Council Minutes 06/03/2004 CITY OF AMMON CITY COUNCIL MINUTES THURSDAY, JUNE 3, 2004 The meeting was called to order by Mayor C. Bruce Ard at 7:30 p.m. in the City Building, 2135 South Ammon Road, Ammon, Idaho, with the following City Officials present: Mayor C. Bruce Ard Councilmember Karen Y. Anderson Councilmember W. Lee Bean Councilmember Randy Waite Councilmember Rex Thompson City Administrator Bruce Rose City Engineer Bill Manwill City Clerk/Treasurer Diane Gempler Planning & Zoning Chairman Doug Willden Planning & Zoning Commission Member Tom Hunsaker City Officials absent: City Attorney Scott Hall City Planning Director Ron Folsom Councilmember Waite led the Plede:e of Allee:iance to the Flae: and, Councilmember Anderson offered a prayer. Minutes - Mav 27. 2004: Councilmember Waite motioned to approve the May 27,2004, minutes. Councilmember Bean seconded. Roll call vote: Councilmember Waite - Yes, Councilmember Bean- Yes, Councilmember Thompson - Yes, Councilmember Anderson - Yes. The motion carried. Plannine: and Zonine: Appointment: Mayor Ard recommended the appointment of Rodney Allen to fill the vacancy on the Planning and Zoning Commission. The Council discussed the proposed appointment. Councilmember Bean motioned to appoint Rodney Allen to fill the unexpired term on the Planning and Zoning Commission left vacant by Ron Folsom. Councilmember Anderson seconded. Roll call vote: Councilmember Bean - Yes, Councilmember Anderson - Yes, Councilmember Thompson - Yes, Councilmember Waite - Yes. The motion carried. Consent Ae:enda: Councilmember Bean motioned to approve the Consent Agenda, moving item la to the Action Item portion of the agenda Councilmember Anderson seconded. Roll call vote: Councilmember Bean - Yes, Councilmember Anderson - Yes, Councilmember Thompson - Yes, Councilmember Waite - Yes. The motion carried. Public Hearine:s: None ACTION ITEMS: Svlvia Wadsworth Home Occupation Permit Application: The Council discussed the application which consisted of two components 1) Craft sales from the home and 2) A snow cone stand in the driveway. Recent actions taken and comments received regarding snow cone stands in residential neighborhoods were discussed. The nature of snow cone stands do not conform with the home occupation permit requirements in 10-7-8 of the City Code. The Council will revisit the other sno cone stand home occupation approved. Councilmember Bean motioned to approve MJ's Crafts and decline the snow shack home occupation permits. Councilmember Thompson seconded. Roll call vote: Councilmember Bean - Yes, Councilmember Thompson - Yes, Councilmember Waite - Yes, Councilmember Anderson - Yes. The motion carried. Miscellaneous Discussion Items: Councilmember Anderson explained the tax benefits individuals receive by owning rental properties.
