Council Minutes 12/06/1984 Nov. 15, 1984 Dec. 6, 1984 282 Councilman Williamson reported that he had made several contacts about a used fire truck, but has not received any information yet, and that he has an appointment with the Idaho Falls Fire Chief to discuss the possibility of a mutual aid agreement. Public Works Director Hayse Whiteley commented about the work being done on the drainage for Molen Street and reported the hospitalization of Foreman Darrell Smith due to a back injury. Engineer Benton presented information about the county street-sign project, developments with Mountain Bell regarding property for a booster station, and the need for chip and seal on 17th Street. He recommended that the Public Works Director attend a workshop on asphalt repairing in Pocatello on November 27th. Claims to pay in the amount of $16,395.64 and vouchers for payroll expenditures since the previous meeting totaling $9,825.75 were presented and approved. Mayor Swensen requested that special attention be given in future years to keeping the weeds mowed along the streets and giving notice to owners of vacant lots about taking care of the weed nuisance. He also mentioned the need to eliminate the ditch-bank problem along the sidewalk on the south side of 17th Street west of Midway Avenue. A motion to adjourn was made by Councilman Williamson and seconded by Councilman Monson; voting was all in favor; the meeting was adjourned at 9:35 P.M. Swensen with the follow- ing City Officials present: Mayor Russell N. Swensen Councilman Robert D. Williamson Councilman Merle J. Q~igley Councilman Thayle D. Monson Absent: Councilwoman Carol A. Dille The pledge of allegiance to the flag was directed by Councilman Monson and the invocation was offered by Councilman Williamson. The minutes of the meeting on August 16, 1984, were approved as prepared. The Annual Certification of the Street Financial Report was reviewed, and Councilman Williamson moved that the report be approved. Whiteley I Ordinance No. 198, having the following title, was introduced: AN ORDINANCE AMENDIN:; THE ZONING ORDINANCE OF THE CITY OF AMMON BEING TITLE XI OF THE CODIFIED ORDINANCES OF THE CITY OF AMMON; PROVIDIN:; FOR A NEW SECTION RE- LATED TO MANUFACTURED HOUSING TO PROVIDE FOR STANDARDS AND REGULATIONS GOVERNING THE LOCATION AND APPROVAL OF MANUFACTURED HOUSING; PROVIDING FOR THE OBJECTIVES AND CHARACTERISTICS OF A MANUFACTURED RESIDENCE ZONE ; PROVIDTNGFORTHE AIlMINIS... Councilman Quigley moved to dispense with the rule requiring the reading of the ordinance on three different days and to waive the three readings. The motion was seconded by Councilman Monson; voting was Quigley yes, Monson yes, Williamson yes; motion carried. Ordinance No. 198 was read in full. It was moved by Councilman Williamson and seconded by Councilman Quigley that Ordinance No. 198 be adopted; voting was Williamson yes, Quigley yes, Monson yes; motion carried and Ordinance No. 198 adopted. Councilman Williamson mentioned that a used truck has been purchased, and Public Works Director Hayse Whiteley reported that the sander and new snow plow are being mounted on the truck. Mayor Swensen noted that he participated in a recent Metropolitan Planning meeting, and he pointed out that it is important to get action started on applying for funds to help with the City's share of the expenses for the project to widen and improve Ammon Road which is scheduled for Fiscal Year 1988. With reference to the law enforce- ment reports, it was observed that there have been only a few citations for speeding issued during the past seveEal months so there is a need to contact the Sheriff about giving more attention to the speeding on 17th Street. A review of the proceedings re- garding the McQuillan loghouse permit was given by Attorney Anderson. The City Clerk presented claims to pay totaling $21,083.80 which were approved along with claims for $18,324.76 paid since the previous meeting.
