Two proposals have been obtained for purchase of a steam c1eaner--one from Landa
and one from Hotsy. It is important to maintain our equipment properly, and the
City needs to consider obtaining a steam cleaner for shop use. Purchase of the
cleaner for Landa was authorized. Specifications are being put together for
purchase of a pick-up to be used for Public Works and snow plowing. Claims were
approved.
Councilman Browning moved that the meeting be adjourned. The motion was seconded
by Councilman Maeser. The meeting was adjourned at 9:25 P.M.

Mayor Ard announced the main purpose of the Special Meeting was to canvass the
votes cast in the City of Ammon General Election held Tuesday, November 7, 1989.
Ellen Hunter Bingham of the Bonneville County Election Office demonstrated how
write-in votes are tallied, answered questions, and explained details and
requirements of conducting an election with joint City/County registration.
The Mayor and City Council examined the canvass audit spread sheet, the poll
books, write-in number logs, and other election materials. Councilman Crandall
moved to accept the election tallies of the City of Ammon General Election held
November 7, 1989, as presented on the spread sheet and summarized as follows:

The motion was seconded by Councilman Crandall. Roll call vote: Maeser - Yes;
Crandall - Yes; Browning - Yes. The motion carried unanimously. The Mayor and
each of the Councilmen signed to certify the canvass audit spread sheet, the tally
of final results, and the three write-in number logs. The City of Ammon General
Election held November 7, 1989, was declared final and the results official.
Engineer Benton discussed the Ammon Road Project. The State Transportation
Department has requested that Ammon proceed with the selection of an engineering
firm so that the design can be completed in time for the project to begin October
1, 1990. It was recommended that the City Officials study the data received from
the six engineering firms who responded to the Statement of Interest letters. By
City Council Meeting on November 16, 1989, Engineer Benton agreed to complete the
preliminary data and be prepared to mail the letters requesting technical
proposals from these six firms. Also, a letter will be directed to the State
Transportation Department requesting fund participation on right-of-way
acquisition.
Attorney Anderson led the discussion during the work session on the Joint Powers
Agreement to establish a building inspection program between Bonneville County
and the City of Ammon. The details of an agreement were discussed, and the
Council identified various items to include. The agreement should be written to
promote ease and consistency in the administration of the program. Both parties
should adopt the latest revision to the Uniform Building Code, and Ammon does not
see any need for making exceptions to the code. Permits will be issued by Ammon
following review by the County. Fees will be co11ecsted by Ammon and remitted
to the County. There was considerable discussion on what fee schedul-e to use.
It was tentatively agreed to collect according to the County fee schedule and
retain 10% for Ammon's expenses. If 10% is not adequate, Ammon reserves the right
to adjust the fees. The plan check fee should be similar to Idaho Falls, but
should not exceed 65%. The State is responsible to issue plumbing and electrical
permits and make the required inspections. The City of Ammon will inspect the
water and sewer connections and establish an appropriate fee. Ammon will check
on setbacks, sideyards, etc. according to their zoning ordinances and will observe
progress on the construction. The certificate of occupancy should be issued by
Ammon after notification by the County that work has been satisfactorily
completed. Ammon reserves the right to sit as the Board of Appeals.
Attorney Anderson updated the Council on the Tort Claim filed against the City
by Intermountain Construction. A lawsuit is pending. Ammon offered to settle
for 50%, but they would not settle for less than $6,000. It was decided to wait-
and-see what happens.
No action has been taken to request a basement exception for Flood Plain
construction, but the problem needs to be resolved while the Federal Emergency
Management Agency is willing to work with us and before the building season begins
in the spring. Steve Serr of Bonneville County is very cautious about building
in the Flood Plain, and he does not want to be involved in basement construction
unless an exception is granted. Engineer Benton agreed to meet with Bonneville
County Planner Steve Serr to develop a concept for basement exceptions to be sub-
mitted with our proposed revisions to Flood Plain Ordinance No. 191 to FEMA for
their approval.
Bid specifications for a 1989 or 1990, 4 wheel drive pickup were discussed. The
pickup would be used for snow removal and for the Public Works Department.
Authorization was given to assemble the specifications.
Councilman Browning moved to adjourn the Special Meeting. The motion was seconded
by Councilman Crandall. The meeting was adjourned at 9:15 P.M.
