PUBLIC HEARING ON THE PROPOSED ALLOCATION OF FEDERAL REVENUE SHARING FUNDS:
Mayor Wehmann explained that the public hearing was being held to comply
with the Federal RegulatioBs regarding the use of revenue sharing funds,
and that proper notice had been given in the Post-Register newspaper as
required by the law. The anticipated receipts and expenditures of revenue
sharing funds during Fiscal Year 1978 (October 1, 1977, to September.30,
1978) were listed as follows

I twas pointed out that items for "Public Safety" would include signs,
crosswalks, and some street work; expenditures under the "health"
category could be spent for such things as installing fences around
city wells; and "recreation" funds would make a payment on the new lawn
mower, etc. There being no interested citizens present to make comment
or object, the proposed use of revenue sharing funds was considered to
be acceptable, and the hearing was closed. ~:/ / /

BUDGET HEARING,
Councilman Swensen reviewed the Revenue Sharing portion of the budget for
Fiscal Year 1978, noting that a separate public hearing had been propeDo/
advertised and held previously, as required by law. In response to a
question about the amount listed for Library, Councilwoman Dille explained I
that this was a carryover item, and was included in the budget in antici-
pation of building shelves for the books that have been donated in one of
the existing rooms in the City Building so that a library system can be
started, if feasible, but the money is not intended to pay for Ammon re-
sidents to use the Idaho Falls Library as was done several years ago
before the fee was raised to $25 per year per card for anyone living out-
side the Idaho Falls city limits. Other proposed uses of the Revenue Sharing
funds, as presented in the hearing on the previous week, were discussed,
and it was pointed out that the expenditure of these funds is included in
the total city budget.
The figures showing the estimated revenue and proposed expenditures for
the complete budget for fiscal year 1978 were displayed on the chalkboard,
and there was some discussion about the amount to be spent for law enforce-
ment compared to the services received. Also shown for the informationef
the public were the assessed valuations and tax levies for the past few
years and the proposed levy and certified valuation for this year, along
with a chart lisitng the taxes assessed by the different taxing units which
are paid by City of Ammon property owners, including the school district,
city, county, cemetery district, floOd district, etc., and a comparison
of the taxes levied by a number of other cities in the area. Councilman
,Swensen went through several examples of how to figure the amount of tax
paid on a number of property values, emphasizing the fact that property
tax will be paid on only 18.1% of the assessed value which, in turn, is
almost always somewhat less than the market value of the home and lot.
He also explain~d the reasoning of the City for needing to increase the
water rates 50~ per month and the garbage rates 50~ per month for a total
raise of $1.00 per month. One resident stated that he would expect better
service if the garbage fee is increased, and there were other comments for and
against the work done by the men on the garbage collection. Regarding the
proposed tax increase of 4.2 mills, Councilman Swensen pointed out that the
City plans to pave roads in the area of McCowin Park and the swimming pool
parking lot with some of the money to be raised from taxes. Questions asked
and comments made by the public as the budget figures were reviewed in more
detail were relative to standards for street work, emergency power for the
water system, the cost of street lights and turning some lights off on
17th Street, maintenance and use of the street sweeper, drainage at the
south end of Hoss Avenue, fixing the roof at the park shelter, the lood
work done on the new backstops, the dances at the tennis courts, solar
heating for the pool water, ice skating and skate boar. rinks, etc.
