10.17.2019CouncilAgenda (packet) Planning and Zoning Director Planning and Zoning Director Planning and Zoning Director Planning and Zoning Director Public Works Director/City Engineer Public Works Director/CityEngineer Planning and Zoning Director) City Administrator Ammon City Council Meeting 10-15-2019Page 1 of 90 City Attorney Ammon City Council Meeting 10-15-2019Page 2 of 90 SNOW REMOVAL PROCLAMATION A PROCLAMATION OF THE MAYOR OF THE CITY OF AMMON, IDAHO ESTABLISHING A POLICY FOR SNOW REMOVAL REGULATIONS AND OPERATING PROCEDURES WHEREAS, the Mayor of the City of Ammon is authorized by Section 9-9-3 of the Ammon Municipal Code to issue a Snow Removal Proclamation; and WHEREAS, the City of Ammon maintains city streets for the safety and mobility of all users in all seasons of the year; and WHEREAS, the Mayor and City Council of the City of Ammon prioritize the efficient removal of snow from Ammon public streets; and WHEREAS, the Mayor and City Council of the City of Ammon have adopted a balanced budget for Fiscal Year 2020 which includes expenditures dedicated for the removal of snow from public streets within the City of Ammon; and WHEREAS, Exhibit A of this proclamation establishes Snow Removal Regulations, Policies, and Operational Procedures for the City of Ammon, hereafter referred to as the Snow Removal Proclamation; and WHERAS, the Snow Removal Proclamation establishes Winter Snow Regulations and procedures for Snow Removal Operation; and WHEREAS, this proclamation shall remain in effect until rescinded by the Mayor of the City of Ammon; WHEREAS, the effective date of this proclamation shall be October 17, 2019. NOW, THEREFORE, BE IT RESOLVED by the Mayor of Ammon, Idaho to adopt this proclamation and accompanying Exhibit A, thereby establishing a policy for snow removal regulations and procedures. This proclamation will be in full force and effect upon its adoption this (17) day of October, 2019. CITY OF AMMON ______________________________ Sean Coletti, Mayor ATTEST: _________________________ Interim City Clerk Ammon City Council Meeting 10-15-2019Page 3 of 90 EXHIBIT A SNOW REMOVAL REGULATIONS, POLICIES, AND OPERATIONAL PROCEDURES Section 1: Winter Snow Removal Regulations 1.Dates of Regulations. Regulations are effective November 15 - March 15 every year. 2.Snow Event Definition. A Snow Event in the City of Ammon is when the National Weather Service predicts the possibility of snowfall in excess of 2 inches and/or snow accumulation reaches 2 inches in any single snowstorm within the City of Ammon. 3.On-Street Parking Regulations a.Prohibited Parking. On-street parking is prohibited during a Snow Event on all city rights-of- way and for such period of time thereafter and until the City has completed snow removal operations as provided for in Section 2 below \[Ammon Municipal Code Section 9-9-4\]. For the definition of a Snow Event, see above. b.Citations. Owners with vehicles parked on public streets during a Snow Event shall be guilty of an infraction. \[9-9-10\] c.Towing. Vehicles parked on public streets during a Snow Event may be towed and -9-7\]. If a vehicle is towed, owners will contact Bonneville County dispatch at (208) 529 - 1200 to pick up their vehicle. 4.Moving Snow into City Right-of-Way (ROW) a.Snow Moved into ROW. Moving snow from private property to the public right-of-way is prohibited at all times. \[9-9-8\] b.Snow Moved Across ROW. Moving snow across the public right-of-way is prohibited. \[9-9-8\] c.Violations. Any person found storing snow in the right-of-way that originated on private property or moving snow across the public right-of-way shall be guilty of an infraction. \[9-9- 10\] Section 2: Snow Removal Operations 1.Authority of Public Works Director. The Public Works Director shall be authorized to initiate the operational actions necessary to remove snow from city streets during a Snow Event. 2.Snow Removal Street Priorities. Snow shall be removed from city streets according to the follow priority order: thstst -Priority 1: Arterial streets. Examples of arterials include Sunnyside, Ammon, 17, 1, 21, and th 49 streets. -Priority 2: Collector streets. Examples of collector streets are Midway, Ross, Stonehaven, Windsor, Ridgewood, Eagles Homestead, Thunder, Millcreek, John Adams, Tiebreaker, Stafford, Fieldstone, Stonegate, Owen, Cabellaro, and Judy streets. -Priority 3: Neighborhood streets. These streets will be cleared as quickly as possible after Priority 1 and 2 Streets are cleared and based on essential city services, garbage collection, and/or snow depth. 3.Garbage Collection. Snow Event and operational needs may necessitate a one-day delay for garbage collection. 4.Driveway Access. Driveway access will not be cleared by the City of Ammon. 5.Notification. Summary of Analysis st 1.The project involves a complete design of 1 Street from Sand Creek Bridge to Ammon Rd and st design of a new Sand Creek Bridge. The design will improve the capacity of 1 Street 2.According to state statute, the Request for Proposal (RFP) was advertised on August 22 and August 29, 2019 with September 5, 2019 at 4:00 pm the deadline for all responses 3.Based on the following criteria, Staff recommends hiring Horrocks Engineers for the project: a.Past experience and familiarity with Ammons future street designs. b.Competency of the listed team members. In addition all submittals shall also be submitted in electronic form.The preliminary plat shall be submitted at least ten (10) days before a Planning Commission meeting date. The Planning Commission shall review the application within ten (10) days from the first meeting at which the plan was formally presented unless an extension of time is agreed to by the subdivider. Prior to making a decision on the proposed preliminary plat the Planning Commission shall determine if a public hearing should be required for the proposed preliminary plat request. If the Planning Commission determines a hearing should be held, there shall be a hearing scheduled for the next available hearing date before the Planning Commission. Final approval of preliminary plats shall be by the City Council. Any preliminary plat containing more than three (3) lots shall be submitted to the Planning Director at least fifteen (15) days prior to the deadline for submission of such plat to the Planning and Zoning Commission. The Planning Director shall submit the drawing for review by the City Engineer, Fire Chief, Building Official and Planning Director. Said review shall provide the developer with any issues needing to be addressed prior to a submission to the Planning Commission. Changes required by the staff review shall be reflected on the submitted preliminary plat. The preliminary plat so prepared by the subdivider and formally filed with the Planning Director shall contain the following information. (A)The proposed name of the subdivision. (B)The location of the subdivision as forming a part of some larger tract or parcel of land referred to in the records of the County Recorder. (C)A vicinitymap showing a radius of one-half (1/2) mile around the proposed development shall be provided. All existing roadways shall be shown, with names on the vicinity map. (D)A contour map at appropriate contour intervals to show the general topography of the tract. (E)The boundary lines of the tract to be subdivided shall be accurate in scale and bearing. (F)The location, widths and other dimensions of all existing or platted streets shall be shown on the preliminary plat. In addition, important features within one hundred (100) feet and contiguous to the tract to be subdivided and recorded as a legal document shall be shown on the preliminary plat. Examples of those features include but are not limited to railroad lines, water courses, easements and exceptional topography. (G)The approximate location of existing sanitary sewers, storm drains, water supply mains, fire hydrants, and culverts within the tract and immediately adjacent thereto. (H)The location, widths, and other dimensions of proposed streets, alleys, easements, parks, lots, and other open spaces. (I)All parcels of land intended to be dedicated for public use or reserved for the use of all property owners with the purpose indicated. (L)The following items shall be printed on the preliminary plat: 1.Density of subdivision in living units 2.number of lots within the division 3.average size of lots within the division 4.total size of plat (in acres) 5.A signature line showing approval date shall be provided for the Planning Director. (M)Mitigation of the impact of development on public facilities should be considered at this stage. Recommendations from staff and the Planning and Zoning Commission shall be directed to the City Council for consideration. 1.Written record of staff and the Planning and Zoning Commission recommendations for mitigation shall be included in the staff presentation to the City Council for each preliminary plat presentation. 2.Written record of the decision and motion of the City Council requirements for mitigation shall be incorporated into an annexation or development agreement prior to the final platting stage of said development. The preliminary plat shall be drawn to a scale not smaller than one (1) inchto one hundred (100) feet. One (1) copy of the approved preliminary plat will be kept on file for public examination at the office of the Planning Director.
