The meeting was called to order by Chairman Quinn Simmons at 7:11 in the City Building at 2135 South Ammon
Road, Ammon, Idaho. Rick Butler led the Pledge of Allegiance.

MINUTES:
May 4, 2011: Commissioner Cindy Donovan moved to approve the minutes, as presented. Commissioner Rick
Butler seconded the motion. All in favor – the motioned passed.
June 1, 2011: Commissioner Tom Hunsaker moved to approve the minutes, as presented. Commissioner Scott Wessel
seconded the motion. All in favor – the motioned passed.

PUBLIC HEARINGS: 2011-004 – CUP – Modular Extension Request District 93 –Bridgewater Elementary:
Roger Hill 3497 N Ammon Road, explained that the School District will not be using this modular in the coming school year,
however they would like to leave it there in case of growth for the following years. When the School District has to move a modular, it
costs the District about $5,000 and decreases the life of the modular.
Heidi Roth, 3400 Sparrow Hawk states she is not in favor of this, but says she understands the need for the modular. The
covenants in their subdivision are as such, that in order for them to build a shed it must match their homes and this modular doesn’t
match the school and sticks out like a sore thumb. Heidi’s solution would be that the District could at least paint the modular the
colors of the school so that it blends in.
Roger Hill 3497 N. Ammon Road, said he appreciates Mrs. Roth’s comments, but explains that with budget cuts he doesn’t
foresee the School District having the funds to paint the modular to match the school. The School District hopes to build a new
st
elementary school on the south side of 1 and maybe within the next 3 years this will get the modular out of this area. Mrs. Roth had
no comment on this.
Commissioner Tom Hunsaker inquired if the School District has a policy with quality control and would it be possible to paint
the modular using an Eagle Scout Project. Roger Hill said in order to do it as an Eagle Scout project, the Scout would need to go
through Roger and Todd Hicks. They would inform the Scout as to the paint color and what would need to be done to complete the
project, but if the Scout was unable to get the funding, the project would go undone.
Commissioner Cindy Donovan said she doesn’t have a problem with it being vacant, but does not want it turned into a storage
shed. Discussion ensued.
Commissioner Tom Hunsaker moved to recommend to City Council to approve the 2011-004 – CUP- Modular Extension
Request District 93 – Bridgewater Elementary for another 2 years with the encouragement that they try to get it painted to match the
school within the next year, and there will be minimal storage. Commissioner Rick Butler seconded the motion. All in favor – the
motion passed.
2011-005 – CUP – Modular Extension Request District 93 – Rimrock Elementary:
Planning Director Ron Folsom
explained the request, and that it is located in the Cottages at Brennan Bend.
Roger Hill, 3497 N Ammon Road, explained that the School District does expect to use one of the classrooms for a supervised
suspension classroom, and one classroom will be used for robotics. This modular color does match the school.
Commissioner Scott Wessel moved to recommend to City Council to approve the 2011-005-CUP – Modular Request District
93- Rimrock Elementary for 2 years as was allowed previously. Commissioner Cindy Donovan seconded the motion. All in favor –
the motion passed.
2011-006 - CUP – Modular Extension Request District 93 – Woodland Hills Elementary
:
Roger Hill, 3497 Ammon Road, said these modular’s are not in the plans to be used this year, but they would like to keep them
close to the other schools so when they are need at Sandcreek or Hillcrest they will not have far to move them.
Commissioner Steve Richards moved to recommend to the City Council to approve the renewal of 2011-006-CUP- Modular
Extension Request District 93 – Woodland Hills Elementary for two years without any conditions. Commissioner Scott Wessel
seconded the motion. All in favor – the motion passed.
ACTION ITEMS:
1. Recommendations for additional hearings:
Commissioner Scott Wessel moved for no additional public hearings.
Commissioner Cindy Donovan seconded the motion. 5 in favor 1 opposed – the motion passed. Commissioner Rick Butler opposed,
2011-004-CUP Modular Extension Request District 93 –
because he felt the City Council should hear Mrs. Roth’s concerns on
Bridgewater 2011-006.
Commissioner Rick Butler didn’t think the Planning & Zoning Commission needed any other Public
2011-006 - CUP – Modular Extension Request District 93 – Woodland Hills Elementary, 2011-005 – CUP –
hearings for or
Modular Extension Request District 93 – Rimrock Elementary
DISCUSSION ITEMS:
1. Comprehensive Plan Draft: Ron has sent the draft out and would like to have a work session in August to go over the plan.

1. Ron explained from the monthly agenda what had been happening in the City Council meetings since the
last Planning and Zoning meeting.

3. : Tom Hunsaker reported they had a discussion regarding what to do with
the sewer problem at the northwest corner of 25th East and Lincoln Road, and approved a 20 foot increase in the height of several
wind turbines located over the ridge to the east of the City.

adjourned at 9:12 p.m.
