Council Minutes 01/22/1981 January 22, 1981 164 CITY OF AMMON January 22, 1981 Minutes of the Regular Meeting of the Mayor and City Council: The meeting was called to order at 7:50 P.M. by Acting Mayor Russell N. Swensen, with the following City Officials present: Councilman Russell N. Sw'ensen Councilwoman Carol A. Dille Councilman Thayle D. Monson Councilman David Row'berry (arrived late) Clerk Deon Hemingway Public Works Director Hayse Attorney W. Joe Anderson Engineer David E. Benton Planning Commission Member L. Whiteley Jim Southwick Absent: Mayor George Wehmann The pledge of allegiance to the flag was conducted by Councilwoman Dille and prayer was offered by Councilman Swensen. Minutes of the meeting on November 6, 1980, were approved I as prepared. An agreement with the State Division of Highways for inspection of bri~ges on the local road system was discussed and found to be of benefit to the City, and it was noted that the only bridge in Ammon which would be involved is the one on Sand Creek at 17th Street. Councilw'oman Dille moved to accept the bridge inspection agreement as presented. The motion was seconded by Councilman Monson; voting was Dille yes, Monson yes, Swensen yes; motion carried. Consideration was given to an application for a non-commercial kennel license, which was found to be in order as required by City ordinance. It was moved by Councilman Row'berry and seconded by Councilman Monson that a non-commercial kennel license t granted to Dena Nielsen, 3217 E. 17th Street; voting was all in favor; motion carried. Councilwoman Dille mentioned that an application to be pool manager this season has been received from Evan Thomas, and she recommended re-hiring him. It was indicated that this had been discussed and tentatively agreed upon by the Council at the end of the previous season. Councilman Rowberry noted that the new appointees on the Planning and Zoning Commission were present at the meeting on February 10, and that Robert Williamson was elected as the new Chairman and Gary Butterworth was re-elected as Vice Chairman. Jim Southwick, re- presenting the Planning and Zoning Commission, reported that a public hearing had been held on the request for annexation and zoning of the second portion of the Delmar Anderson Addition, which consists of 59.7 acres located immediately south of 17th Street, west of Crowley Road, and north of Mountain Valley Estates. He pointed out that Mr. Anderson had come in previously to get the opinion of the Planning Commission and had followed through I on the suggestions made at that time. According to Mr. Southwick, the Planning and Zoning Commission made a recommendation that the Delmar Anderson property be annexed with zoning of C-l on 14.5 acres in the northeast corner of the parcel, RPA on 20.5 acres which border on the part already annexed and Mountain Valley Estates, and a buffer of R-2 on 4.9 acres between those areas. A public hearing before the City Council on this matter was scheduled for 7:30 P.M. on February 19, 1981. The need for repairs on the concrete deck around the swimming pool was brought to the attention of the Council by Public Works Director, Hayse Whiteley, and it was re- commended that an estimate on the required work be obtained. Mr. Whiteley mentioned that there has been an inquiry about building a windmill to produce electricity on a residential lot, and the building code and design standards for such structures were discussed. Claims in the amount of $6,773.30 were presented by the City Clerk and were approved for payment.
