valid and is not to be dismissed. Attention was also given to complaints about a citizen
who has been parking trucks and a car on the street in a "no parking" zone on Geneva
Drive creating a safety hazard, and it was requested that a reminder be issued that resi-
dents who are violating the parking regulations on posted streets are subject to citation
and are asked to cooperate by getting all vehicles off the street to eliminate the danger
of accidents. Councilman Swensen reviewed the monthly Fire Department report, and men-
tioned that the animal control officer will be asked to arrange some working hours to take
care of the dog problem at the schools.
The City Clerk presented claims in the amount of $13,944.95, which were approved for pay-
ment. It was moved by Councilman Monson and seconded by Cou..ncilwoman Dille that the
meeting adjourn; voting was all in favor; the meeting arljourn; ~

Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7:30 P.M. by Acting Mayor Russell N. Swensen with the
following City Officials present:
Councilman Russell N. Swensen
Councilman Thayle D. Monson
Councilwoman Carol A. Dille
Councilman David Rowberry
Absent: Mayor George Wehmann
Attorney W. Joe Anderson
Public Works Director Hayse L. Whiteley
Also present during the meeting was Boy Scout Travis Allen.
The pledge of allegiance to the flag was conducted by Councilman Swensen and prayer was
offered by Councilman Monson. Minutes of the meetings on January 8, January 22, and Febru-
ary 5, 1981, were approved as prepared.
Guidelines for signs, which were suggested by the City Building Official as an addition
to the sign ordinance, were reviewed and designated for study to be considered at a
later date.

Councilman Swensen announced that Attorney Anderson requested suggestions of citizens
who may be willing to testify at the Utah Pow'er & Light Company rate-increase hearing
on March 16 in Pocatello, and Councilman Rowberry recommended Jim Sanders of 2160 Curlew
Drive and Alden Brindle of 2850 Salmon Street.
Councilwoman Dille reported that she did not have any additional information on the "Loss
Ratio Dividend" insurance program at this time.
A report by Councilman Rowberry indicated that he is formulating plans for citizen-
participation projects in the parks and will bring specific suggestions to the Council
for approval. He recommended that sledding hills like those in the new Peterson Park
be developed on the west part of McCowin Park using City equipment and employee labor.
The repair needed on the swimming pool deck was discussed, and Engineer Benton suggested
that the concrete companies in the area be contacted to get information on businesses
that do the specialty work of raising existing cement sections rather than having a
complete replacement job done.
A letter received from a citizen on Falcon Drive complaining about various conditions in
the City and making suggestions for improvements was discussed, and Councilman Swensen
mentioned approaching community organizations to get involved in clean-up projects, etc.
Council members were encouraged to ke~p up on matters being considered by the State
Legislature that affect cities by reading the "Legislative News" sent out by the AlC.

Councilman Monson indicated that he would try to attend a special meeting at the State
Transportation office in Rigby on March 17.
Claims in the amount of $8,499.66 were approved for payment. It was moved by Council-
woman Dille and seconded by Councilman Rowberry that the meeting adjourn; voting was all
in favor; the meeting adjourned at 8:30 P.M.
