Councilm,n Cheney r~ised ~ question ,bout the 1974 Bonneville Council
of Governments budget, and Councilm~n Swensen mentioned that this budget
had been brought before the City Council several months ago. Mayor Turn-
bow pointed out that Councilm~n Swensen has the authority to represent
the City when immediate decisions need to be made at BCOG meetings, but
it would be well to suggest that matters should be discussed by the
different City Councils whenever possible before BCOG action is taken.
Since several of the City Officials plan to be out of town on the next
regular meeting date, it was decided to postpone that meeting until 8:00
P.M. on Tuesday, July 23, 1974.

Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 8:35 P.M. by Mayor Keith C. Turnbow,
wi h the following City Officials present:
Mayor Keith C. Turnbow Engineer David E. Benton
Icouncilman Brent Hirschi City Attorney W. Joe Anderson
Councilman Russell N. Swensen
Councilman Marvin J. Anderson (Councilm,an Gerald B. Cheney was absent)
Prior to the official opening of the meeting, Mayor Turnbow presented
Park application forms to City Engineer Benton for completion to apply
for funds from the Idaho State Parks and Recreation Dept. in regards to
new park acquisition. A discussion followed in regards to parks develop-
ment. Mr. Jim Poulsen of the State Parks Dept. will visit the City on
August 5th or 6th for consultation; further details will be forthcoming
as to time and place. Councilman Swensen was asked to work with Council-
man Cheney on the McCowin Park development plans.
Prayer was offered by Councilman Hirschi.

Minutes of the meeting of July
Attorney Anderson read Ordinance No. 120, an amendment to the zoning
ordinance relative to changing the requirements for residential lot
widths to 80 feet. Councilman Swensen moved that the 2nd and 3rd read-
ings of Ordinance No. 120 be dispensed with and that it be placed on its
3rd and final reading by title only inasmuch as no protests were heard
at the Planning and Zoning Commission hearing held July 10, 1974. The
Imotion was seconded by Councilman Hirschi; voting was all in favor;
motion carried. Attorney Anderson read Ordinance No. 120 by title only.
Councilman Swensen moved that Ordinance No. 120 be passed; seconded by
Councilman Hirschi; voting all in favor; motion carried.
Engineer Benton and Attorney Anderson read and discussed information on
the proposed Local Improvement District #6, which includes curb, 0utter,
waterline, sewer, and pavement as needed for streets in several areas
of the City. A protest hearing was set for the regular meeting time on
August 21, 1974. It was noted that Engineer Benton is gathering deeds
for the property needed along 17th Street, and that County Engineer
Robert Gray has the 17th Street improvement project in the design stage
with some deeds still lacking.
