The meeting was called to order by Chairman Doug Willden at 7;00 p.m. in the City Building at 2135 South Ammon
Road, Ammon, Idaho

Minutes November 2 and December 7. 2005; Steve Crandall motioned to approve the November 2"" and

Notice of the Hearing was published in the Post Register on December 21 and December 28, 2005.
Notice of the hearing was also mailed to property owners within five hundred (500) feet of the subject
property and, to other parties of interest. The legal description of the property is;
Beginning at a point that is N.OOo07' 17"W. along the Lot line 80.00 feet from the Southeast corner
of Lot 37, Block I, Centennial Ranch, Division No. 15, an Addition to the City of Ammon, Bonneville
County, Idaho; running thence N.00007'17"W. 100.00 feet; thence S.45007'I7"E. 28.28 feet; thence
N.89052'43"E. 400.67 feet to a point of curve with a radius of 60.00 feet and a chord bearing N.67005'32"E.
46.48 feet; thence to the left along said curve 47.72 feet through a central angle of 45034'23" to a point of

City Planning Director Ron Folsom presented slides of the location, vicinity and current plat.
Alan Cunningham, 1020 Lincoln Road, of Mountain River Engineering presented the request for the
developer. The request for vacation of the Nyles Circle Right-of-Way is being made to allow amendment ofthe

Centennial Division # 15 Plat. The developer would like to amend the plat to combine those lots abutting Nyles
Circle into one lot. The lot would then be developed as a condominium plat with four-unit town homes.
There was not any testimony for or against the requested right-of-way vacation.
Chairman Willden closed the public hearing. The Commission discussed the request.
Greg Maeser motioned to recommend the City Council approve the vacation ofNyles Circle as requested.
Bob Gustafson seconded. All in favor, the motion carried.
Ratliff Request for Rezone RI-A to CC-I: Notice of the Hearing was published in the Post Register on
December 21 and December 28,2005. Notice of the hearing was also mailed to property owners within five
hundred (500) feet of the subject property and, to other parties of interest. The legal description of the
property is:
Beginning at a point that is N89E23'06"W 663.00 feet along the Section line and NOOE23'19"W 400.68
feet from the Southeast corner of Section 22 Township 2 North, Range 38 East of the Boise Meridian, and running
thence NOOE23'19"W 793.87 feet; thence S89OZ2'56"E 339.05 feet; thence SOOOZ3'19"E 680.92 feet; thence
S89036'41"W 107.00 feet; thence SOoo23'19"E 107.00 feet; thence S89036'41"W 232.00 feet to the Point of
Beginning, containing 5.89 acres.
The General Location of the property is west of Ammon Road and north of East 17th Street, in the Ratliff
Addition to the City of Ammon.

Mike Bischoff, of Benton Engineering, presented the request for the developer. They feel that this piece of
property will be better serviced as commercial property.
There was not any testimony for or against the requested right-of-way vacation.
Chairman Willden closed the public hearing. The Commission discussed the request.
Tom Hunsaker motioned to recommend the City Council approve the Ratliff rezone from RI-A to CC-l as
presented. Cindy Donovan seconded. All in favor, the motion carried.
. ACTION ITEMS;
Wal-Mart Fuel Station Site Plan: City Planning Director Ron Folsom presented slides of the location, vicinity
and site plan.
The Commission reviewed the Site Plan. Tom Hunsaker noted that the location of the air station could be
problematic as traffic will be blocked when somebody is filling tires. However, there does not appear to be a better
place.
Jarin Hammer motioned to approve the Wal-Mart Fuel Station preliminary site plan as presented. Rodney
Allen seconded. All in favor, the motion carried.
First Amended Plat - Centennial Ranch Division #15; City Planning Director Ron Folsom reported that the
developer does not want to proceed with the amended plat at this time.
Wal!!reen Division #1 Final Plat: City Planning Director Ron Folsom presented slides of the location, vicinity and
proposed final plat.
Mike Bischoff, of Benton Engineering, presented the request for the developer and answered the
Commission's questions. There have not been any changes from the preliminary plat.
The Commission reviewed the proposed final plat.
Bob Gustafson motioned to recommend the City Council approve the Walgreen Division # I Final Plat with
the inclusion of right lane turns in and out of parking lot at west entrance on 17th Street. Steve Crandall seconded.
All in favor, the motion carried.

Wal!!reen Site Plan: City Planning Director Ron Folsom presented slides of the location, vicinity and proposed site
plan.

Commission's questions.

City Engineer Bill Manwill stated that there will need to be coordination between Walgreen's contractor
and Mountain River Engineering to ensure proper separation of sewer and water lines.
The Commission discussed the proposed site plan.
Tom Hunsaker motioned to recommend the City Council approve the Walgreen Site Plan as presented, with
the requirement that Walgreen's coordinate with Mountain River Engineering on the installation of the sewer lines to
ensure proper separation of water and sewer lines. Greg Maeser seconded. All in favor, the motion carried.
Election of Commission Officers lor 2006: The Commission discussed nominations.
Doug Willden motioned to elect Cindy Donovan as Chair and Jarin Hammer as Vice Chairman for 2006.
Rodney Allen seconded. All in favor, the motion carried.
DISCUSSION ITEMS:
Cindy Donovan reported that none of the Idaho Falls Planning and Zoning action items were on this side of
Idaho Falls.
Tom Hunsaker reported that the County Planning and Zoning Commission approved a rezone to R-l for
property lying north of Lincoln Road and west of Ammon road.
