Anderson explained that Protective Covenants. are a private matter and cannot
allow what the City does not allow; also that livestock animals are prohibited
in Mr. Ragan's nelghborhood under the Animal Overlay regulation.
Mr. Roland Romrell appeared to request the help of the City in solving the problem
of not being able to get sufficient water through the irrigation ditch culverts
along the school and church properties to take care of his needs as a ditch
user. Attorney Anderson explained that the City does not own or distribute the
water and has no stand to require the property owners to unplug the ditch, so this
would take action of the ditch users. According to Mr. Romrell, a former City
Council authorized the school and church to install the culverts, and he felt that
the City should be involved in getting the problem resolved. In response to his
request that consideration be given to setting up a meeting to be chairmaned by
the City with the people involved being invited, it was decided that this could be
done and should be under the direction of Councilman Swensen who has been in. charge
of maters pertaining to the irrigation ditches.
Mr. Romrell remarked on the efficiency of the Volunteer Fire Department,
noting that usually someone has the fire machines out of the building before the
siren stops. He suggested that something be put into the budget to compensate
the firemen in some way.
Claims were approved for payment.
The meeting was adjourned at 10:15 P. M.

Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7: 35

Others present were Glenn Smith, Allan Hemingway, and Mark Zohner of American
Legion East Bonneville Post #139, and Robert Gray and William Manwill of the
Bonneville County Engineer Office.
Prayer was offered by Councilman Hirschi. The minutes of the meeting of August
20, 1975, were approved as typed.
Glenn Smith, representing the local American Legion Pos,t,expressed appreciation
for the use of the City tennis courts for a dance the preceding Saturday, and asked
to be on record for requesting the use of the tennis courts for two (2) dances next
year--one each in June and July. Mr. Smith and Mr. Hemingway r!lade comment
on the good conduct of the young people who attended the dance, and indicated that
the law enforcement officers told them that there were no problems observed.
Regarding dances for next year, Mayor Turnbow asked for time to discuss this,
since a proposal has been made to the County to use a location at Sandy Downs for
outdoor dances in the future.
Mayor T,urnbow explained that County Engineer Robert Gray and Mr. Manwill
were pres'ent to discuss a proposal to set up an agreement with Bonneville County
to provide the service of Ammon I s street sweeper in county subdivisions that
have curb and gutter. It was noted that copies of the subdivision plats had,been
sent to the Councilmen for study, and that there are approximately 11.21 miles of
such streets, some of which would need to be swept two to three times per month
while others would 'only be once a month, or less. In response to an i!1quiry by
Mr. Gray regarding the anticipated cost, Mayor Turnbow quoted a figure of $23.00
per hour which he indicated would cover the use of the sweeper, the labor of the
