Others present during the meeting were Mr. and Mrs. Reese Brown, Dr. and
Mrs. A. Wm. Brunt Jrl, Paul Brunt, and Clarence ("Curly") Shores.

Special Meeting of Nov. 9, 1973,
Reese Brown, representing Eastgate Mobile Village, presented a request to have
the Council consider again reduced r<iLtes for city utility services at the trailer
park. He explained that this is neede due to the problem the owners are having
getting financing for the trailer park since the rates in Ammon make it difficult
for the business to meet the competition of similar businesses in nearby Idaho
Falls. If the reduced rate is not possible, Mr. Brown expressed the desire of
the owners to be de-annexed from the City of Ammon, indicating that the City
of Idaho Falls would be willing to annex the Eastgate area, and the utilities
would then be under that city's rates. Dr. Brunt reviewed the building up of
the northwest section of the city by his father's construction company and the
problems incurred in developing the trailer court, appealing to the Council to
take these matters into consideration in making a decision on the request at hand.
Mayor Turnbow asked for time for the City Engineer to do some figuring.
Engineer Benton recommended that the Council specify a basis for allowing a
decrease in rates, if such a decision is made, so that the policy would be
consistent for other similar situations. Later in the meeting the Council checked
information about utility rates in cities of the surrounding area, and received
advice from the attorney that the city officials should avoid making a decision
in this case to accomodate a busine s s financing problem which might jeopardize
the City's position in receiving grant funds for the Water and Sewer Project
which is under way. After a lengthy discussion of the facts and figures by the

voting all in favor; motion carried. Dr. Brunt was notified by telephone of this action.
Mayor Turnbow announced that he .had reviewed the operations to date under the
Building Inspection Agreement with the City of Idaho Falls and found them to be
satisfactory. He introduced Clarence ("Curly") Shores, Idaho Falls Electrical
Inspector, who noted that Idaho Falls proposes to begin;using the schedule of
electrical inspection fees now used by the State and to adopt the 1973 edition of
the Uniform Building Code. He explained the reasoning for requiring permits and
inspections for installing lawn sprinkling systems and new electric water heaters
and for remodeling. Agreement was indicated by the /Council that all these
matte rs should be incorporated into the city's recodification.
