Call to Order: Cindy Donovan, City Planner, 9:04 am
In Attendance: City Planner Cindy Donovan, Jason Clapp, Streets Department, Sgt.
John Miller, Code Enforcement Director Clarissa Jones, City Engineer Morgan Stewart

Motion to approve minutes by Clarissa Jones, seconded by Jason Clapp. All were
in favor. Motion Passed Unanimously
Citizen's Concerns:
1. George Morken - Wants law enforcement to patrol Eagle Dr, people coming
the wrong way on the bridge.
City Planner Donovan wonders if some of this was due to holiday traffic or if
people are becoming a little bolder. Jason Clapp stated he thinks people are being
bolder. Sgt Miller stated the had officers out there the previous night and people
are being bolder. The Sheriff's Office is still patrolling as they can but they need
to be in other neighborhoods as well, the rest of the citizens deserve to have their
neighborhoods patrolled as well. We are not ignoring it, the Sheriff's office is just
not sitting there in as long of intervals as before. City Planner Donovan asks
Jason Clapp for his input as that is his neighborhood. Jason stated it is people in
the neighborhood and through traffic, the same ones that have been doing it since
the beginning. Jason stated it's 50/50 for those that live in the neighborhood and
through traffic. City Planner Donovan, asked City Engineer Morgan Stewart if we
could get numbers. City Engineer Stewart stated there is a pole there. City
Planner Donovan stated it would be good to have continuing data. It was agreed
upon at the start to re-evaluate in a year which will be August, 2026. City
Engineer Stewart stated we don't have data from the beginning. City Engineer
Stewart stated we could do a full traffic count of the intersection and then
compare again in another six months. The camera will be placed in the same
place as before in February.
2. Larry Stocking, 4389 Dry Creek Way - Requesting a solar light speed limit
sign on Dry Creek Way
City Planner stated she included his story in the packet as to the incident that
occurred to him and his dog. City Planner Donovan stated there is a speed limit
sign there but not sure if a solar light would help. City Engineer Stewart stated

she doesn't believe a flashing light would have made any difference in this
situation, this was a case of speeding, not paying attention and a teenager
texting while driving. City Planner Donovan asked the Commission if they think
putting the speed trailer out would help at all. Sgt. Miller stated it might not help
but might be a compromise. City Engineer Stewart stated it might be good to get
some data. Sgt. Miller stated they can put out one of their trailers. Sgt. Miller
asked where we would want to put, City Engineer Stewart stated not on the hill
but mid -block between Currant Creek Lane and Highland Springs in the straight
section.
Street Division Updates:
Jason Clapp reported that yesterday the Hawk's Landing signs were made
yesterday and getting replaced starting today, all six signs being replaced.
Streets have been working on filling potholes. Princess Street, Forest Glen,
Triumph and Boulder Creek signs all got replaced yesterday.
Action Items:
1. Dead End sign at the end of Clackamas Creek Dr
City Planner Donovan stated if we put up the sign, we could keep people from
turning around in people's driveways. City Engineer Stewart stated it's a dead-
end street so it should have a sign. Code Enforcement Director Jones stated it
is very hard to get turned around up there, even in a pickup truck. City Planner
Donovan, asked how it was going with the garbage trucks going up, Jason
Clapp stated it hasn't been as bad since there hasn't been any snow. It would
be good if Riverbend can work with Biddulph where we could have a better
situation up there.
A motion was made by Morgan Stewart to place a dead-end street sign on
Clackamas Creek Drive; motion was seconded by Clarissa Jones. All were in
favor. Motion Passed Unanimously
Jason Clapp stated we have sign in stock, so we won't need to purchase one.
Discussion Items:
Traffic Commission Elections- City Planner Donovan stated she went back
through ordinances and we need to re-elect Chairman and Vice Chairman each
year. We don't have a term limit. We can put it on the agenda for next month
unless anyone has a different opinion. Everyone was good to add to the next
agenda.
Sgt. Miller stated the Fennec Lane speed study was done, during that time it
was out for 21 days and the average speed was 19 mph. There were only six
cars that were approaching going over 30 mph. He doesn't see an issue there.

There was a concern brought up on Ammon Road south of Sunnyside.
Approaching north there is no speed limit sign, people assume it's 50 mph. An
officer made a stop and had to give a warning because it was not posted. Needs
to be put north of 65th South by the elementary school.
Code Enforcement Director Clarissa Jones stated she is still writing a lot of
tickets at the school; people are still parking even with all the no parking signs.
She said people aren't as prompt at paying
Sgt. Miller made a motion to adjourn the meeting. All were in favor. Motion Passed
Unanimously
