CALL TO ORDER: The meeting was called to order by Chairman Malone, at 7:00 p.m. at the
Ammon City Hall building located at 2135 South Ammon Road. Commissioner Tom Hunsaker led the
Pledge of Allegiance.

Commissioner Robert Taylor moved to approve the January 16, 2019 minutes, as presented. Commissioner
Rydalch seconded. Roll Call Vote: Commissioner Robert Taylor –yes, Commissioner Rydalch –yes,
Commissioner Hunsaker –yes, Commissioner Malone –yes, and Commissioner Jones –absent. The motion
passed.
Commissioner Hunsaker moved to approve the February 6, 2019 minutes, as presented. Commissioner
Robert Taylor seconded. Roll Call Vote: Commissioner Hunsaker –yes, Commissioner Robert Taylor –yes,
Commissioner Rydalch - absent, Commissioner Malone –yes, and Commissioner Jones –absent. The
motion passed.
PUBLIC HEARINGS:
1. 2019-006 Sunnyside/Morrow Rezone: The request is to change the zoning from R-1 to C-
1. The site is one third of an acre. A letter was mailed to property owners within 500 feet of the location. It
is directly in front of Sunnyside Garden and is a vacant lot adjacent to commercial zones.
Chairman Malone opened the public hearing. There was no verbal testimony and no written testimony was
submitted. Chairman Malone closed the public hearing and opened the discussion.
2. 2019-007 Title 10 Amendments:

The Commission discussed 10-5-27, Short Term Rentals. They are concerned with properties with
several bedrooms that are purchased by individuals that do not live onsite and are rented to multiple clients at
once. The issue is it is basically a hotel in a residential zone. The Commission discussed options to protect the
homeowner’s right to use their property as desired, but also safeguard the characteristics of the zone. The
Commission asked Cindy to discuss with the City administrator and City attorney about changing the unclear
term “one guest party” to verbiage showing reservations of any single-family dwelling must be under one name.
The City does not want the rooms rented individually.
Cindy reviewed the minimal updates made to each residential zones. The Commission discussed the
changes and made suggestions for slight modifications to the language to clarify zones uses and objectives.
Cindy noted the requested changes. The Commission wanted the language to be consistent throughout the
amendments and to include the reference to Chapter 37 -- Residential District Matrix Uses.
ACTION ITEMS:
1. Action on Sunnyside/Morrow Rezone:
Commissioner Jones moved to recommend approval to City Council for Public Hearing 2019-006
Sunnyside/Morrow rezone from R-1 to C-1. Commissioner Robert Taylor seconded. Roll Call Vote:
Commissioner Jones –yes, Commissioner Robert Taylor –yes, Commissioner Rydalch -yes, Commissioner
Hunsaker –yes, and Commissioner Malone -yes. The motion passed.
2. Action on Title 10 Amendments:
Commissioner Rydalch moved to recommend approval to City Council for Title 10 Amendments, to
Chapters 1, 5, 12, 13, 14, 14A, 15,16, 17, 18, and 33, and the addition of Chapter 37 Residential Uses, finding
they meet state standards and meets City needs, subject to minor edits and defining hotel versus short term
rental. Commissioner Jones seconded. Roll Call Vote: Commissioner Rydalch –yes, Commissioner Jones –yes,
Commissioner Hunsaker-yes, Commissioner Malone –yes, and Commissioner Taylor -yes. The motion passed.
3. 2019-006 Recommendation on additional public hearing:
Commissioner Robert Taylor moved an additional hearing is not needed for Public Hearing 2019-006-
Sunnyside/Morrow Rezone. Commissioner Rydalch seconded. Roll Call Vote: Commissioner Taylor –yes,
Commissioner Rydalch –yes, Commissioner Hunsaker-yes, Commissioner Malone –yes, and Commissioner
Jones -yes. The motion passed.

4. 2019-007 Recommendation on additional public hearing: Commissioner Robert Taylor moved an
additional hearing is not needed for Public Hearing 2019-007- Title 10 Amendments. Commissioner Jones
seconded. Roll Call Vote: Commissioner Taylor –yes, Commissioner Jones –yes, Commissioner Rydalch-yes,
Commissioner Hunsaker –yes, and Commissioner Malone-yes. The motion passed.
5. 2019-006 Adoption of Reasoning Statement:
Commissioner Rydalch moved to approve the Adoption of Reasoning Statement for Public Hearing 2019-006-
Sunnyside/Morrow Rezone. Commissioner Robert Taylor seconded. Roll Call Vote: Commissioner Rydalch –
yes, Commissioner Robert Taylor –yes, Commissioner Hunsaker-yes, Commissioner Malone –yes, and
Commissioner Jones -yes. The motion passed.
Findings for Recommendation: No public input for or against, in compliance with Comprehensive plan, meets
City ordinances, adjacent to similar zoning on two sides.
6. 2019-007 Adoption of Reasoning Statement:
Commissioner Jones moved to approve the Adoption of Reasoning Statement for Public Hearing 2019-007-
Title 10 Amendments. Commissioner Robert Taylor seconded. Roll Call Vote: Commissioner Jones –yes,
Commissioner Robert Taylor –yes, Commissioner Rydalch-yes, Commissioner Hunsaker –yes, and
Commissioner Malone -yes. The motion passed.
Findings for Recommendation: No public input, written or verbal. The changes support a clearer format of
zoning requirements and a reduction of verbiage.
7. Silver Springs Final Plat: Cindy presented the final plat to the Commission. The property is located
west of Crowley Rd, south of 49th S., north of 65th S. and east of Ammon Road. The plat is 31.961 acres and
zoned R-1. The average size lot is 20,000 sq. feet. There will not be any permits issued until the completion of
the water project. A well test site was dug in Woodland Hills. It was a failure. They are looking at a new well
test site in the Silver Springs subdivision. The Commission discussed the placement of a bike path in the sub-
division.
Commissioner Robert Taylor moved to approve the Silver Springs Final Plat, subject to technical review
and bike path connectivity. Commissioner Jones seconded. Roll Call Vote: Commissioner Robert Taylor –
yes, Commissioner Jones –yes, Commissioner Rydalch –yes, Commissioner Hunsaker –yes, and
Commissioner Malone –yes. The motion passed.
DISCUSSION ITEMS:
Cindy invited any Commissioners that are interested in training to attend the AIC Workshop in Idaho
Falls – Tuesday, April 23 from 9:00 a.m. to 3:00 p.m. or the AIC Conference June 19-21 in Boise. The City
would pay for lodging, meals and the conference. She asked the Commission to let her know if they would
like to attend. She has not seen an agenda yet and will get more information to the Commission when it
becomes available.
REPORTS: City Council – Cindy shared points of interest from the February City Council
meetings.
City of Idaho Falls – Cindy said the Idaho Falls meeting did not have anything that impacted
the City of Ammon. They have been focusing on their airport overlay.
Bonneville County – Tom reported on the February county meeting. A roundabout will be
installed on 1st and Crowley Rd. The Southwest and Southeast Corner lots have been changed from
Residential to Mixed Use designation on the future land use map.
Parks, Recreation and Trails Commission – Sarah did not have anything to report. A meeting
was not held in February.
