The meeting was called to order by Chairman Quinn Simmons at 7:00 p.m. at the City Office Building
located at 2135 South Ammon Road. Commissioner Steve Richards led the Pledge of Allegiance.
MINUTES: September 1, 2010:
Commission Steve Richards stated that Item #2 explanations concerning the
results of the motion were unclear. It was agreed to reword this and resubmit in November.
Commissioner Tom Hunsaker motioned to table the Sept. minutes until the Nov. 3 meeting. Commissioner
Steve Richards seconded the motion. All in favor- the motion passed.

PUBLIC HEARINGS: 2010-010 – Evergreen Square 17 Street – Rezone Request from C-1 to PB:
Chairman Quinn Simmons read the instructions for the hearing to the public. There was no public testimony.

Ron explained this property is located next to Key Bank on 17Street. The owner wants to change the zone,
so the water and sewer will be billed at rates that reflect how the property is actually being used, instead of the current
rates that reflect all the uses allowed in the C-1 zone. This would be a down zone (meaning more restrictive) from the
current zone and should be no problem. There is no room for expansion on this piece of property and at the current time
it is being used for office buildings.
ACTION ITEMS:
1. 2010-010 Recommendation on Rezone Request:
Commissioner Greg Maeser motioned to recommend that
the Council grant the request for rezone. Commissioner Robert Taylor seconded. All in favor – the motion passed.
2. 2010-010 Recommendation on Additional Public Hearing:
Commissioner Steve Richards motioned for no
further public hearings. Commissioner Rick Butler seconded. All in favor – the motion passed.
DISCUSSION ITEMS:
1. Comp Plan Review:
Ron would like to wait for the census to come out before they insert the final numbers.
This will allow the numbers to be current.
REPORTS:
1. City Council Actions:
Ron explained the actions taken by City Council in the last two sessions.
2. City of Idaho Falls Planning and Zoning Actions
– Cindy Donovan was absent and had nothing from Idaho Falls
to forward to staff to report.
3. Bonneville County Planning and Zoning Actions
– Tom Hunsaker gave a report on the windmills on the hill.
CALL FOR ADJOURNMENT:
Commissioner Robert Taylor motioned for adjournment. Commissioner Scott
Wessel seconded the motion. All in favor – the motion passed.
The meeting adjourned at 7:48 p.m.
