Hayse L. Whiteley, 3200 Midway, expressed some concerns. (1) The building permit
issued to William Mcquillan to move a log house on to the lot on Ammon Road was
issued correctly. The permit was challenged because it did not meet the square
footage requirements of the zone. (2) The building permit fees charged by Ammon
are high. The plan check fee should be reduced from 65% of the permit. Ammon
does not have a building inspector at the present time. High fees discourage
construction in Ammon. (3) It is questionable whether it is cost effective for
the City of Ammon to buy a new pickup.
Reports: Acting Public Works Director David Wadsworth reported that the blinking
lights for the school crossings on Ammon Road are in the process of installation.
There are so many street signs on Ammon Road that the Traffic Safety
Committee needs to review and make a recommendation about them. The power pole
has been placed at Well No.6, so the fire siren can be moved to City property
where the City can get to it to maintain it. Civil Defense may give some
financial help for a new siren.
VerI Terry applied for a building permit for a house with a basement on Mason
Street which is in the Flood Plain. The Council stated no permit shall be issued
until the Flood Plain basement exception is resolved.
Progressive Irrigation answered our letter about the hole by the Ammon Speedi
Mart. "This particular problem has nothing to do with the Progressive Irrigation
District. This is a private ditch and the ditch and headgates that come together
here are owned privately by the farmers that use them. You will need to contact
them and request their assistance." Mayor Ard instructed Public Works to
reinforce a sheet of plywood to make a cover for the hole.
Councilman Browning moved to adj ourn the meeting. The motion was seconded by

Minutes of the Meeting of the Consultant Selection Committee for the Ammon Road
Project:
The Meeting was called to order at 6: 30 P.M. by Mayor C. Bruce Ard with the

The purpose of the meeting was to conduct individual interviews as part of the
final selection process for a consultant for the Ammon Road Project.
Clyde Gillespie of the State Transportation Department discussed policies and
procedures of the selection process prior to conducting the interviews.
Blakley, Buturla Consulting Engineer, 621 South 4th Avenue, Caldwell, Idaho,
83605, was invited to submit a technical proposal and attend an interview, but
they did not respond.
Consultants were asked to respond to the following questions:
1. You have said in the technical evaluation report that the project
can be designed in the allotted time. If the project falls behind,
do you have the manpower to accelerate the project?
2. Will you be doing the exploration necessary to evaluate subsoil
conditions or will that be performed by others?
3. Explain how you plan to involve the community in this design.

4. How have you handled storm drainage outlets on previous projects
where there is no storm drain existing?
5. What are the critical factors you see in determining a grade along
this section?
6. An agreement was submitted with request for report but no corres-

the project?

The Consultant Selection Committee was established by motion of the City Council
on January 19, 1989. The Mayor was not designated as a member of the committee
but was designated as the authorizing official.
