Cindy Donovan seconded. All in favor, the motion carried”. After replaying the tape, this should have read “Richard Jaussi motioned to recommend approval of the Hawkes Landing Annexation areas 1, 2, and 3 with an initial zoning of RP. Cindy Donovan seconded. All in favor, the motion carried”. I have made the corrected entry below to reflect the actual statement. The meeting was called to order by Greg Maeser at 7:00 p.m. in the City Building at 2135 South Ammon Road, Ammon, Idaho Members Present : Cindy Donovan, Chairman (departed @ 8:30) Jarin Hammer, Vice Chair (arrived @ 8:00) Tom Hunsaker Greg Maeser Richard Jaussi Steve Crandall Robert Gustafson Members Absent : Tristan John Rodney Allen Leslie Folsom City Officials Present : Ron Folsom, Planning Director Bill Manwill, City Engineer Gay Leming, Deputy Clerk Steve Crandall led the Pledge of Allegiance to the Flag. MINUTES : None Special Notation: Greg Maeser directed the meeting due to the chairman, Cindy Donovan, was incapacitated due to a migraine and was attending the meeting strictly to make a quorum. When Jarin arrived and the quorum was met, Cindy departed. PUBLIC HEARINGS : Hawkes Landing Annexation with Initial RP Zoning City Planning Director Ron Folsom presented slides of the location and vicinity. The property is located south of Sunnyside, part of which is north of a portion of the Mesa Loma II Addition to the City and, a portion of which is south of that addition. Steve Crandall stepped down for this and the following hearing due to a declared possible conflict of interest. Mr. Maeser explained the hearing process and opened the hearing. Jeff Hawkes, the Developer and Jay Baldwin, designer for parks and community, presented their request for annexation and initial zoning Mr. Maeser closed the public hearing. Planning & Zoning 09/06/2006 - 1 Hawkes Landing – Planned Unit Development : City Planning Director Ron Folsom presented slides of the location and vicinity. The property is that described in the foregoing annexation request including approximately 75 acres between the parcels in the annexation request. Mr. Maeser explained the hearing process and opened the hearing. Jeff Hawkes, the Developer and Jay Baldwin, designer for parks and community, presented slides of their concepts for the Planned Unit Development Mike Stamper, 3410 Handly, Idaho Falls, testified in favor the planned unit development. He stated that ‘everybody has found Idaho.’ It is his belief that this development will meet the needs of a lot of different people. He feels it is well thought through, a high quality, user friendly, first class, up-scale development. Blake Murri, 2145 Cabellaro Drive, testified in favor of the development. He feels that home buyers are looking for innovation. The trends behind the proposed development are not new, similar communities have been successful in other cities. It is his belief that the City will be giving up something good for something better. He feels that this type of development is needed in this area. In his opinion, the development as planned is a great concept. Brad Pickett, 5258 Treyden Drive, Ammon, testified in favor of the development plan. It is his opinion that this is the type of community that new people in the area want. He feels there is a demand for the type of homes planned. th George McDaniel, 2425 South 60 East, Idaho Falls, testified that he is neutral regarding the plan. From the presentation, however, he feels that the commercial area being planned would relieve some of the traffic on Sunnyside as residents would not need to travel three miles for a loaf of bread, etc. He was against the planned development in the beginning but has now had a change of mind and feels it would be good. Margo Weider, 2387 Ptarmigan, Ammon, testified that she feels this will be low income development and people with more money won’t want to be next to it. She asked if the roads will be one lane. She stated that getting people up and down the hills with the roads we have are a big concern. Gary Roberts, 6134 East Sunnyside, Idaho Falls, testified he is opposed to the development because it is too high of density. He is not opposed to growth, but not with this density. Carol Roberts, 6134 East Sunnyside, Idaho Falls, testified she is not opposed to allowing some commercial development. She wants to live in a country area. She testified they can see the stars and that is one of the reasons they moved out there. She is concerned about the schools and fire services needed. She asked that the development be made less dense. Kim Johnson, 6195 East Sunnyside, Idaho Falls, testified he is opposed this type of development. He believes these planned communities tend to deteriorate within thirty years. He is concerned about the width of the roads. He likes the open space. Mr. Johnson questions whether the City can get water up there and asked what responsibility the City has if his well goes dry. Sharyn Johnson, 6195 East Sunnyside, Idaho Falls, testified she doesn’t want to see the foothills destroyed. She asks that it not be made a City up there. Helen Davenport, 6135 East Sunnyside, Idaho Falls, testified she is opposed to the development. She stated “we want room around us and not the congestion of the City”. Dixean Grimes, 3239 South Rancho Via Drive, testified opposing the development. She stated they are a close community with open space. She feels she is being railroaded to accept somebody else’s American Dream. She believes there will be 150 extra cars on the road daily if only ½ of the people drive. She also believes crime will go up with garages in the backyard. Jeff Hawkes answered the publics’ questions and concerns. They haven’t yet designed the streets but they would like to look at streets narrower. They quoted from the Longmont Co. traffic study done 5 year ago which covered pedestrian/vehicle accidents. The study showed that narrower streets had fewer accidents/mortality rates. They anticipate some parking on the streets on one side. They will be looking at planting strips to contain the snow. They would like to design the streets between 28-30 feet. He stated that they are not bringing in low income homes. A 2,000 square feet town home will have a purchase price in the range of $200,000-$225,000. Mr. Maeser closed the public hearing. The Commission discussed the proposed planned unit development. Planning & Zoning 09/06/2006 - 2 Jarin Hammer motioned to recommend denial of the plan based on density. Bob Gustafson seconded. Three for and two opposed. Tom Hunsaker and Greg Maeser feel that a Planned Unit Development can be made to work. The motion carried to deny. Cobblestone Rezone Request – C-1 to R3-A : City Planning Director Ron Folsom presented slides of the location st and vicinity. The property is located north of 1 Street and east of Sandcreek in the Kartchner Addition to the City of Ammon and comprises approximately 11 acres. The property adjacent to the east is zoned R3-A, property to the north is zoned R-1. The R-1 portion has a preliminary plat approved and the C-1 property has an approved final plat. Vice Chairman Hammer explained the hearing process and opened the hearing. Brad Stauffer, 6255 East Partridge Court, Ammon, presented the request for the developer. They have st decided that due to the commercial on the west side of the Sandcreek and south of 1 Street, it would be more prudent to develop the property as residential. Charlie Dietz, 375 North Opal Circle, Idaho Falls, stated he is not opposed to the rezone request. He st would like to see a reduction of the density allowed. Mr. Dietz is also concerned about the amount of traffic on 1 Street and that more children will be crossing the street to school. st LaVar Zohner, 326 Red Fox Drive, testified in opposition to the rezone. Traffic and safety on 1 Street are very big concerns to him and he feels R3-A will impact traffic more than C-1. st Mr. Stauffer addressed the citizen’s concerns with traffic on 1 Street. The developer has agreed to widen st 1 Street along their property in conjunction with the development. He also indicated that although they do not have specific designs for this property yet, the R3-A property to the east will be part of a retirement community they will be building which will have a target market of couples age 55 and older. The density will not exceed 12 homes per acre due to the design and appearance they are striving for. He cannot commit to the same density on the property under consideration with this request. Vice Chairman Hammer closed the public hearing. The Commission discussed the requested rezone. Richard Jaussi motioned to recommend denial of the Cobblestone rezone from C-1 to R3-A. Greg Maeser seconded. Five in favor, one opposed. Steve Crandall opposed as he feels that no matter what is developed there is st a problem with the roads and the remaining 1 Street frontage is zoned R3-A anyway. The motion carried. Ricks Farm Rezone Request – C-1 to HC-1, R-1 to HC-1 and R-1 to R3-A : City Planning Director Ron Folsom presented slides of the location and vicinity. The property is located on the north side of Sunnyside, east of Eagle Drive and west of Hillcrest High School. Vice Chairman Hammer explained the hearing process and opened the hearing. Alan Cunningham, 1020 Lincoln Road, of Mountain River Engineering, presented the request for the developer. The requested rezones from R-1 to HC-1 and from R-1 to R3-A are to clean-up some split zoned issues. The larger portion of the request, from C-1 to HC-1, is desired to broaden the types of business that would be permitted on the property. Kaly Gillette Shippen, 2725 East Sunnyside, testified in favor. Vice Chairman Hammer closed the public hearing. The Commission discussed the requested rezones. Greg Maeser motioned to approve the Ricks Farm rezone request as presented. Steve Crandall seconded. All in favor, the motion carried. Bridgewater Rezone Request – R-1A to RP-A and RP-A to R1-A : City Planning Director Ron Folsom presented slides of the location and vicinity. The property is located south of Lincoln Road and west of Ammon Road, in the Bridgewater Addition to the City of Ammon Vice Chairman Hammer explained the hearing process and opened the hearing. Steve Duff, 465 Clover, -- wanted to be sure that the increased traffic in Lawndale is considered. Vice Chairman Hammer closed the public hearing. The Commission discussed the requested rezones. Steve Crandall motioned to recommend approval as presented. Bob Gustafson seconded. All in favor, the motion carried. Planning & Zoning 09/06/2006 - 3 ACTION ITEMS : Woodland Hills Division #3 Amended Plat : City Planning Director Ron Folsom presented slides of the proposed Final Plat. The property is located on the southwest side of the curve from N/S to E/W on Clearfield Lane. Alan Cunningham, 1020 Lincoln Road, of Mountain River Engineering, presented the request for the property owner. The requested plat amendment is to combine two lots which will enable the owner to build the home he wants and keep it outside of the floodplain which runs across the S.E. corner of the lots. Tom Hunsaker motioned to recommend approval of the Woodland Hills Division #3 First Amended Plat. Bob Gustafson seconded. All in favor, the motion carried. th 17 Street Planned Transition Development Plan : th Nolan Getsinger, 2840 East 17 Street, Ammon, addressed the Commission. He wants the property along th 17 Street to be zoned PB so they have an opportunity to sell. The commission explained that the transitional overlay zone had already been approved. The Commission postponed discussion of the redevelopment plan to September 20, 2006. DISCUSSION ITEMS : Planned Unit Development Ordinance : Tabled REPORTS : Tom Hunsaker reported that Bonneville Planning and Zoning meeting ---Iona had a PUD article in the paper two weeks ago.
