Minutes of the Public Hearing and Regular Meeting of the
Planning and Zoning Commission:
The meeting was called to order
7:35 P.M. in the City Building,
Idaho.

The Pledge of Allegiance to the Flag was led by Roger Stommel.
The minutes of the Planning and Zoning Commission Meeting held
September 3, 1996, were presented for approval. Dick Bybee
moved to approve the minutes of September 3, 1996, as written,
and the motion was seconded by Ron Folsom. The voting was
unanimous in favor. The motion carried.

Chairman Mark Scrogham opened the Public Hearing to consider
the recodification of the zoning ordinances. Notice of Hearing
was published in the Post Register on September 15 and September
22, 1996. There were no parties in interest or citizens present
to provide input. A copy of the zoning section of the City Code
as prepared by Attorney W. Joe Anderson with the changes
recommended by the Planning and Zoning Commission was
introduced. It was noted Planning and Zoning will become Title
10. Chapter 15 through Chapter 19 should receive careful
attention because they were not reviewed with the other
chapters. The Public Hearing was closed, and the meeting was
opened for discussion by Commission members.
A question was posed about whether or not storage units should
have been addressed. There is no where in the ordinance which
includes storage units as a use. Storage units have been
allowed in C-l with a special use permit. Does this
automatically allow storage units in C-l? In the past, storage
units have been considered under "Other uses ruled by the City
Council to be similar to the above listed uses, and in harmony
with the objectives and characteristics of this Zone," and a
special use permit has been required. It was decided to
recommend the same procedure with no ordinance change because
City Council determination with a special use permit provides
control.
