Bonneville County Planning and Zoning Actions – Tom Hunsaker Call for Adjournment: MINUTES The meeting was called to order by Chairman Tom Hunsaker at 7:00 p.m. at the City Building at 2135 South Ammon Road, Ammon, Idaho. Commissioner Rick Butler led the Pledge of Allegiance. Members Present: Tom Hunsaker Rick Butler Greg Maeser Quinn Simmons Scott Wessel Steve Richards City Officials Present: Ron Folsom, Planning Director Gay Leming, Deputy Clerk Absent Members: Cindy Donavan Russell Slack MINUTES: August 5, 2009 Commissioner Steve Richards motioned to accept the minutes as amended. Commissioner Quinn Simmons seconded the motion. All in favor – the motion passed. PUBLIC HEARINGS: 2009-008 – Annexation w/Initial RP-A zoning – Dennis Kiser: Chairman Tom Hunsaker explained the process for Public Hearings. th Ron explained where the property is located. Dennis Kiser, 2797 S 45 E said he has requested annexation with an RP zone and would like to keep livestock there. Ron stated that as long as the property has livestock on it, they will be grandfathered into this zone. If at any time there is a lapse of over 1 year without livestock, the grandfather clause would be voided. As he sold off the property, he would lose the animal grandfather with the extra lots. Dennis Kiser would prefer to change his request to RE, so animals can be left in. He is not requesting to hook onto the City utilities, at this time. 9-2-09 Planning and Zoning Minutes Page 1 of 2 There were no further public comments. Chairman Tom Hunsaker closed the public hearing. The Commission discussed the request to change the zoning to RE rather than RP. It was determined that this would be staying within the allowances of granting no more than what is currently granted or requested. ACTION ITEMS: 1. Action on Public Hearing: Commissioner Quinn Simmons motioned for approval of the annexation with an RE zone of the Dennis Kiser property located on Crowley Road, as noted for Public Hearing 2009-008. Commissioner Greg Maeser seconded the motion. All in favor –the motion carried. 2. Recommendation on Public Hearing: No additional hearings are required. Commissioner Quinn Simmons motioned to have no additional Public Hearings. Commissioner Rick Butler seconded the motion. All in favor - the motion carried. DISCUSSION ITEMS: 1. Discussion on Comprehensive Land Use Map: The Commission determined to go into a work session to discuss this. 2.Work Session September 16, 2009 with Ammon Park Center Master Plan Presentation: Ron asked the Commission if they would have a problem with a presentation from Dean Mortimer on his master plan of the Ammon Park Center, during their next work session scheduled for Sept. 16, 2009. The Commission had no problem with this schedule. 3.October Meeting Date: Ron had earlier told the Commission he was going to have a conflict with the October meeting, due to being out of town however, he won’t be gone now. REPORTS: 1. City Council Actions: Ron explained the items at the August meetings. The Council talked about the patch work on Crowley Road, instead of fixing the whole road which would cost approx. $140,000. The Council was concerned since this is a County Road. They decided that they would proceed with the County’s recommendation, which was to patch the road. The Council went to the new open meeting laws. He explained how the election procedures have changed. The conditional use permits for the School District were approved. The Fire Department now has a board of appeals. They will be making a change for the meter readings of those churches that don’t have two meters for the building. He explained the new surplus property policy. Hawks Landing will be having a Lighting District assigned to the area. 2. City of Idaho Falls Planning and Zoning Actions: Cindy Donovan was absent. 3. Bonneville County Planning and Zoning Actions: Tom Hunsaker stated there was a developer that wanted to put in a small complex of “tree house” cabins (cabins on stilts) on a site between the Snake River and U.S. 26, just south of Irwin city limits. There also was a request to expand the air turbines development east of Iona. The County P&Z recommended approval of both requests. CALL FOR ADJOURNMENT: Commissioner Rick Butler motioned to adjourn. Commissioner Scott Wessel seconded. All in favor, the meeting adjourned.
