Summary of Analysis 1.On November 5, 2021, according to Idaho Code 67-2320(2), the City of Ammon advertised for design services for a remodel and expansion of City Hall through issuance of Request for Proposals (RFP) 2.The RFP was published twice, according to Idaho Code 67-2320(2). 3.The City received two responses to the RFP: Resin Architecture and Hummel Architects. 4.Based on the criteria published in the RFP, Resin Architecture was recommended to the City Council for the design contract. 5.On January 20, 2022, the City Council approved a Contract for Services with Resin Architecture. 6.During the last 10 months, Resin Architecture has made progress on the new City Hall design as required by the contract. 7.According to the contract, the design services for the remodel portion of City Hall would be negotiated at a later date. 8.The discussion for October 20, 2022 is whether to proceed with a revised contract for the remodel portion of the project. 9.Resin Architecture, represented by Jonathan Gallup, presented some preliminary costs at the City Council Work Session on October 13, 2022. The costs presented at that meeting exceeded $50,000 for the remodel portion of the project. Section 1 addresses regulations during the snow season, such as on-street parking and moving snow from private property to the public right of way. Motion °6 wzf ‡z Y„zf Kf zvˆ‡nzx àÞàà¼ÞßáK­± Attachments: 1.Resolution 2019-013R: Snow Removal Regulations, Policies, and Operational Procedures. 2135 South Ammon Rd., Ammon, Idaho 83406City Hall: (208) 612-4000 www.cityofammon.usPage|1 Ammon City Council 11.03.2022Page 37 of 39 RESOLUTION 2022-013R SNOW REMOVAL PROCLAMATION A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AMMON, IDAHO ESTABLISHING A POLICY FOR SNOW REMOVAL REGULATIONS AND OPERATING PROCEDURES WHEREAS, the City of Ammon maintains city streets for the safety and mobility of all users in all seasons of the year; and WHEREAS, the Mayor and City Council of the City of Ammon prioritize the efficient removal of snow from Ammon public streets; and WHEREAS, Title 9, Chapter 9, Section 3 of the Codified Ordinances of the City of Ammon authorizes the City Council to adopt a Snow Removal Proclamation to dictate the operational priorities and regulations for removing snow from public streets; and WHEREAS, the Mayor and City Council of the City of Ammon adopts a balanced budget each year which includes expenditures dedicated for the removal of snow from public streets within the City of Ammon; and WHEREAS, Exhibit A of this resolution establishes Snow Removal Regulation, Policies, and Operational Procedures for the City of Ammon, hereafter referred to as the Snow Removal Policy; and WHEREAS, the Snow Removal Policy establishes Winter Snow Regulations and procedures for Snow Removal Operation; and WHEREAS, this resolution shall remain in effect until rescinded by the City Council of the City of Ammon; WHEREAS, the effective date of this resolution shall be November 3, 2022. NOW, THEREFORE, BE IT RESOLVED by the Mayor and the City Council of Ammon, Idaho that the City Council hereby adopt this resolution and accompanying Exhibit A, thereby establishing the Snow Removal Proclamation and policy for snow removal regulations and procedures. For the definition of a Snow Event, see above. b.Citations.Owners with vehicles parked on public streetsduring a Snow Event shall be guilty of an infraction. \[9-9-10\] c.Towing.Vehicles parked on public streets duringa Snow Event may be towed and impounded without notice at the owner’s expense \[9-9-7\]. If a vehicle is towed, owners will contact Bonneville County dispatch at (208) 529 - 1200 to pick up their vehicle. 4.Moving Snow into or across City Right-of-Way (ROW) a.Snow Moved into ROW.Moving snow from private propertyto the public ROW is prohibited at all times. \[9-9-8\] b.Snow Moved Across ROW. Moving snow across the publicright-of-way is prohibited. \[9-9-8\] c.Violations.Any person found storing snow in the ROWthat originated on private property or moving snow across the public ROW shall be guilty of an infraction. \[9-9-10\] Section 2: Snow Removal Operations 1.Authority of Public Works Director. The Public WorksDirector shall be authorized to initiate the operational actions necessary to remove snow from city streets during a Snow Event. 2.Snow Removal Street Priorities.Snow is removed fromcity streets according to the priority order listed below. In addition, the Public Works Director is authorized to change the snow removal priorities for any given Snow Event as determined by the safety and operational needs of the City of Ammon and the community. thstst ¼Priority 1: Arterial Streets.Examples of arterialstreets are Sunnyside, Ammon, 17, 1, 21, and th 49streets. ¼Priority 2: Collector Streets. Examples of collectorstreets are Midway, Ross, Stonehaven, Windsor, Ridgewood, Eagles Homestead, Thunder, Millcreek, John Adams, Tiebreaker, Stafford, Fieldstone, Stonegate, Owen, Caballaro, and Judy streets. ¼Priority 3: Neighborhood Streets. Neighborhood streetsare cleared as quickly as possible after Priority 1 and 2 Streets and based on essential city services, garbage collection, and/or snow depth. 3.Garbage Collection.Snow Event and operational needsmay necessitate a one-day delay for garbage collection. 4.Driveway Access and Sidewalks.Driveway access andsidewalks will not be cleared by the City of Ammon and are the responsibility of the adjacent property owner. 5.Notification. As early as possible, the City of Ammonwill notify the public of an upcoming Snow Event on the city’s facebook page, website, and with the moveable electronic billboards.
