newsletter that is to be mailed out to all residents at the end of the month. He ex-
pressed praise for the efforts of the Ammon Volunte8r Fire Department and pointed out
that Ammon has provided more support for the Fire District than the District has for
Ammon. Acting Mayor Swensen noted that details about the Fire District situation and
the possibility of the District calling for an over-ride election to get additional
revenue were presented at the County-Cities meeting which he attended this week. The
Council members felt that the Fire District officials should be invited to come to a
City Council meeting so that this matter can be discussed further.
Lawana Nielsen was welcomed and appreciation was expressed to her for accepting an
appointment to serve on the Planning and Zoning Commission. Items regarding planning
which were mentioned were in connection with a County project to assign house numbers
in areas outside of city limits, and the County Comprehensive Plan Map which will be
ready for public hearing on November 9th.
Public Works Director, Hayse Whiteley, reported that an illness has kept Water Superin-
tendent LaVern Williams off w'ork for several days. He noted that work has been done to
prepare the swimming pool, parks, city vehicles, etc., for winter.
Approval was given to pay claims in the amount of $17,506.99, and payroll expenses
totaling $6,]66.91 w'ere also approved.
It was moved by Councilwoman Dille and seconded by Councilman Monson that the meeting
adjourn; voting was all in favor; the meeting w'as adjourned at 8:25 P.M.

Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7:30 P.M. by Acting Mayor Russell N. Swensen with
the following City Officials present:

Others present during the meeting were representatives of Bonneville Fire Protection
District Dale Rockwood, Paul Wise, and Everett Seyfert; Dick Williams and Lucy Powers
from Tel-A-Com, Inc.; and Scout Billy Adams.
The pledge of allegiance to the flag was directed by Acting Mayor Sw'ensen and the invo-
cation was given by Councilman Monson.
The Fire District officials were given an opportunity to present information in
connection with a proposal that the cities of Ammon, Iona, and Ucon join the District,
which would mean that the property owners in these cities would be assessed a tax levy
to provide additional revenue and would then have available the services of the District
for fire protection, ambulance, and mutual aid with the City of Idaho Falls. Dale Rock-
wood review'ed the present status of the District, including personnel, equipment, and
arrangements with the City of Idaho Falls for leasing space and sharing personnel. He
explained that Idaho Falls has given notice that the manpower agreement will have to be
discontinued, so that is the reason for the interest in talking to the officials of the
small cities in the area about joining the District. The comment was made that ambu-
lance service may have to be eliminated if the District's financial problems are not
solved. The necessity of having an over-ride election to authorize a higher tax levy
to meet the money needs of the Fire District was mentioned by Mr. Rockwood, who stated
that the amount of tax increase to be requested has not been determined yet. There
was further discussion about the training and effectiveness of the Ammon Volunteer Fire I
Department, the value of the experience that the Ammon firemen get when responding to
calls in the District, and the possibilities for using the volunteers if the City were
to join the Fire District. Councilman Williamson pointed out that there are plans to
have three City employees trainedforbetter response to daytime calls and referred to
the facts that he listed in the City Newsletter which was sent out recently 'to Ammon
residents stating, in effect, that the present 8 mil Fire District levy plus the proposed
over-ride levy of approximately 8 mils would make property tax payments to the District
more than the total 12 mil levy in 1982 for the City of Ammon. It was agreed that there
should be a joint meeting of the officials from the Fire District and the Cities of
Ammon, lona, and Ucon after the District people meet with the other two a,mall cities.
A proposal for installing an electronic telephone system was presented by Dick
Williams and Lucy Pow'ers of Tel-A....Com, Inc. Comments by Acting Mayor Sw'ensen and
the Council members indicated the opinion that this was not the right time to make such
a change, and appreciation was expressed for the information given.

City employee, John Griffin, who has been designated to work as Animal Control Officer
when needed, reported on the training which he received from the County officer. He
explained the procedure under the state law for taking care of complaints regarding dogs
getting into livestock, and Councilman Williamson recommended that the County officer
be called if situations like this occur. It was mentioned that a .radio set with the
capabilities of having contact with the County law enforcement is to be purchased for
the Animal Control Officer to use when on duty.
Acting Mayor Swensen indicated that a suggestion about changing the medical insurance
coverage for City employees to Blue Cross would be taken under consideration.
In connection with the earthquake which occured in the Mackay-Challis area the previous
Friday, October 28, the Public Works Director reported that there appears to be no damage
to the City water system from the tremor that was felt here, but the Sunnyside Potato
Company lost the water supply in a private well so it was necessary to provide a hook-up
to the City water main for that company.
The City Clerk presented claims to pay totaling $lJ,562.42 and vouchers for payroll ex-
penditures paid since the previous meeting in the amount of $3,901.16, all of which were
approved.
A motion to adjourn was made by Councilman Monson and seconded by Councilman Williamson,
wi th voting all in favor. The meeting w'as adjourned at 8: 50 P.M.

Minutes of a Special Meeting of the Mayor and City Council:

The meeting was called to order at 8:45 P.M. by Acting Mayor Russell N. Swensen for
the purpose of canvassing the ballots of the General City Election held on Tuesday,
November 8, 1983. Inasmuch as the votes cast for two of the candidates for Mayor were
very close, the ballots were sorted and recounted. The "Combined Tally List and
Official Returns" book was examined and the information on the certified accounting
of the ballots cast was reviewed.
