CITY OF AMMON
December 17, 1981
Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7:50 P.M. by Mayor George Wehmann with the following
City Officials present:

Councilman Russell N. Swensen
Councilman David Rowberry
Councilman Thayle D. Monson
Absent: Councilwoman Carol A. Dille
City Clerk Deon Hemingway
Public Works Director Hayse L. Whiteley
Engineer David E. Benton
The pledge of allegiance to the flag was conducted by Councilman Monson and prayer was
offered by Councilman Swensen.
An application from the Circle K Store at 2545 E. 17th Street for renewal of licenses
for the retail sale of beer and wine during 1982 were reviewed and found to be in order,
and it was noted that State licenses had already been obtained as required by law. It
was moved by Councilman Swensen that the beer and wine license application for Circle K
Store #452 be approved as submitted. The motion was seconded by Councilman Monson;
voting was all in favor; f1Jption carried.
Mayor Wehmann ment~oned that arrangements have been completed with Valley Bank for re-
ceiving City utility payments and there will be publicity to make the residents aware
of this; also, plans are now available to construct a safe night deposit in front of the
City Building, with these services intended to save postage expense for those who desire
to take advantage of them.
It was reported by Mayor Wehmann that the Idaho Public Utilities Commission did not
grant an inverted rate schedule to Utah Power & Light Company following recent hearings,
which is the reverse of the decision made for Idaho Power Company.
Regarding the hydroelectric project proposals which have been requested, Mayor Wehmann
informed the Council members that the due date was extended until January 29, 1982, and
that several firms have expressed interest.
Mayor Wehmann pointed out tha~ the employee medical insurance situation is satisfactory
for making the change-over now, so the insurance companies involved should be notified
so that the present coverage will be terminated and the new insurance in effect at the
end of January.
The latest law enforcement and animal control reports were reviewed by Councilman I
Swensen, and he agreed to check with the Sheriff Department about citations being
written in books other than those printed for violations in the City of Ammon.
Hayse Whiteley presented information on public works matters concerning the possibility
of getting State funds for the Fehabilitation of employee LaVern Williams, and the need
for street repair work on Ammon Road between Molen Street and Sunnyside Road.
In connection with the payment made to Bonneville County in September from which an
amount was deducted to cover magistrate court fines which were not remitted to the
City, Mayor Wehmann referred to a letter from the County Commissioners on this subject
and stated that a reply has been written by Attorney Anderson with no further response
up to this time.

Claims to pay in the amount of $77,885.91, including the annual payment of $64,363 on
the Water and Sewer Revenue Bond, were approved along with routine claims totaling
$8,243.48 which were paid since the last meeting.
It was moved by Councilman Rowberry and seconded by Councilman Swensen that the meeting
adjourn; voting was all in favor; meeting adjourned at 8:40 P.M.
