Planning Minutes 10/04/1994 . CITY OF AMMON PLANNING AND ZONING MEETING & PUBLIC HEARING October 4, 1994 The meeting was called to order at 7:30 p.m. by Chairman Dick Bybee. It was held at the Ammon City Building located at 3270 Molen Street, Ammon, Idaho. Members Present: Dick Bybee, Chairman Dixie Cutforth, Vice-Chairman Jim Southwick Brian Taylor Elaine McGary Roger Stommel Ron Folsom Kathy Dansie Members Absent: Mark Scrogham Officials Present: Greg Maeser, Councilman Carol Ragan, Deputy Clerk David Wadsworth, PWD Others Present: Vaudis Shippen, 2300 Cabellaro Drive Robert B. Shippen, 2300 Cabellaro Drive Randy Waite, 2235 Cabellaro Drive Richard Eldridge, 2330 Cabe1laro Drive Jay Johnson, 2125 Cabellaro Drive Kent Marboe, Idaho Outdoor Advertising . The Pledge of Allegiance to the Flag was led by Jim Southwick, after which Chairman Bybee opened the public hearing. He explained the hearing was a request to rezone from RPA to R-1 the Ammon Meadows Sub-division, exclusive of Lots 29, 30 and 31, Block 2. Chairman Bybee asked if anyone wanted to address the commission as they would need to be sworn in. At this time there was no one. Chairman Bybee stated in studying the sub-division, he felt Lots 1 through 7, Block 3 (which are those on the west side of Cabe11aro Drive), especially should be reviewed because of the smaller lot size, most of the square footage being 9350 except for the corner lots 1 and 7. Also they were 110 feet deep, which made it difficult to place an accessory building without it being in the middle of the rear yard. Councilman Maeser stated the reason City Council felt a review was needed was because of the difficulty in placing these accessory buildings in these lots. It was felt that instead of people asking for variances every time they wanted to construct an accessory building, the zoning needed to be adjusted. . Richard Eldridge asked to address the commission. He was then sworn in. He stated he had tried to work through Planning and Zoning and he felt like they were controlled by one person. Some of Planning and Zoning came over to his place and took measurements.
