Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to

The Pledge of Allegiance to the Flag was led by Councilmember Hall, and Council-
member Bean offered the invocation. There was not a quorum present so no official
action was taken. Agenda items were discussed.
Mayor Ard explained he had been contacted by Emerson and Joy Jenkins regarding
access to the Pony Acres/Barbara Jean Estates bridle path. Residents of Pony Acres
are of the opinion that the City of Ammon does not want any access to the path from
Talmage Street. There is apparently a misunderstanding. The City does not want
general public access to the bridle path from Talmage Street, but the residents
are entitled to a controlled access. Pony Acres residents propose to leave the
gate where it has been erected, providing they can have a key to use it, and to
construct additional fencing to protect both subdivisions so they can access by
Talmage Street. The proposal appeared to be reasonable, but it should be worked
out with the interested residents.
Launa Coronado contacted the City Office to volunteer her Brownie Girl Scouts for
a City Building beautification proj ect proj ect. The City Building landscaping
plans included in the original architectural drawings were reviewed. It was
suggested the plans be followed. Public Works Director Wadsworth was asked to
check out costs for pouring cement grass barriers in the designed areas in front
of the building. The Brownies Scouts can have an area to plant and care for after
a grass barrier is installed. Russell Swensen has two flowering trees available
for planting in the grassy area next to the Ammon Road curb.
Public Works Director Wadsworth and Engineer Benton reported on Well No.8. The
project is moving slowly, and the electrical work is behind schedule. The Mayor
and Council were in agreement that the contractor promised to have the pumping
system in operation by the week of April 20th.
City of Ammon Spring Clean-Up Day is May 10, 1997. All non-household garbage
should be out to the curb not later than 2:00 P.M. The sanitation crew will begin
canvassing the City at 10:00 A.M.
Reports: David Wadsworth reported for Public Works. Plans are to begin work on
the McCowin Park sprinkler system. Some of the old playground equipment has been
taken out of the park. Two bids have been obtained to have the McCowin Park
walking path sealed. The Council recommended the path be seal coated before it
begins to break up.
Engineer Benton has been working on the plans for the East 17th Street project.
Final plans should be ready for Council review on May 1. Estimated time to begin
the project is about June 1.
Councilmember Hall authorized $300 for cleaning irrigation ditches in the old Ammon
townsite.
City Clerk Jensen inquired about the status of the Mansion House special use
Qermit. The operators of the craft and gift business have moved out, and new
operators are checking into using the house for a wedding and party decoration
business. The special use permit needs to be reviewed to determine necessary
action. Roger Jones of Young Electric Sign Company has questioned City of Ammon's
charge of $75 for a sign permit, and he asked the Council to reconsider that fee
schedule. The Planning and Zoning Commission is presently working on a sign
ordinance recommendation. A request has been received to use McCowin Park on July
20 for a ~ar show.

Fire Chief Clarence Nelson reported for the Fire Department. Councilmember Bean
discussed enforcement of Ammon's nonsolicitation ordinance. Claims were approved.
Councilmember Hall moved to adjourn, and the motion was seconded by Councilmember
Bean. The meeting was adjourned at 8:20 P.M.
