Summary of Analysis 1.On November 5, 2021, according to Idaho Code 67-2320(2), the City of Ammon advertised for design services for a remodel and expansion of City Hall through issuance of Request for Proposals (RFP) 2.The RFP was published twice, according to Idaho Code 67-2320(2). 3.The City received two responses to the RFP: Resin Architecture and Hummel Architects. 4.Based on the criteria published in the RFP, Resin Architecture was recommended to the City Council for the design contract. 5.On January 20, 2022, the City Council approved a Contract for Services with Resin Architecture. 6.During the last 10 months, Resin Architecture has made progress on the new City Hall design as required by the contract. 7.According to the contract, the design services for the remodel portion of City Hall would be negotiated at a later date. 8.Resin Architecture, represented by Jonathan Gallup, presented some preliminary costs at the City Council Work Session on October 13, 2022. The costs presented at that meeting exceeded $50,000 for the remodel portion of the project. Jonathan Gallup agreed to reduce some of the costs. The City Council directed staff to bring back a revised estimate to the November 3, 2022 meeting. 9.The revised costs for the remodel contract were presented at the November 3, 2022 meeting for ‡mf *n‡ *zˆxbnv¯ bzx ndf„Y‡nzx­ Mmf „fn fd f ‡nwY‡f ŽY ÖâàªãÞÞ kz„ ‡mf ‡z‡Yv „fwzdfv contract. The City Council considered this but ultimately did not make a decision on the contract. 10.At the November 3, 2022 meeting, the City Council directed staff to do the following in preparation for the November 17 meeting: a.Work with Resin on a lower, revised cost for the remodel contract. i.Since November 3, Resin has agreed verbally to lower the cost for a final estimate. Summary of Analysis 1.Public input at the public hearing for LID #6 was positive with several questions. Some examples include What will the final cost be? How much will it cost per month? How long will it take before I receive service? If my yard is damaged, what will happen? If I don't want to be a part of the project what can I do? Am I in the project area? 2.The take rate is expected to fall in line with past improvement districts, which completed in the 50%-60% range. 3.Staff recommends adoption of Ordinance 694 and Summary as presented. Financial Impact -Upon creation, the district can proceed with the improvement project. This will require funding. -Staff is recommending that the City provide the interim warrant (construction loan) at 3% APR. -Immediately following the creation of the LID the City will publish a notice of private sale of the warrant and follow in a couple of weeks with a resolution approving the warrant sale/purchase on the part of the City. -LID #6 is expected to require around 2 million in construction funding over 3 years, but could rise as high as 3 million depending on the take rate.
