After everyone had been welcomed by Councilman Swensen and introductions had
been made, the meeting was turned to Mr. Hurst of HUD who asked Larry Perkins
to direct the business.
Inquir.~ and comments were invited from the representatives of the utility companies.
Utah Power&: Light Co. needs a set of plans and will work with the contractors in
moving poles if necessary. Mountain Bell representatives received prints recently,
but are nots yet familiar with them. In response to a question about shoring of
trenches, they were advised that contractors must meet safety standare.s and trenches
will be shored or caged. Assurance was given that preliminary planning has tried
to eliminate as much as possible interference with telephone poles and buried cables
so the telephone company should not be called upon excessively for relocating and
repairing lines. The Intermountain Gas Company men requested all possible
nttice when construction will be in the vicinity of gas line s, and would like to try
to work a day ahead rather than on an emergency or way ahead.
Mr. Hansen of the Department of Labor advised the contractors that he would like
to receive a copy of wage rates monthly. Two copies of certified payrolls are to
be supplied to the City.

Mr. Perkins reparted far the EPA to. the effect that separate accaunts will
be required and payrall recards, bands, etc. must be an file with the City.
Inspectians af the canstructian will be made and may be unannaunced'.
FHA afficial, L. Ray Petersan, explained that funds will be made available
by the Engineer making aut estimates an a 30.-day basis which must be ap-
praved by the FHA and the City and sent to. the bank far payment to. be made.
Papers far these transactians can be signed by the lacal representative
(Gene H. Burch). It will take langer to. apprave "changeavers ".
Accarding to. Engineer Perkins, time limits an the cantracts are to. start with I
the instructian to. praceed and may be extended if cause is shawn. A pragram
schedule is required to. be submitted within five days after the award is made.
In answer to. an inquiry by a representative af Hartwell Excavating Ca., Mr.
Perkins advised that the narmal cut-aff date far estimates is at the end af
the manth, then paid by the 15th. The City Cauncil may want to. cancur an

Mr. Laird af the City af Idaho. Falls annaunced that Dauglas Maser will be
in charge as far as their City gaes. They will be watching and are particul-
arly cancerned abaut pipe installatian and grade as they will be taking aver
the maintenance.
HUD afficial HUgh Hurst nated that HUD and EPA pracedures are the same.
Equal Emplayment Oppartunity (EEO) and Labar Relatians peaple fram HUD
will be here sametime within the next two. ar three manths to. check an matters
cancerning emplayment, wage rates., etc. The necessary pasters are avail-
able at the lacal FHA affice and Prevailing Wage Schedules can be abtained (
fram the State Labar Department.
Instructians given by Mr. Perkins indicated that a Praject Engineer (Daug
Jensen) is to. be assigned and all cantractars, gavernment agencies, and
gavernmental units are to. wark thro.ugh him. Specificatians are tight and
pravisians have been made far whatever needs to. be dane. All are' working
taward a gaal af getting the jab dane right.

When Mr. Andrew called attentian to. the warding af the cantract which.
seemed to. allaw him to. camplete the cantract and still nat have water, Mr.
Perkins stated that he wauld wark an that.
