Dille Councilman David Rowberry 9:15 P.M. by Mayor George Wehmann,with the Clerk Deon Hemingway Attorney W. Joe Anderson Asst. Engr. Brad Nield Director of Public Works Hayse L. Whiteley Also present during the meeting was David Van Weaver, Landscape Architect. It was noted that the time from 7:30 P.M. until this meeting started was spent in an information meeting with Idaho Falls Mayor and City Council for the purpose of dis- cussing alternatives to the Idaho Falls power loop, and representing the City of Ammon at that hearing was George Dickson, an expert on transmission loop planning, from the Seattle firm of R. W. Beck and Associates. At the information meeting, everyone joined in the pledge of allegiance to the flag, and the invocation was offered by Councilman Rowberry. As the first item of business in the Regular Meating,the minutes of the July 19, ~978, meeting and the minutes of the Special Meeting on Aug. 2, 1978, were approved as prepared. Mayor Wehmann pointed out that a resolution regarding water, sewer, and garbage rates should be ready for study shortly, and that the City Attorney is to prepare an ordinance to create a Professional Business Zone now that the hearing process has been completed on that subject. An cxp~ession of appreciation was extended to Councilwoman Dille, her husband, and family for their special efforts in making the annual Ammon Da.ys celebration on August 11 and 12 one of the best ever held. It was mentioned that approximately 250 people took advantage of the opportunity to view the heat-loss maps which were put on display by Utah Power & Light Company as part of the Ammon Days activities. As a matter of record, Mayor Wehmann noted that the Fire District has retlrrned the tanker truck to be housed at the City Building, with a request that Ammon respond to all structural fires in the District, and it was recommended by Mayor Wehmann that the City fire truck be dispatched to all house fires within the immediate outlying area, subject to the approval of the Fire Chief. Mayor Wehmann also reported that the Mutual Aid Agreemen~ with. the Fire.Distr~ct will not be terminated, and that he has an appoint- ment for an lntervlew on thls subJect so there should be a newspaper article coming out soon. August 16, 1978 62 David.Van Weaver, Landscape Architect hired to work on the park improvements under a mat~hlng-fund grant from the Bureau of Outdoor Recreation, displayed drawings of the proJect. and. requested approval to advertise for bids on the grading, paving, seeding and sprlnkllng system for the park on the east side of the City (Peterson Park). Estimated costs were reviewed and a recommendation was made by the Council that the specifications on the sprinkling system be for a quick-coupler system or a buried auto- matic system. Councilwoman Dille moved to authorize the advertising for bids as dis- cussed. The motion was seconded by Councilman Rowberry; voting was,yes, 3; no, none; motion carried. Mr. Weaver mentioned that drawings will be submitted to BOR showing several revisions from the original application, and a letter from the City regarding these changes will need to be sent. He noted that he has already talked to Gail Lewis, who represents the State Parks Department in this area, and was advised that there should be no problem with making revisions at this phase of the project. It was agreed that Mr. Weaver should draft the letter for the Mayor's signature. In connection with the parks, Councilman Rowberry agreed to arrange for a high school group to line the football field in North McCowin Park right away. I According to a report by Assistant Engineer Brad Nield, several more leaks where water from irrigation ditches, etc., has been infiltrating the sewer system ~ave been located. Mayor Wehmann requested that a meeting be scheduled with H~K Contractors, who installed the sewer lines to work out a solution to the repair work that is needed, and the date of August 24th was suggested. The bid tabulations for the Local 1m rovement District No.8 construction were listed as follows: Schedule #1 (underground utilities - H-K Canst. $35,354.00, 0 & F Const. $26,567.00, Tiano Canst. $38,168.00; Schedule #2 (road work) - H-K Canst. $34,749.00, Tiano Const. $33,864.48. Councilman Rowberry moved to accept the low bids on the L.I.D. No.8 construction as outlined in the bid tabulations (0 & F Canst. for $26,567.00 on the undergound utilities, Tiano Const. for $33,864.48 on the road work) and as recommended by the City Engineer. The motion was seconded by Councilman Lee; voting was, yes, 3; no, none; motion carried. Mayor Wehmann is to sign the necessary papers as soon as Ordinance No. 166,which was adopted on August 2, 1978, to create L.I.D. #8, has been published. It was noted that the total L.I.D. No.8 costs, based on the bids as accepted, and including engineering and attorney fees, should be around $71,000, compared to the engineer's esti- mate of $88,000, and that the center line of the dedicated right-of-way on Midway Avenue has been located and found to be in the middle of the existing paving, so the property owners are satisfied on that matter. I Mayor Wehmann announced that Ammon has been selected as the site for the September 12th night hearing relative to the Utah Power & Light rate-increase case. Regarding the proposed purchase of the Mel Brown well, Mayor Wehmann pointed out that a water sample is to be submitted to the State when the well test is made. A drawing of the well area was displayed, and Mayor Wehmann recommended that consideration be given to obtaining an additional two acres of land north of the well site to be zoned Commer- cial for use as a future city building site. With reference to the Idaho Falls powerline loop information meeting, Mayor Wehmann commented that he had not heard of any objections to the City having retained a consultant, and that the $2,000 fee suggested should be adequate since the cost of the services pro- vided so far is approximately $1,500. He noted that the maps and charts prepared for the meeting become the property of the City of Ammon and are to be made available for loan to the City of Idaho Falls. According to Mayor Wehmann, representatives of the League of Women Voters have requested an interview to discuss the proposed FY-79 budget, which allows for a reduction in pro- perty taxes. Director of Public Works, Hayes Whiteley, commented further on the sewer leaks as re- ported by Engineer Nield, and indicated that he was told that someone f~om Hartwell I Construction Co., the sewer project contractor, made a statement to the former Mayor to the effect that a 20-to-30% infiltration of irrigation water into the system could be expected during the summer months, so there was an awareness that the problem existed. Mayor Wehmann recommended that the Council give consideration to cancelling the agree- ment with the City of Idaho Falls for subdivision inspections.
