Council Minutes 03/19/1973 I o 00 l'- CO W tJ,:l I I 1 CITY OF AMMON March 19, 1973 Minutes of the Regular Meeting of the Mayor and City Council: The meeting was called to order at 7:35 P.M. by Mayor Keith C. Turnbow with the following city officials present: Mayor Keith C. Turnbow Councilman Lynn C. Richardson Councilman Marvin J. Anderson Councilman Gerald B. Cheney Others present during the meeting were Boyd Thompson and Elvin Gottfredson. Clerk Deon Hemingway Attorney Franklin Smith Engineer David Benton Prayer was offered by Councilman Anderson. The minutes for the meeting of March 5, 1973 were approved as typed. The meeting was opened for a hearing of the 1973 Budget. Attorney Smith explained that a budget estimate was drawn up and approved at the last meeting, and the appropriation ordinance was ready for passage. In the absence of disapproval by anyone present, Attorney Smith read Appropriation Ordinance No. 110. Councilman Cheney moved to dispense with the second and third readings of the ordinance and to place it on the third and final reading by title only. Seconded by Councilman Richard- son; voting: Cheney, yes; Richardson, yes; Anderson, yes; motion carried. Ordinance No. 110 was read for its third and final reading by title only. Councilman Richardson moved that the Council adopt Ordinance No. 110. Seconded by Councilman Anderson; voting; Richardson, yes; Anderson, yes; Cheney, yes; motion carried. Mayor Turnbow presented a number of questions which City of Idaho Falls officials have indicated will have to be considered in coming to an agreement to contract for building inspection services, and an informal discussion was conducted to get the feeling of the council members. Attorney Smith advised that entering into such an agreement appears to be in accordance with state law, but some minor changes in the language of the proposed recodified ordinance pertaining to building pe.rmits and. inspections might be necessary. Further checking into this matter will be done by the City Attorney, in addition to working with the Idaho Falls Attorney to determine if the agreement terms should be in the form of an ordinance or a contract. A request for a zoning change was brought up by. Mr. Boyd Thompson who was advised to take his proposal to the Planning and Zoning Commission. Engineer Benton reported that a contact has been made with the Portland office of EPA, and information was given that there would be no participation by that agency in any work on the sewer project that is done before a grant offer is made. ThiS has resulted in a standstill at the present time in the plans to get the lines under the creeks and canals which was approved at the last meeting. Council members were reminded to attend the public hearing on the proposed zoning ordinance and recodification of the city ordinances on Thursday, March 22, at 8:00 P. M. in the Ammon Jr. High Auditorium. Mayor Turnbow requested a change in the wording of the section pertaining to snow removal, which was taken under advisement. Councilman Richardson called attention to the problem of garbage being dumped in the pit behind the Circle K Store, and it was suggested that the Attorney write a letter to the property owner. Mention was also made of complaints received regarding incon- sistencies in issuing parking tickets. .The 9:05 P. M.
