Minutes of the Regular Meeting of the Mayor and CitY Council:
The meeting was called to order at 7:40 P.M. by Acting Mayor Russell N. Swensen, with
the following City Officials present:
Councilman Russell N. Swensen City Clerk Dean Hemingway
Councilwoman Carol A. Dille Attorney W. Joe Anderson
Councilman David Rowberry Public Works Director Hayse L. Whiteley
Councilman Thayle D. Monson
Others present during the meeting were Pool Manager Evan Thomas and Alex MacBeth of
Northwest Industrial Lamp Company.
The pledge of allegiance to the flag was conducted by Councilwoman Dille and Councilman
Swensen offered the invocation. Minutes of the meeting of April 3, 1980, were approved I
as prepared.
An application for a non-commercial kennel license was considered for action and found
to be in order, with the necessary signatures of the property owners in the neighborhood
having been obtained. It was moved by 'Councilwoman Dille and seconded by Councilman
Monson that the application of Jere Moberly, 1920 Dove Drive, for a non-commercial
kennel license be approved. Voting was Dille yes, Monson yes, Rowberry yes, Swensen yes,
motion carried.
Councilman Rowberry noted that the resident who inquired about a lighted sign for a home
business, as mentioned in the previous meeting, has decided not to follow through with
the matter. According to Councilman Rowberry, the Planning and Zoning Commission sent
a letter to the City of Idaho Falls, with a copy to the County Planning Board and the
City of Ammon, requesting that a bicycle lane be marked on 17th Street while the re-striping
work is in process, and he commented that he felt it would be wise fo~ the City of Ammon
to pursue this. The other Council members indicated agreement with this suggestion, for
the safety of the increased number of bicycle riders, and it was recommended that a copy
of the letter be sent to the County Engineer. Regarding the sewer connection which is
to be made at the Servisoft business on 17th Street, instructions were given to notify
the owner that someone from the City must be present when the digging is done.
Councilman Swensen read the letter which he had prepared to send to the residents about
the special summer water rate, which met with the approval of the Council.
Attorney Anderson reported that he wrote a letter to Ernest Martin, owner of Ammon Pro-
duce, regarding getting the sewer and water connections made for that facility, so action I
is pending on that matter, and that the suit has been filed against Eastgate Mobile
Village on the delinquent account.
It was noted that Carol Kranz, 2675 Salmon Street, was given notice by Attorney Anderson
to appear before the City Council regarding the nuisance which exists on her property
due to a number of junk cars, etc. Hayse Whiteley, Public Works Director, reported that
Mr. Kranz came in to ask what the City would be satisfied with and that the clean-up has
started. Mr. Whiteley also mentioned that a letter was received from Pheasant Estates
expressing apprciation for the good job done by the City in fixing the lawn that was
torn up by the fire truck when the Fire Department responded to a call at that location.
lt was pointed out that the the underwater lights at the swimming pool have been dis-
connected, as directed by Mayor Wehmann, and Alex MacBeth of Northwest Industrial Lamp
Company was given time to present information on special mercury vapor lights which
could be installed overhead to provide a lighting that would go through the water. He
quoted prices of $325.40 per fixture and $43.55 per bulb, with the bulbs being guaran-
teed for three years. After the matter was discussed, Councilwoman Dille moved to go
ahead and order two fixtures and two bulbs and get the pool lighted before it opens up.
The motion was seconded by Councilman Monson; voting was Dille yes, Monson yes, Rowberry
yes, Swensen yes; motion carried. Mr. MacBeth indicated that he would be coming around
about once a month after the lights are up to check and take care of problems. Council-
woman Dille requested that the employment of the pool manager be made official and moved
that the City hire Evan Thomas as manager of the swimming pool effective May 5 and through
September 2, 1980. The motion was seconded by Councilman Monson; voting was all in favor;
motion carried. The Council indicated approval of a suggestion that family passes be I
numbered and punched for a designated number of swims instead of being used for unlimited
swimming as in the past. According to Councilwoman Dille, Jerry and Vicky Rudd have
agreed to be in charge of Ammon Day on July 12th, and recommendations are needed for
people who might be willing to help.
Council members were encouraged to attend the AIC Conference in Pocatello, June 18, 19,
20. Claims in the amount of $7,159.17 were presented by the City Clerk and approved
for payment. It was moved by Councilwoman Dille and seconded by Councilman Monson
that the meeting adjourn; voting was all in fa~or; meeting adjourned at 9'~5 p~
