Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7:33 P.M. by Council President Russell N. Swensen
with the following City Officials present:
Councilman Russell N. Swensen
Councilwoman Carol A. Dille
Councilman Thayle D. Monson
Councilman David Rowberry
Absent: Mayor George Wehmann and Attorney W. Joe Anderson
Others present during the meeting were Kent Wood, 2080 Sabin Dr., Leatha Hall and her
son Garth, 3785 Wanda St., and Reese Brown, 17~D Falcon Dr.
The pledge of allegiance to the flag was conducted by Councilman Swensen and the invoca-
tion was offered by Councilman Rowberry. The minutes of the meetings on May 1, 1980, and
~ay 15, 1980, were approved as prepared.
A request for variance submitted by Reese Brown, 1750 Falcon Dr., was considered for
action and found to be in order, with the necessary signatures of adjoining property
owners having been obtained. Hayse Whiteley, speaking in his position as Building In-
spector, noted that he had checked the measurements at the Brown residence and acquainted
the Council with the pertinent details. Councilman Rowberry moved to grant a variance
to Reese Brown as requested of 1-3/4 feet at the southeast (front) corner of the proposed
garage and 3-1/2 feet at the southwest (back) corner. The motion was seconded by Council-
woman Dille; voting was Rowberry yes, Dille yes, Monson yes, Swensen yes; motion carried.

It was made a matter of record that Mrs. W. J. Quapp, who had asked to be on the agenda
regarding a watering citation, was not present at the meeting.
Time was given to Leatha Hall of 3785 Wanda Street to present information, as discussed
on the telephone with Councilman Rowberry, regarding a problem with the animal control
officer. She stated that, when the officer talked to her son about their dog, he made
reference to their church membership, and the boy told the Council that the officer had
said that letting a dog run loose was as bad as breaking a moral law or committing robbery,
which Mrs. Hall felt was very inappropriate. .Councilman Rowberry commented that he
thought the officer was "being carried away" by mentioning these things, and Councilman
Monson reported that he had already discussed the matter with him. The feeling was ex-
pressed by Mrs. Hall that families should have more lee-way than the present leash law
allows for children to have their dogs with them for a growing experience, and indicated
that she might look into what can be done about changing the law.
Kent Wood, owner-developer of lots in Westwood Addition, appeared to discuss his request
to have three accesses from Ammon-Lincoln Road to the lots which are zoned R-2 in Block 2.
He stated that the final plat as recorded has wording to the effect that the particular
lots under discussion are limited to two accesses on Ammon-Lincoln Road, while it was
pointed out that the preliminary layout drawing on file with the City shows one access
to Ammon-Lincoln Road and one to San Carlos Street. Planning and Zoning Chairman Jim
McNett reviewed recent planning matters regarding accesses to major county roads which
it was felt had set a standard on this subject. It was moved by Councilman Rowberry and
seconded by Councilman Monson that the matter of Cedars of Westwood and the change in
the plans for accesses be sent back to the Planning and Zoning Commission for a recommenda-
tion. The voting was Rowberry yes, Monson yes, Dille yes, Swensen yes; motion carried.
Hayse Whiteley, Public Works Director, reported that there has been a recent contact with
Ernest Martin, owner of Ammon Pr9duce Company, and the City Engineer has presented Mr.
Martin with a sketch showing how the waste water from the plant can be handled to meet
sewage disposal standards.
In connection with advertising for the sale of the City's surplus police-fire car, Mr.
Whiteley indicated that no bids have been received, and it was agreed that the vehicle
should be sold by some other means.
Councilwoman Dille reviewed information on receipts and expenses at the swimming pool,
and the Council members were informed that extensive concrete work should be done and a
new coil for the present heater or a completely new heater should be installed next year.
Approval was given to close the pool for the season the week before Labor Day.
Recent developments at the ~orage facility project east of Sand Creek were discussed. Re-
garding the living unit which is being constructed over the office, Planning Chairman Jim
McNett stated that this will be reviewed by the Commission but he does not anticipate a
problem since it does not change the basic plan. Other matters such as easements, utility
lines, fence locations, etc., are to be defined in a development agreement which must be
approved before an occupancy permit is issued. Councilman Swensen brought up the problem
of weeds in vacant areas and stated that notice will be given to owners to remove the fire
hazard. Regarding budg~ preparation, it was noted that the public hearing on proposed
uses of Revenue Sharing is scheduled for August 14. Claims in the amount of $16,053.29
were approved for payment. It was moved by Councilwoman Dille and seconded by Councilman
