SPRINKLER SERVICE AND SNOW REMOVAL PERMIT

4-15-1: DEFINITIONS: Certain words and phrases used in this Chapter are defined as
follows:
LANDSCAPE SPRINKLER IRRIGATION SYSTEM (UNDERGROUND): Underground
landscape irrigation is the method in which a controlled amount of water is supplied to plants
and grass at regular intervals by a hand control valve or by an automatic timer and valves.
SPRINKLER REPAIR/INSTALLATION TECHNICIAN: A person that repairs, connects or
maintains sprinkler equipment at the point where the sprinkler system manifold or main line is
connected to the potable water connection to the building or property being served by the
sprinkler system.
RESIDENTIAL PROPERTY: A building approved and used as a dwelling unit.
SNOW REMOVAL (PRIVATE): The removal of snow from private property whether by the
property owner or by a private individual or company.
4-15-2: SPRINKLER SERVICE/SNOW REMOVAL PREMIT REQUIRED:
1. No person or company paid by an individual or organization within the City
shall install or provide sprinkler services on a landscape sprinkler irrigation
system within the City prior to obtaining a Sprinkler Service/Snow Removal
permit. It shall be the responsibility of any business providing said services to
confirm and maintain required documentation for all persons performing services
at locations within the City of Ammon. Failure to obtain such documentation shall
constitute a violation of this ordinance by the business and/or person performing
said function.
2. No person or company paid by an individual or organization within the City
shall remove snow from private residential property within the City prior to
obtaining a Sprinkler Service/Snow Removal permit. It shall be the responsibility
of any business providing said service to confirm and maintain required

documentation for all persons removing snow as part of a paid service. Failure
to obtain such documentation shall constitute a violation of this ordinance by the
business and/or person performing said function.
EXCEPTIONS:
a. Persons providing a service within a neighborhood at no charge
where snow removal does not involve the moving of snow across or
into a dedicated public right of way (roadway/street) are exempt
from the requirements of this chapter.
b. Persons under the age of eighteen (18) providing snow removal at
a nominal fee (equal to or less than minimum wage) and not
involving the moving of snow across or into a dedicated public right
of way (roadway/street) are exempt from the requirements of this
chapter.
c. Persons removing snow for a neighbor when the same is not a
regular part of any regular business function and does not involve
snow across or into a dedicated public right of way (roadway/street)
are exempt from the requirements of this chapter.
4-15-3: SPRINKLER SERVICE/SNOW REMOVAL APPLICATIONS AND FEES: There
shall be no fee for permits required under this chapter. Attendance of the offered training and
certification of attendance by the Public Works Department along with the application provided at
trainings shall be the requirements for obtaining a permit.
4-15-4: SPRINKLER SERVICE/SNOW REMOVAL TRAINING: The City of Ammon
Public Works Department will schedule a minimum of four (4) meetings per year for training
required by this chapter.
4-15-5: SPRINKLER SERVICE/SNOW REMOVAL IDENTIFICATION CARD: All persons
attending and completing the required training will receive a Photo ID name badge for proof of
completion which shall be made available at all times while performing services in the City of
Ammon. Badges required by this chapter shall be issued upon completion of a training class
performed by an authorized City of Ammon trainer. Badges will be available for pick up at the
City of Ammon City Building at completion of the class. Notification of attendance and completion
of the training must be provided by the City of Ammon Public Works Department prior to issuance
of a photo ID badge on a form provided by the City Clerk.
4-15-6: EXPIRATION: Sprinkler Service/Snow Removal permit/badge shall expire one
(1) year from the date issued.
4-14-7: REVOCATION BY CLERK: Person(s) found to be in violation of the requirements
of licensing or failure to follow the requirements specified within the training required by this
chapter may have said permit/badge revoked by the City Clerk upon receipt by an Enforcement
Officer designated by the City of Ammon or by the City Clerk after notification of a violation of
procedures required.
4-15-8: PENALTY: Any violation of the provisions of this chapter shall be deemed an
infraction and shall be subject to penalties prescribed for such violations under section 1-4-2 of
this code.
