bury the canal and widen the road with some added turn lanes. Chief Molberg stated the pavement is eroding. Would guardrails work in the meantime? Morgan stated adding guardrails would be a waste. Street Division Updates: Ammon Road 40 mph speed limit sign was put up north of 49th South and south of East Sunnyside Road. The dead end sign was installed on Clackamas Creek Road. Clarissa stated the sign looks great. Fifteen new stop signs have been installed around town replacing those that have faded out. School zone cross walk signs have been updated. Potholes are being filled, however equipment went down and we have been waiting on parts to fix machines and get going again. Got the parts to fix the patch machine today. Action Items: 1. Election of Chairman and Vice Chairman A motion was made by Clarissa Jones to elect Cindy Donovan to continue as Chairman of the Traffic Commission, motion was seconded by Morgan Stewart. All were in favor. All were in favor. Motion Passed Unanimously Discussion Items: 1. No parking signage at Hillcrest High School and Sandcreek Middle School This was discussed earlier in the meeting. Clarissa Jones asked since the previous minutes do state 7:30am-4:30pm do we need to have minutes acknowledging that the signs saying 7am-4pm are approved. Just to maintain consistency. This will be an action item to accept the times, on the next agenda. Jason Clapp made a motion to adjourn the meeting. All were in favor.
