Bonneville County Planning and Zoning Actions – Tom Hunsaker Call for Adjournment: MINUTES Chairman Scott Wessel opened the meeting at 7:00 p.m. at the City Hall building located at 2135 South Ammon Road. Rick Butler led the Pledge of Allegiance. Members Present: Scott Wessel, Chairman ` Tom Hunsaker Cindy Donovan Quinn Simmons Robert Taylor Rick Butler City Officials Present: Ron Folsom, Planning Director Lance Bates, Engineer Gay Leming, Deputy Clerk Absent Members: Greg Maeser Steve Richards MINUTES: July 11, 2012: Commissioner Cindy Donovan moved to approve the minutes, as presented. Commissioner Rick Butler seconded the motion. All in favor - the motion passed. August 1, 2012: Commissioner Robert Taylor moved to approve the minutes, as presented. Commissioner Cindy Donovan seconded the motion. All in favor – the motion passed. September 5, 2012: Commissioner Quinn Simmons moved to approve the minutes, as presented. Commissioner Robert Taylor seconded the motion. All in favor – the motion passed. PUBLIC HEARINGS: 2012-019 Annexation Request District 93 – RP-A Zoning: 12 Planning and Zoning Minutes 11-07-2012 Page of Chairman Scott Wessel read the public hearing requirements and opened the public hearing. There was no written comment received and no public comment. Ron Folsom explained where the property is located and also explained the reason for the annexation request. Roger Hill School District 93, Ammon Road said that when the School District purchased the property for the elementary school, it was purchased with the additional ground now under consideration that was needed for the school to acquire a second entrance into the school. It has been stubbed in for water and sewer for five residential lots. The Commission determined the zoning request is consistent with the area. Commissioner Quinn Simons moved to recommend to the City Council to approve 2012-019 Annexation Request District 93 – RP-A Zoning. Commissioner Robert Taylor seconded the motion. All in favor – the motion passed. ACTION ITEMS: 1Recommendation for future public hearing on hearing #2012-019: . Commissioner Quinn Simmons recommended no additional hearing. Commissioner Robert Taylor seconded the motion. All in favor – the motion passed. DISCUSSION ITEMS: 1. Review of Title 10: Greg Hansen, Rockwell Homes said he would like a clarification of what an attached building is. Discussion included whether the townhouse could be attached only at the garage, and side yard requirements when one or both dwelling units don’t continue the common wall all the way to the front or back of the dwelling unit. Discussion ensued regarding the impact of changing the definition if 8 feet side yards were not be required where the portion of the dwelling unit on the 0 lot line becomes open to the outside air. Ron would like the Commission to review Title 10 on their own, and send their changes to him so that he can compile it and send it back to each of them for review to speed up the process. REPORTS: 1. City Council Actions - Ron Folsom explained what happened at the last four City Council meetings. 2. City of Idaho Falls Planning and Zoning Actions – Cindy Donovan had nothing to report on for the City impact area. 3. Bonneville County Planning and Zoning Actions – Tom Hunsaker had nothing to report on for the City impact area. Call for Adjournment: Commissioner Rick Butler moved to adjournment. Commissioner Tom Hunsaker seconded the motion. All in favor – the motion passed.
