PARKS, RECREATION AND TRAILS COMMISSION

2-3-1: APPOINTMENT: The Mayor, subject to the confirmation of the Council,
shall appoint a Parks and Recreation Commission, consisting of nine (9) members.
2-3-2: QUALIFICATIONS: All members shall have resided in the City of
Ammon for a period of 18 months immediately preceding their appointment. All
members shall be a minimum of eighteen (18) years of age, except one (1)
representative appointed to represent the youth of the community may be under the age
of eighteen (18) at the time of their appointment. No elected or appointed officer of the
City shall serve as an official member of the Parks, Recreation and Trails Commission.
2-3-3: TERMS: Members of the Parks, Recreation and Trails Commission shall
serve a term of three (3) years. The term of each member shall expire on December 31
of the third year following their appointment, provided the terms of no more than one-
third (1/3) of the full commission shall expire in any one (1) year. Vacancies in the office
of the commission during the term of an appointed member shall be filled by the Mayor
following the requirements in section 2-3-1 of this chapter. Terms of each member
appointed shall expire on December 31 of the year in which their appointment expires.
Upon the formation of the Parks and Recreation Commission the following appointments
shall be made:
3 persons appointed for a term of three (3) years.
3 persons appointed for a term of two (2) years.
3 persons appointed for a term of one (1) year.
2-3-4: COMPENSATION: All members of the Commission shall serve and act
without compensation, except that their actual and necessary expenses shall be allowed
and the City shall purchase the necessary and suitable equipment and supplies to
enable the Commission to properly transact and attend to its business.

2-3-5: ORGANIZATION: At the first meeting of each new year, the members of
the Commission shall elect one of their members, President and Vice President and
such other offices as deemed necessary by the Commission. The City Parks and
Recreation staff shall provide secretarial service for the Commission and shall furnish all
records of minutes to the City Clerk for all matters pertaining to meetings including
notices, agendas and minutes. Posting of a public meeting at the Ammon City Hall shall
be the responsibility of the Parks and Recreation Director.
2-3-6: RULES AND REGULATIONS: The Commission shall adopt such rules
and regulations as it deems necessary to carry out the provisions of this Chapter.
2-3-7: DUTIES: The Parks, Recreation and Trails Commission shall act as an
advisory Commission to the Mayor and City Council.
It shall be the duty of the Parks, Recreation and Trails Commission to work in
conjunction with the Parks and Recreation staff, and to advise and recommend to the
Mayor and City Council in the orderly and efficient administration of the City Parks and
Recreation system. To study the economic and physical conditions and problems in
connection with the maintenance, operation, and use of the public playgrounds and
recreational facilities, and to make suggestions to the Parks and Recreational Director
as to the improvement and most efficient use thereof, and to work with the Parks and
Recreation Director toward a comprehensive and well-rounded plan of City-wide
recreation compatible with available funds. The Commission shall represent the public
interest in consideration of the acquisition, development, use, and expansion of needed
playground and recreational areas, and in making recommendations regarding
personnel employment for all recreational activity under the supervision and control of
the Parks and Recreational Director.
Furthers duties shall be as follows:
To propose and recommend rules and regulations for the control and regulation
of the use of public parks grounds, buildings, and playground facilities; subject to
approval by the Mayor and City Council.
To study and propose plans, and recommend rules and regulations for the
planting, growing, care, regulation and control of trees and shrubbery in all public
places.
To represent the public interest in making suggestions and recommendations
for the development, use and expansion of needed and required playground and
other recreational and leisure program activities.
To propose set priorities to plans and recommendations and suggestions for
the future growth development and regulation of park, playground and recreation
facilities of the City; subject to approval by the Mayor and City Council.
To propose plans, recommendations, and suggestions to the annual budget to
be submitted by the Parks and Recreation Director for the projects and
expenditures for the next fiscal year prior to the budget proposal being submitted
to City Council for approval.

To suggest and recommend such rules and regulations necessary and
desirable to carry out the intent of the Chapter.
To review and comment on the Parks and Recreations Department’s Strategic
and Action Plans.
To review and comment on the City’s Comprehensive Plan as that plan relates
to Parks and Recreation.
To suggest and recommend such rules and regulations necessary and
desirable to carry out the intent of the Chapter, and to improve and correlate the
problems of governmental administration of all recreation and leisure programs of
the City.
To work with the Planning and Zoning Commission and the Planning
Department in implementing the Connecting Our Communities trail plans and
review the City trail system, making recommendations as needed for additional
trails.
To appoint members of the commission to subcommittees to provide
community information to the Parks and Recreation Commission concerning
particular facilities or programs of the parks and leisure movement of the City.
2-3-8: Meetings: One (1) regular meeting shall be held each month for not less than
nine (9) months in each year. A majority of the members of the Commission shall
constitute a quorum at any meeting. All meetings and records of the Commission shall
be open to the public. Written rules consistent with this chapter and consistent with the
laws of the State of Idaho shall be adopted and a written record of all meetings shall be
kept.
