Councilman Swensen moved that the next regular meeting of the City of Ammon
be held on July 26, 1973, following the bid opening. Seconded by Councilman
Cheney; voting all in favor; motion carried.
The meeting adjourned at 11:55 P. M.
Claims were approved for payment.

Minutes of the regular meeting of the Mayor and City Council:
The meeting was called to order at 7: 35

Others present durirtg the meeting were Leona Dees, Doward Kopp, Larene
Rhodes, Iletta Curtis, Paul Curtis, Lennis Tirrell, Margene Tirrell, Lola W.
Robison, Maurice Robison, Evelyn Robison, and Mr. and Mrs. Boyd Stewart
(all of the Original Townsite); Debra Shults, Gail Howell, &.ran Gust, Larry
Gust, Gloria Harris, Lynn Olsen, and W. Harvey Olson (all of Sabin Drive);
Wilford M. McGavin, and Lynn C. Richardson.
Prayer was offered by Councilman Cheney. Minutes of the meeting of July 11, 1973,
were approved as typed.

Several individuals of the group listed above as being residents of the Original
Townsite presented requests for postponement or installing turn-arounds, etc.,
in response to the city's proposal to open the remaining dedicated alleyways as
moved in the meeting of June 20, 1973. The citizens were asked to take their
recommendations to the next meeting of the Planning and Zoning Commission on
August 22, and further consideration will be given to this matter before action is
taken.
The Council accepted a petition from the delegation from Sabin Drive requesting
enforced speed control on that street by replacement of speed signs which were
taken down during a recent construction project .and putting dips 0" bumps in the
street to slow down the traffic. After members of the group had expressed their
feelings, Mayor Turnbow indicated that the speed signs would b~ replaced im-
mediately and the City Officials would look into the matter of the speed checks
with its legal counsel. Later in the meeting, Mayor Turnbow inquired of
Attorney Anderson regarding this problem and the advice was given that there is
too much exposure to liability from any accident or damage that might be
caused from such speed checks. It was the feeling of the Mayor and Council
to accept this legal advice and endeavor to have better patrolling on Sabin Drive I
to try to correct the speeding situation.
Wilford McGavin of 2850 Teton St. was present to request a variance to the
5-foot. side-yard setback requirement so that an addition 10 his garage which he
is planning could be placed at 3 feet from his property line. This request had
been previously presented to the Building Permit Committee of the Planning and
Zoning Commission, and Chairman Cunningham reported that a recommendation
to deny issuance of a permit was made by that committee. Sitting as a Board of
Adjustments, the Council advised Mr. McGavin that he would not be allowed to
build closer that the 5 -foot requirement, and it was suggested that he endeavor
to purchase the additional 2 feet which he needs from his neighbor. Mr.

McGavin returned later in the meeting to report that his neighbor was not willing
to sell any of his property, but had signed an agreement indicating that he did not
object to the variance which was being requested. The Council consented to check
with the City Attorney to determine if such an agreement is binding and woula be of
any value in this matter so that a decision can be made on the variance request.
Attorney Anderson reported that Attorney Smith had written the letters to Super-
intendent Nelson of School District #93 and Bishop Peterson of the L. D. S. Church
regarding the ditch culvert as requested in the last meeting.

Engineer Benton reported on the progress of the resurfacing work on 17th Street, and
noted that he is providing subdivision maps for the City of Idaho Falls Inspection
Dept. to facilitate the Building Inspection Agreement which has been entered into.
A Resolution Authorizing Execution of Grant Agreement (copy attached hereto) which
was received with the official HUD Grant Agreement papers for funds for the Water
and Sewer Project was presented by Mayor Turnbow. Councilman Anderson moved
that the Council adopt the Resolution as presented authorizing the Mayor and City
Clerk to execute said Grant Agreement. Seconded by Councilman Cheney; voting all in
favor; motion carried.
Mayor Turnbow reported that there has been a small washout along Sunnyside Road
just west of the City Limits which should be fixed by the County. He mentioned that
a letter has been written to Maurice Robison of 3465 Owen St. advising him that the
trailerhome which is on his property must be moved because it is in violation of the
zoning ordinance which regulates where mobillhomes may be located and is too close
to the right-of-way.
A report on cost estimates for building up the shoulder of Midway Avenue bordering
McCowin Park was given by Councilman Anderson. A proposal of approximately
$985 was received from Waters Construction Co., and approximately $607. 50 from
Bonneville Paving Co. The latter proposal was approved.
Some suggestions for relay games for the Ammon Days celebration were handed in
by Councilman Cheney, who announced that he will have to be out of town on business
on August 4. An arrangement to have the City Officials use the float from the Country
Club Mall (Idaho Falls) has been made by Mayor Turnbow.
Councilman Southwick mentioned the problem of several dead-end streets having
been allowed in the City--no solution was suggested.
Councilman Swensen reported on the items discussed at the last BCOG meeting. A
suggestion was made by Mayor Turnbow that the Council of Governments discuss the
possibility of recommending more strict regulations concerning locating trailerhomes
on farm lots in the county.
Mayor Turnbow's proposal to have additional street lights installed in certain areas of
the City met with approval. Councilman Swensen moved that the City enter into a con-
tract with Utah Power & Light Co. for the following street lights: one on Sabin Drive,
two on Circle "S" Drive, two on Ross Avenue north of Sunnyside Rd., one on Ross
Avenue south of Sunnyside Rd., and one on Rich Lane. Seconded by Councilman
Southwick; voting all in favor; motion carried.
It was noted as a matter of record that the Bid Opening for the Water and Sewer Project
has been postponed until 7:30 P.M., August 2, 1973, and the next regular council
meeting will follow on the same evening.
