December 4, 1974
Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at "1 :35 P. M.
with the following City Officials present:
Mayor Keith C. Turnbow
Councilman Russell N. Swensen

Fire Chief Marvin McGary, Mr. Earl Yoder,
Prayer was offered by Mayor Keith C. Turnbow.
In response to an inquiry by Jack Chappl~ of 1755 Avocet Drive about the progress
- of the sewer project in relation to being able to make connections in his area,
Mayor Turnbow explained that there have been some problems in getting supplies
and flushing out the main lines so that the hook-on schedule is running behind,
but everyone will be notified by mail when the approval has been given, and that
digging and laying the pipe except for the connection before the notice of approval
is sent out is not acceptable because this would mean that two inspections would
be required. Concerning the street work under the contract which Mr. Chapple
asked about, - it was noted that the contractor is responsible for one year.
Fire Chief Marvin McGary invited the City Officials to the banquet for the Volunteer
Fire Department at 7:30 p. m. on December 13. Approval was given to a suggestion
that each fireman be presented with a turkey as a token of appreciation for services
given throughout the past year.
Fire truck problems as mentioned by FireChief McGary were discussed, and it
was felt advisable_to look into getting a new fire truck on a lease-option plan.
Mayor Turnbow requested that Councilman Hirschi work with the Fire Chief and
have information ready for the next meeting. Difficulties with the radio which is
now in the Dodge fire truck were also brought to the attention of the Council by
Fire Chief McGary.
Mr. Earl Yoder requested consideration of a proposal to build a private Navy Club
on property which is adjacent to the Ammon City Limits at the carner of 17th Street
and the Ammon-Lincoln Road. He explained that such a facility is needed for the
Navy personnel stationed in this area. It would be civilian owned and managed with
admittance by membership only. A proposed floor plan was displayed, and it was
indicated that the building would accomodate -from 300 to 400 people. TheCouncil
members expressed a desire to study the matter and discuss it at the next council
meeting, then have Mr. Yoder return to the first meeting' in January, 1975.
The proceedings of Local Improvement District No.6 were discussed. Councilman
Hirschi moved that the Resolution of Intention to create L. 1. D. #6 be modified
to include only that work which was contemplated on Res s Avenue. The motion was
seconded by Councilman Swensen; voting--Hirschi, yes; Swensen, yes; Cheney, yes;
motion carried. Councilman Cheney moved to accept the Asspssment Roll and
mailing of notices on the L. I. D. #6 Assessment Roll and to set the date of January
8,1975, at 8 P.M., for the Protest Hearing Meeting. The motion was seconded by
Councilman Hirschi; voting--Cheney, yes; Hirschi, yes; Swensen, yes; motion carried.
Engineer Benton reported that the Ross Avenue sewer life station should be fn
operation shortly, and the the clay valves for the new pump on Well :ll5 ha~e been
ordered and should be installed in a few days. Explanation'was made by Mayor
Turnhow that the water problem on Monday was due to a powel' failure, and Engineer
Bention mentioned how the auxilIary generator could be put into operation in such a
situation.
Mayor Turnbow asked Attorney Anderson to write a letter to Farmers Home Admin-
istration requesting them to notify the bank of the contract extension on the water
and sewer project for the interim financing records.
A request was made by Mayor 'T'urnbow that Engineer Benton make arrangements
to have the ditch along Midway Avenue just north of Rawson Street moved so that

traffic problems can be avoided there.
Councilman Swensen suggested that notice should be given to the own~rs of the
trailerhome which is parked on the property of Dennis Jensen on Romrell Lane
that this is in violation of the City Ordin.ance and the trailerhome should be
moved.
Attorney Anderson reviewed an incident involving the Animal Co,ntrol Officer
wherein the .tranquilizer gun had been used on a dog whic.h had tried to bite him,
and the death of th~ dog had followed. It was felt that an autopsy on the dog would
not be necessary except at the request and expense of the ,owner.
The need to have information sent in on the estimated population increa$e to
to the Office of Revenue Sharing was mentioned by Mayor Turnbow, with
Attorney Anderson being asked, to take care of this.

It was decided to have Maintenance Supervi'Sor LaVern Williams attend the
special Traffic Signing meeting on December 10 along with Councilman Swensen.
Councilman Hirschi reported that he had made a partial survey of the streetlight
situation~ and the Mayor expressed a need for this information so that the
expense involved can be figured into the budget.
Accordi~g to Councilman Swensen, the Bonneville Council of GoverJlments will
meet o,n the morning of January 8, 1975, to elect new officers, etc., Suggestions
for programs to work on for the next year are requested. Mayor Turnbow
expressed a desire to have more study put into land use planning around the
Ammon Citylimits. It was note~ that some funds frOm the Housing and Community
Development Act may be available to Ammon.

Mr. Bingham of 3200 Midway Avenue inquired about getting a permit to put an
apartment in the basement of his home. The availability of adequate parking
space was discus'sed. It was determined that it would be necessary to have
a variance granted before approval could be given to this request, and, Mr.
Bingham was asked to get the signatures of the property owners within 200 feet
showing that they would not object. This request would then be given to the
Variance Committee of the Planning and Zoning Commission to study and make
a recommendation before the City Council takes any action.

Attorney Smith introduced Deputy Ciro Rustici who is in charge of animal control
for the County, including Ammon. Mr. Rustici reviewed procedures being used
