9/16/1999 Council Minutes CITY OF AMMON September 16,1999 Minutes of the Regular Meeting of the Mayor and City Council: I The meeting was called to order by Mayor C. Bruce Ard following City Officials present: Mayor C. Bruce Ard Council member W. Lee Bean Council member Harvey L. Crandall Councilmember Ira K. Hall Council member Steven J. Loveland Attorney W. Joe Anderson City Clerk Aleen C. Jensen Absent: Engineer Bill Manwill Public Works Director David Wadsworth Fire Chief Clarence Nelson The Mayor and City Council participated at 6:00 P. M. in the ribbon cutting ceremonies for the new Edwards Theater. Attorney Anderson introduced Ordinance No. 269, Annual Appropriation Bill of 2000, by title, AN ORDINANCE PROVIDING FOR THE ANNUAL APPROPRIATION FOR THE CITY OF AMMON, BONNEVILLE COUNTY, IDAHO; FOR THE APPROPRIATION OF THE SEVERAL FUNDS AND THE PURPOSES FOR WHICH APPROPRIATED DURING THE FISCAL YEAR 2000, COMMENCING OCTOBER 1, 1999, AND ENDING SEPTEMBER 30, 2000, AND PROVIDING FOR THE AMOUNT APPROPRIATED FOR SUCH FUNDS. I Councilmember Crandall moved that the City Council dispenses with the rule requiring the reading of the ordinance on three different days and that the three readings be waived. Council member Bean seconded the motion. Roll call vote: Crandall - Yes; Bean - Yes; Hall- Yes; Loveland - Yes. The motion carried unanimously. Ordinance No. 269 was again read by title and reviewed in full by Attorney Anderson~ Council member Crandall moved the adoption of Ordinance No. 269 as an ordinance of the City of Ammon on its third and final reading. Councilmember Bean seconded the motion. Roll call vote: Crandall - Yes; Bean - Yes; Hall - Yes; Loveland - Yes. The motion carried unanimously. Ordinance No. 268, An Ordinance Amending the Zoning Ordinance of the City of Ammon, was discussed. The proposed changes were considered at a Public Hearing before the Planning and Zoning Commission on March 2, 1999. The City Council held their Public Hearing on August 19, 1999. The ordinance has been drafted and revised several times. However, it is not ready to be passed because of differences of opinion regarding the sections on manufactured housing. It was determined that the City Council and the Planning and Zoning Commission members need to meet together to resolve the differences. I Mayor Ard adjourned the City Council Meeting of Thursday, September 16, 1999, to a time certain of Tuesday, September 21,1999, at 7:00 P.M. in the City Building, 2135 South Ammon Road. The purpose of the adjournment is to invite the members of the Planning and Zoning Commission to meet with the City Council for a work session regarding the changes to the zoning ordinance, particularly Chapters 30 and 32, as addressed in Ordinance No. 268 pending before the City Council.
