Council Minutes 08/02/1973 (2) 16 CITY OF AMMON AUGUST 2, 1973 Minutes of the Bid Opening Meeting for the Water and Sewer Project: The meeting was opened at 7:30 P. M. by Mayor Keith C. Turnbow with the following City Officials present: Mayor Keith C. Turnbow Engineer Larry Perkins Councilman Russell N. Swensen Engineer David E. Benton Councilman Gerald B. Cheney Attorney W. Joe Anderson Clerk Deon Hemingway I Councilman James H. Southwick and Councilman Marvin J. Anderson arrived at approximately 7:45 P. M. Also present were Mr. Gene Burch representing the Farmers Home Admini- stration, and a number of gentlemen from the construction companies that had submitted bids. After his welcoming remarks, Mayor Turnbow turned the time to Engineer Perkins who opened the bids which were recorded as follows: Schedule I (Sewage Collection and Water Distribution System)--Hartwell Excavating Company $1,520,954.25 (apparent low bid); Goodwin Construction Company, $1, 602, 918. 35; Robert V. Burggraf Company, $1, 617, 757.85; Galey Construction Company, $1,865, 127.10. Schedule II (Water Pumping and Sewage Pump Stations) - - Hartwell Excavating Company, $267,000.00 (apparent low bid); Goodwin Construction Company, $296, 970.00. Schedule III (Well Drilling) - - Andrew Well Drilling $20, 671. 70. Schedule IV (Concrete Storage Reservoirs) - -Crom Prestressing Company, $174,122. 25 with excep- tion in specifications; Goodwin Construction Company, $239,995.00; Brennan Construction Company, $270,750.00. The Engineer's Estimates were; Schedule I, $1, 587,000; Schedule II, $201,000; Schedule III, $17,800; Schedule IV, $155, 000. The Engineers will check the extensions in the bids, etc., and the matter of awarding the contracts is expected to be acted upon by the City Council at the I regular Council Meeting on August 15, 1973. ***************************** CITY OF AMMON August 2, 1973 Minutes of the Regular Meeting of the Mayor and City Council: The meeting was called to order at 8:40 P. M. (following the Bid Opening Meeting) by Mayor Keith C. Turnbow with ,the following City Officials present: Mayor Keith C. Turnbow Councilman Russell N. Swensen Councilman Marvin J. Anderson Councilman Gerald B. Cheney Councilman James H. Southwick Prayer was offered by Councilman Anderson. Minutes of the meeting of July 26, 1973, were approved as typed. Clerk Deon Hemingway Attorney W. Joe Anderson Engineer David E. Benton Brent Elg presented a request on behalf of the residents of Falcon Drive for speed control on that street. The matter of speed checks as mentioned in the last meeting was reviewed with Mr. Elg, and he was advised that the I City will ask for increased patrolling on Falcon Drive. Also he should let his neighbors know that they can help by getting license numbers and reporting persistent violators. Mr. Elg registered a complaint about loose dOgS also. In discussing the matter of being sure that speed limit signs are posted throughout the city to make better law enforcement possible, it was suggested that the City ,Officials look into the legality of putting signs at all entrances to the city stating that the speed limit is 25 miles per hour unles s otherwise posted. Councilman Southwick mentioned that comments have been made to him about the City entering into an agreement to pay the City of Idaho Falls for Building Inspection services when the State does it without charge. It was determined that the State inspectors have a large area to cover and inspections are some- '11',,-<<,0_ I o 00 l"- CO ~ ~ I I 17 times missed. A report by Councilman Southwick indicated that residents are generally pleased that action has been taken on the temporary resurfacing of 17th Street. A report was made by Councilman Swensen on cost of 24-inch reinforced and non-reinforced pipr for enclosing the irrigation ditch at the northeast corner of the Ammon Junior High School property. No action was taken. According to Councilman Swensen there is a Land Use Hearing at 8 P. M. on August 13 at the Westbank in Idaho Falls. It was suggested that Engineer Benton plan to be there and any of the Councilmen who can. Topics discussed at the recent BCOG meeting were reviewed by Councilman Swensen. He noted that he had placed before that committee Mayor Turnbow's request that the placement of trailerhomes in the county be studied by the BCOG. Councilman Swensen mentioned that there is a need to look ahead to the time when additional sanitary landfill sites will be required and the City may have to participate in obtaining land for this purpose. Approval was indicated for such a project with the pos- sibility of selling gravel for several years from property acquired then using it for a landfill. Councilman Anderson reported that Laurence Denning's road grader is for sale, and the feeling was expressed that extreme caution must be exercised in obtaining any more used equipment. With reference to the variance in the setback requirement requested by Wilford McGavin at the last meeting, Mayor Turnbow noted that the agreement signed by MCGavin's neighbor was not considered by the City Attorney to be of any value in this matter so the request was denied. Consequently, Mr. McGavin changed his plans so that the necessary setback requirement will be met and has been issued a permit to proceed with the additon to his house and garage. Mlayor Turnbow mentioned that he has received a lot of complaints about the con- dition of the streets within the City, but does not feel that any expense should be put in them at this time except for patching. There is a special need to repair the cuts in the paving on Ross Avenue north of Sunnyside Road, which the City crew should take care of in the near future, along with re-shingling of the pumphouses at #1 and #3 Wells. Councilman Southwick moved that the meeting adjourn at 10:40 P. M. were approved for payment. Prayer was offered by Councilman Southwick. Minutes of the meeting of July 26, 1973, were approved as typed. Claims were approved for payment. Councilman Swensen reported on the Land Use Hearing held recently under the direction of a state committee. He noted that the tone of the meeting was in favor of leaving planning under local control with some guidelines from the state and close cooperation between local governmental units. Councilman Southwick attended this meeting also.
